All topics should be pertinent to items on tonight’s agenda.  Each speaker will be given an allotted three minutes of time with a tone signifying 30 seconds remaining, and another tone signifying the end of your time.  Please note that there will be no comment from the Board tonight, but the superintendent will make note of any items and follow up as necessary. We are proud to recognize five of our outstanding sophomores who have been accepted into The Gatton Academy of Mathematics and Science Class of 2028. Located on the campus of Western Kentucky University, Gatton is one of only 15 elite residential STEM programs in the nation. Admission is highly competitive, based on academic grades, test scores, essays, and faculty interviews. Beginning this fall, these students will complete their junior and senior years living on WKU's campus, graduating with both their high school diplomas and an Associate Degree.

The Bullitt County Woman's Club annual scholarship recognizes graduating seniors enrolled in
trade and vocational programs through the ATC. These competitive scholarships are designed
to assist students with their first-year tuition, educational expenses, or essential career-related
equipment and tools required for post-secondary training and apprenticeships.
Applicants were strictly evaluated by a scholarship interview panel based on a comprehensive
scoring process that factored in:

? Academic standing (requiring a minimum cumulative 2.5 GPA)
? Financial need and career goals
? Extracurricular activities and volunteer experience
? A formal interview and letter of recommendation

Following a rigorous evaluation and interview process conducted this past April, the following

occupational health needs. The three-year contract expires this year, and we will need

committee (which includes our Director of Nursing, Director of Finance, Director of
Transportation, and HR Department specialists) scores the opened proposals, the
winning bid will be presented for approval at either the July or the August Board
meeting.

Attached, you will find a MOA between Morehead State University and Bullitt County Public Schools for the 2026-2027 school year. Morehead State University and Bullitt County Board of Education propose a dual credit program for the students of Bullitt Central High School for the 2026-2027 academic year.

  • Students will be charged the KY Dual Credit Scholarship rate. The first MSU course each semester taken by qualified seniors will be paid for by the KY Dual Credit Scholarship program. All other MSU dual credit courses taken by qualified students, including seniors and juniors at Bullitt Central HS during 2026-2027 will be paid for through a MSU scholarship. In the event state funds are not sufficient to cover the two courses allotted to seniors, then those students shall receive scholarships as set forth for additional classes or for juniors.
  • Each school is responsible for hiring and assigning qualified instructors.
  • Each school is responsible for providing textbooks, software, and /or fees/supplies for courses offered. 
  • Students must meet all MSU entrance requirements prior to the start of their coursework.
  • Per statute, all Dual Credit students are required to complete a "Counseling Session" that goes with the Dual Credit Scholarship and provides students additional information in regard to success in college. This will be completed at the high school and each student will sign a verification form.

Hands on Therapy provides related and school psychology services to students with disabilities. BCPS has a longstanding relationship utilizing this agency through a third party contract with the Ohio Valley Educational Cooperative (OVEC). Through this relationship, Hands on Therapy has provided extensive support to our department helping to cover long term vacancies and staff shortages. We are requesting approval to contract directly with Hands on Therapy for the 2026-2027 school year to provide the same level and type of support as needed. The proposed contract is attached and has been reviewed and approved by BCPS board counsel. Funding for services utilized by this contract will come from the Special Education Department General Fund Budget.

Currently, Assured Partners NL LLC holds the Commercial Property, Commercial General Liability, Commercial Automobile, and Commercial Umbrella insurance plans through Bluegrass Risk Management. The current year premiums are $1,671,399. The renewal quote is $1,955,537. This represents a 17% increase. While this is an increase, this is a solid renewal with the uncertainty in the marketplace right now and the 29% increase in total insurable values.

I ask the Board to approve renewal for insurance plans with Assured Partners NL LLC through Bluegrass Risk Management.

If approved, the vaccination series for Hepatitis B will be offered to our employees as in the past. As a continued cost saving measure, we will pay for serum and injection at the time of service. Prior, we were billed separately and upfront for the serum order and this was becoming costly and potentially wasteful. Funding for this provision is included in the health service budget for the upcoming school year.

The renewal cost is $168,470.00 and will have additional features such as a mastery bank and AI insights to support teachers with data analysis. district, K-12. This program has been supported by our librarians and has been
successful across the majority of our schools. Below are some highlights:

? District elementary schools logged over 2.4 million collective reading minutes this
year.
? Elementary student voice data indicates that features such as digital badges, the

Language In Motion - LIM provides qualified substitutes for the Educational Interpreters employed by the District. Educational Interpreters provide access to curriculum for students who are deaf or hard-of-hearing. This agency also provides interpreters for needs our employed interpreters aren't able to provide including caseload overflow, meetings, extracurricular activities and graduation.

On Track Orientation and Mobility - On Track works with students who have visual impairments to navigate safely through various environments, including schools.

Pinion Advisors Continuum ("Pinion") has been engaged to provide Kentucky Historic Tax Credit consulting services for Bullitt County Schools. This engagement will focus on reviewing eligible properties and planned improvements in alignment with KRS 171.397.

The scope of this engagement is any improvements over the next several years at any property owned/operated by the Bullitt County Public Schools. Pinion will evaluate and support Historic Tax Credit applications.

This engagement is intended to support upcoming improvement projects over the next several years and maximize potential historic tax credit eligibility. This agreement has been reviewed by Dinsmore, BCPS Legal Team. I recommend approval of this request.

This memo formally requests the Board of Education's approval for the creation of a new district-level position, the Behavioral Health Administrator (BHA). This position is fully funded for its initial year through the $81,000 Strengthening Health Integration iN Education for Kentucky Students (SHINE KY) grant, which was officially awarded to Bullitt County Public Schools on May 1, 2026.

The core purpose of the BHA is to establish a financially sustainable and equitable system for student mental health services. By managing and overseeing the Kentucky Expanded Access billing process, the BHA will transition the district's capability from no reimbursement to full capacity. The resulting revenue stream is projected to be sufficient to cover the position's salary and benefits for the following year, allowing it to be integrated into the district's operating budget as a self-funded role while expanding our capacity for direct student care.

The Behavioral Health Administrator (BHA) reports to the Director of Safe and Drug Free Schools. This 10-month, 187-day position for the 2026-2027 school year requiresa preferred Master's Degree (Master Level Social Worker base). Intended hiring date is July 2026. The total grant funding is $81,000, with $74,134.05 allocated for personnel costs during the grant period.

6.m. Request- New/ Rebranding of Job Title and Job Description (formerly PBIS Coach)

This rebranding is a crucial step in showing collaboration and alignment regarding the Community-Based Accountability (CBA) Pillars, Character Strong implementation, and the district's shift toward a more comprehensive MTSS (Multi-Tiered Systems of Support) framework. The title "PBIS Coach" no longer captures the full scope of the role.

The new title should reflect a move away from just "behavioral" management toward a whole-child success, implementation fidelity, and systemic support. The district now views academic, behavioral, social-emotional, and basic needs as all interconnected. A PBIS title suggests a siloed focus solely on behavior. The new roadmap focuses heavily on the science of behavior change and the implementation formula for success (Systems, Practices, Culture equals Outcomes). With the implementation of districtwide social-emotional learning for students, the priotirization of character competencies like empathy, respect for self/others, and personal development will be measured and quantified with the CBA work for BCPS.

The job description of the Behavior Systems Specialist is attached and is requested for approval, as well as the job title. Dinsmore legal counsel has reviewed this request.
