Recognition of Doss High School Spanish Teacher Yuriany Beitia for Being Selected to Participate in the 2025 Disney Imagination Campus Teacher Celebration
Doss High School Spanish teacher Yuriany Beitia was one of 12 winners nationwide in the 2025 Disney Imagination Campus Teacher Celebration.
In recognition of her dedication to inspiring students every day, she earned an all-inclusive 4-day, 3-night stay at Walt Disney World in May during National Teacher Appreciation Week! The trip included special park experiences, a celebratory parade, and sessions with Disney leaders and entertainment professionals.
Yuriany said, "When I hear ‘Disney,’ I think of magic, adventure, and fun, and that's what I try to convey in my classes. I believe in each of my students. I encourage them every day and let them know how important they are to me. I remind them that their future is in their hands and that they should use their imagination, explore possibilities, and develop every innovative idea they have, because success is built day by day.”

Recognition of JCPS Library Media Specialist Tim Jones on Being Named the 2025 School Librarian of the Year by the School Library Journal
Tim Jones, the dedicated Library Media Specialist at John F. Kennedy Elementary School, was named the 2025 School Librarian of the Year by the School Library Journal. Tim's exceptional work showcases the transformative role librarians play in enhancing student learning and fostering academic success.
Tim once dreamed of making it big as a comedy writer, studying at The Second City in Chicago—one of the most iconic comedy institutions in America. But when he took a day job as a library clerk at a local high school to “help pay the bills,” he discovered a new passion that changed the course of his life.
Tim has now worked in school libraries for 18 years. Beyond his school, Tim has also provided exemplary leadership as a past president of the Kentucky Association of School Librarians (KASL), advocating passionately for libraries across the state.
This national recognition is just the latest in a string of honors for Tim, including being named the 2023 National K-12 Media Literacy Teacher of the Year by the National Association for Media Literacy Education (NAMLE). In 2022, he was awarded the Kentucky School Librarian of the Year by the Kentucky Association of School Librarians (KASL). His success highlights the excellence we continually strive for in JCPS school libraries.

Recognition of Butler Traditional High School Student Jorge Blas Bautista for Being Selected as a Gates Scholar
Butler Traditional High School student Jorge Blas Bautista has been selected as a Gates Scholar. Out of more than 35,000 applicants, only 300 students (less than 1%) nationwide were chosen for this incredible honor, and Jorge is one of them. This achievement is a reflection of his exceptional academic performance, leadership, resilience, and dedication to making a meaningful impact.
In addition to the Gates Scholarship, Jorge was chosen as a Vogt Scholar for the 2024-25 school year. This special award honors exceptional students throughout Jefferson County who have demonstrated high standards of scholarship, leadership, character, and citizenship.
These milestones are not only a personal achievement for Jorge, but also a reflection of the support and guidance provided by JCPS educators throughout his educational journey.

Recognition of Student Technology Leadership Program (STLP) State Championship Winners from Kammerer Middle School and Fairdale High School
Two JCPS schools came away from the Student Technology Leadership Program (STLP) State Championship in April as project champions. Kammerer captured the middle school division while Fairdale won the high school division. Sixty-seven JCPS schools presented projects with dozens of winners across multiple competition categories.
The STLP competition was held in Lexington and is the technology equivalent of the Sweet Sixteen in basketball.

Recognition of Hawthorne Elementary Student Winners at the Kentucky World Language Association (KWLA) Student Showcase
Thirty-three Hawthorne Elementary Spanish Immersion Magnet students proudly represented JCPS at the Kentucky World Language Association (KWLA) Student Showcase in April, earning awards in timed writing and speaking across heritage and non-heritage categories, as well as in visual arts. Their achievements are a testament to their dedication and the strength of the school’s language immersion programs.
The students were accompanied and supported by their teachers, Ms. Ashleigh Glickley and Ms. Stephanie Bellot-Donaldson. Notably, Ms. Bellot-Donaldson is currently one of five finalists for the prestigious National Teacher of the Year in World Languages award, sponsored by the American Council on the Teaching of Foreign Languages (ACTFL).

Goal monitoring is a conversation between the board and superintendent that provides boards the opportunity to evaluate the alignment between the community’s vision for student outcomes (goals) and current student performance/growth (reality). Monitoring is about understanding the extent to which reality matches the Board’s adopted goals / interim goals. Monitoring is not about offering advice or recommendations; most monitoring is about understanding where we are and how we got here and to see what’s working/not working, and the expectation that this information impacts what happens next.

- Speakers before the entire board are not allowed to use props, displays, or any other objects during the presentations. However, informational handouts may be given to the assistant secretary to the board for distribution prior to or following the meeting.
- Each speaker is allowed three minutes to address the board and may not share these minutes with any other speaker.
- At the end of 2-1/2 minutes, a bell will sound once. You will then have 30 seconds to finish your statement.
- At the end of three minutes, the bell will sound twice, indicating that your time is up.
- The superintendent will look into the speakers’ issues and, if necessary, represent the board in following up or recommend action to the board.

Recommendation for Approval of 2025-26 Student Progression, Promotion, and Graduation Handbook
The District establishes uniform standard procedures for assessing learning, grading, progression, and promotion of students in the elementary, middle, and high school levels. These procedures are reviewed and approved annually by the Board. A broad-based 50/50 committee, with subcommittees for each level (elementary, middle, and high school) reviewed and revised the documents for 2025-2026. There were formerly two documents which have been combined into one document: Student Progression, Promotion, and Graduation Handbook. The changes are highlighted in the marked up versions and the final documents will be distributed to schools and available via the website subsequent to the Board’s feedback and approval. The District’s Racial Equity Analysis Protocol was utilized.

Recommendation for Approval of Cell Phone Policy (Waive Second Reading) and Review of Related Administrative Procedure
The Kentucky General Assembly passed House Bill 208 during the 2025 Regular Session, which requires a local board of education to adopt a policy to, at a minimum, prohibit student use of personal telecommunications devices during instructional time with specific exceptions. On February 25, 2025, the Board received a presentation and held a discussion regarding cell phone policies in schools.
This cell phone policy and related administrative procedure were drafted in conformity of the provisions of HB 208, and take into account the presentation and discussion at the February 25, 2025 Board meeting.
The Board Policy Committee reviewed this policy and administrative procedure during its meeting on April 21, 2025, and were recommended for approval by the Board.

This project will consist of relocating the Neighborhood Place offices into the main building from the separate gym building, which will be torn down as part of the new school building for W.E.B. DuBois Academy construction. A secure separation will be created to allow the Neighborhood Place to function separately from the school. Work will include a restroom expansion and a separate exit from the building.
On January 28, 2025, the Board of Education approved McCulloch Associates Inc. to prepare plans and specifications for Project 25-042.
The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.
Bids were received, publicly opened, and read aloud in the Office of Facility Planning on April 22, 2025. The bid tabulation is attached.

Acceptance of School Activity Fund Budget Summary for Fiscal Year 2025-26
The submission of School Activity Fund Budgets as referenced in the Accounting Procedures for Kentucky School Activity Funds ("Redbook") is required by 702 KAR 3:130, which also prescribes the FSA-3 form to be used for this purpose and submitted to the Board for approval.
Through student participation in school activities, there may be fees collected and fundraisers held producing a need to track what is done, thus the need for the Redbook. As stated in the Redbook, district compliance must hold to its minimum standard. However, districts through their local board of education may strengthen and add to any document or procedure that is within the scope of their authority and their responsibility of ensuring an accurate accounting for all financial records, as well as ensuring School Activity Funds are expended as intended.

Jefferson County Public Schools, through Adult and Continuing Education, has enjoyed a long, successful collaboration with Jefferson Community and Technical College in helping to successfully transition GED students and other adult learners into postsecondary education. The attached Memorandum of Agreement formalizes the collaborative efforts by delineating the roles and responsibilities of both parties.
The contract period for the attached Memorandum of Agreement is from July 1, 2025, to June 30, 2026.
This partnership aligns with the District’s Strategies (1.1.5 & 1.1.7) by providing the necessary skills to transition to postsecondary education. Both partners are providing in-kind contributions. There is no cost to the district.

This Volunteers of America Restorative Justice (VOA RJ) agreement has allowed the District to collaborate with a community partner who has provided targeted social services with rolling case management to support families and students. Through this collaboration, JCPS has been able to accept referrals of identified students with extreme behavioral and environmental challenges to implement restorative justice practices to address contributing factors and impact of the student's behavior while engaging the family and school personnel to develop a partnership and provide case management to coordinate services and support to promote future success. VOA RJ has also contracted with certified interpreters specially trained for case management oral interpretation to help support families and ensure culturally and linguistically responsive coordinated care. The use of the US Department of Education Project Prevent Grant funds was approved by the JCBE in March. This is the second year of the grant and the services provided to families in this agreement is a critical portion of the grant activities. This work supports Vision 2020 Strategy 1.1.7 Eliminate achievement, learning, and opportunity gaps.

The purpose of this leadership retreat is to provide assistant principals with tools and strategies to support student achievement, create safe learning environments, and ensure that all students receive equitable learning experiences. The use of strategies learned will also support the continuous development of equity-centered leaders.
This venue was selected because of the spaces needed for this leadership learning format, including the number of breakout spaces and the space for opening and closing sessions, venue availability, and free parking for participants. This retreat aligns with strategy, 2.1.2. Cultivate Growth Mindset, Use research or evidence-based strategies and best practices to increase the capacities of teachers, staff, and school leaders to create a growth mindset in each student, and recognize student strengths.
The cost to the District is $61,510.20.

Recommendation for Approval of Workers' Compensation Excess Insurance Policy
The Department of Workers’ Claims requires each individually self-insured to carry excess insurance with an indemnity limit of “Statutory” or at least $10,000,000 per occurrence and a retention level of $1,000,000. The policy will provide a specific retention of $1,250,000 with no corridor deductible. The premium is based on payroll but is estimated to be $166,791 which is a decrease from the previous year.
This is the first year of a two-year rate guarantee of 0.0148 per $100 of payroll. Midwest Employers Casualty has an “A++XV (Superior).” AM Best rating.

Approval of Student Support and Behavior Intervention Handbook for the 2025-2026 School Year
KRS 158.148 requires a school district to adopt a Code of Acceptable Behavior and Discipline (Code) and establishes a timeline and process for the development and revision of the Code. In accordance with Board Policy 09.438, the District refers to its Code as the Student Support and Behavior Intervention Handbook (SSBIH).
The changes for 2025-26 have been developed by the SSBIH Committee. Consistent with Board Policy 09.428, the committee included two members from each of the following groups: student, parent, teacher (JCTA), assistant principal, principal, transportation, community, counselor, mental health, Exceptional Child Educators, and district trauma and behavior practitioners. Central office staff attended meetings to offer factual/technical information to committee members. In addition, the revisions address changes as required by statute, administrative regulation, Board Policy, Kentucky Department of Education updates, and District department level updates. Representatives from the Diversity, Equity and Poverty department (DEP) assisted the SSBIH Committee in the completion of the Racial Equity Analysis Protocol (REAP) on the proposed changes. The draft mark-up of the 2025-2026 SSBIH and an overview of changes by page number is attached.
