The Craft Academy for Excellence in Science and Mathematics is a premier, dual-credit
residential academy designed specifically for academically exceptional Kentucky high school
students. Housed on the campus of Morehead State University, the Academy provides a unique
postsecondary environment where selected students live on campus and complete their junior
and senior years of high school by enrolling full-time in rigorous university courses.
Since launching in August 2015, the Craft Academy has provided a specialized college-level
curriculum that allows students to finish high school while simultaneously completing up to two
years of university coursework. The academic design challenges students to excel at their
highest level, focusing on a core of math and science courses supplemented by electives in the
arts and humanities.
Beyond standard coursework, the Academy offers unique, project-based STEM courses. These
specialized classes enrich the educational experience, helping students develop critical
real-world competencies in entrepreneurship and innovation, design and creativity, and civic and
regional engagement. The Craft Academy is made possible through the remarkable generosity
of Joe and Kelly Craft, alongside vital appropriations from the Kentucky General Assembly.

Revision- Indirect Cost Rates

Enclosed is the Revised 2026-27 District Indirect Cost Rate for Bullitt County Board of Education. Indirect costs are expenditures in support of a program that are not directly identifiable to that program. KDE calculates the allowable percentage that may be applied to grants so that districts may be reimbursed for a portion of the support expenses incurred.
The non-restricted rate applies to the School Food Service program. The restricted rate may be applied to other grants, such as Title I, that exclude expenses for district administrative support. Each local board of education must approve to recover indirect costs. Effective July I, 2026, the new indirect cost rates will be applied.
The rates are as follows:

I ask that indirect costs rates as provided by KDE be approved.

Attached is the Request for Proposal (RFP) tabulation for Occupational Health Services. The proposal opening date and time was July 15, 2026, at 1:00 pm. Of the tw? proposals received, both met the specifications outlined in our proposal request; however, one group received a higher score on the published evaluation criteria. This proposal was submitted by UofL Physicians located at 1707 Cedar Grove Road, Suite 15, Shepherdsville, KY 40165.
The recommendation is to award the Occupational Health Services contract to U of L Physicians.

The proposal shows upgrades for Trane Controls for HVAC systems at the following schools: Bullitt Central, Bullitt East, North Bullitt, Riverview, Bullitt Lick and Zoneton Middle.
This will offer BAS Modernization to Current Trane Trace Controls Technology, Enhanced Cybersecurity and IT Support, and Remote Access from anywhere on the Worldwide Web. This will help us meet the requirements of the Energy Savings contract that is in place with Trane.
This project is being proposed through the Omnia Partners cooperative purchasing agreement. The cost of this proposal is $279,227.00 and will be paid for with the Maintenance Department.
The proposal has been reviewed by Emily Wade, Bullitt County Public Schools Attorney. I recommend approval of this request.

B&B Pharmacy MOU for Vaccinations

Please present this opportunity for the Bullitt County Public Schools to work with B and B Pharmacy at the July 2026 Board meeting. They will offer the flu vaccination and any other vaccines the employee might request during the month of October. These services will take place before or after school hours, and possibly at midday during lunch, at each school campus, central office, and bus compound. Attached you will find the Certificates of Liability Insurance and Memorandum of Agreement. All have been reviewed and approved by Eric Farris.

MOA - Bullitt County Emergency Medical Services

Attached, you will find a MOA between Bullitt County Emergency Medical Services and Bullitt County Public Schools for the 2026-2027 school year. Bullitt County Emergency Medical Services and Bullitt County Board of Education propose a clinical experience while participating in the EMT dual credit program through JCTC for the 2026-2027 academic year.
- Bullitt County Emergency Medical Services understands that classes and all coursework will be facilitated by JCTC and BCPS for qualified students.
- Bullitt County Emergency Medical Services will designate an appropriate liaison.
- Bullitt County Emergency Medical Services will serve as a laboratory in which students may be assigned for clinical experiences.
- Bullitt County Emergency Medical Services will retain full responsibility and liability for the care of patients.
- Students will not be allowed to operate an EMS vehicle.
- Bullitt County Emergency Medical Services will provide personal protective equipment to students
- Bullitt County Emergency Medical Services will provide liability insurance coverage with minimum limits of one (1) million dollars and naming BCPS as a certificate holder on each policy form.

MOU, Red Cross Blood Drives

Please present this opportunity for the Bullitt County Public Schools to work with the American Red Cross. Blood drives will occur throughout the district during the 2026-2027 school year and sponsor groups or individual students, such as those within the Allied Health program will advertise and assist the drives.
Attached you will find the Memorandum of Understanding and Certificate of Liability Insurance. These agreements are automatically renewable; however, on legal advice, steps will be taken each year to confirm the arrangement. The Certificate of Liability Insurance was reviewed and accepted by Emily Wade and Eric Farris.

JCTC contract for KPA

Attached is the contract between JCTC and BCPS for the continued administration of the Kentucky Paraeducator Assessment (KPA). Through this agreement, JCTC will host study sessions and facilitate the exam to assist the district in recruiting qualified Instructional Assistants and Special Education Instructional Health Assistants.

2026-2027 MOA – Jefferson Community and Technical College

Attached, you will find a MOA between the Jefferson Community and Technical College and Bullitt County Public Schools for the 2026-2027 school year. The purpose of this agreement is to set forth the terms and conditions for awarding dual credit to Bullitt County students who are enrolled in Dual Credit Courses within the high school setting or ona JCTC Campus.
Junior and Senior Dual Credit students will be eligible for the Kentucky Dual Credit Scholarship for two successfully completed dual credit courses by graduation. Above the Kentucky Dual Credit Scholarship, students signed up for a Dual Credit class will not be charged anything more than the dual credit tuition rate per credit hour set by HB 206.
Dual Credit students are responsible for the cost of textbooks, digital texts, workbooks and/or other expendable items.
If a student is unsuccessful in a Dual Credit Course that was covered by the Kentucky Dual Credit Scholarship, 50% of their tuition is required to be returned to KHEAA. JCTC will return the cost. BCPS will be responsible for the cost if the scholarship course was taught by JCTC instructors and will reimburse JCTC.
Per statute, all Dual Credit students are required to complete a 30-minute college success counseling session. This will be completed by high school personnel and each student will sign a verification form.
All JCTC fees for Dual Credit students will be waived. This contract has been reviewed by Dinsmore & Shohl LLP. Please place this request for approval on the July board agenda.

Gallagher has provided voluntary student accident insurance plan renewal information which is attached. This program is underwritten by Guarantee Trust Life Insurance Company. The rates are included for your review. The effective dates of coverage will be August 12, 2026 through August 2027. This insurance is not paid by the Board of Education. It is provided as a service to our students and parents. The options include: 1) School Time Only; 2) 24-Hour coverage; and 3) Football Only coverage.
I ask that Gallagher be approved as the provider for the voluntary student accident insurance plan for the upcoming school year.

I ask for permission to continue using Apple iOS and Mac OS device management software, Jamf. This software has helped us refine our inventory efforts and reduce waste for these devices. Coupled with the Apple School Manager software, Jamf has made it possible to manage devices properly and allocate appropriate apps to staff, teachers, and student devices.
Currently, we have a combination of 1,094 MacOS and iOS devices in our district. This number varies, but it has increased recently. The quote is for 1500 devices, which provides us with a sufficient buffer for incoming devices.
We will be increasing our number of MacOS devices this school year and will need to continue purchasing licenses for management throughout this year. The quote is attached

AI-driven alerts when a student wanders off-task. The platform also features
"Scenes," which allow instructors to create custom filtering rules that block
distracting websites or restrict browsing to a specific list of approved educational
resources.
I ask permission to continue using this product for in-classroom management of
student online activity.

Boom Kentucky Memorandum of Understanding (MOU)

This MOU establishes a collaborative partnership between Bullitt County Public Schools (BCPS) and Boom Kentucky, Inc. to deliver an entrepreneurship curriculum for students, with shared goals of career readiness, youth retention, and local economic vitality. The program includes a High School Program focused on developing a minimum viable product and culminating in a Pitch Day submission and a middle school program with weekly clinics and mentoring, and a District Pitch Event held once per academic year. The term of the MOU is through May 31, 2027. The curriculum will be implemented in all three high schools and two middle schools for the 2026-2027 school year based on input from principals and teachers. The total cost of the program is $40,000 for one academic year, which covers all program components, teacher professional development, and event support. This agreement will be paid through CRPE grant funding.

This platform will be used with our EL students to help increase speaking and writing skills for our students while also preparing them for the speaking and writing parts of the WIDA ACCESS test. The EL team will primarily use Snorkl and content standards that guide our lessons while also encouraging student voice, engagement, and growth mindset. $9,670.05 which will be paid out of the Curriculum, Instruction and Assessment budget.

This is a request to renew the agreement between Bullitt County Public Schools (BCPS) and
CollegePrep, Inc., to continue the Best Fit Coaching Plan. This program has been instrumental
in providing our high school students, families, and counselors with essential tools and
resources to navigate the increasingly competitive college admissions process. The program
has demonstrably enhanced student achievement, expanded academic opportunities, and has
enhanced a college-going culture within our schools. In addition, this program has increased the
Advanced Placement opportunities at all of our high schools. The proposed renewal cost is
$208,000 to be funded through Title IV, BEAM, and/or curriculum, instruction, and assessment
funds. This contract has been reviewed by Dinsmore & Shohl, LLP. Below provides highlights
and the impact of this program.
The Best Fit program at all high schools has supported students in achieving remarkable
success in their post-secondary aspirations:
? Senior onboarding of the Common App at East and Central. Best Fit Cohort Onboarding
at North, all prior to the start of school and immediately after the Common App “goes
live” for the incoming application class.
? Record number of Governor’s Scholars, Governor’s School of the Arts, Governor’s
School of Entrepreneurship. Students attending academic camps at Miami of Ohio, and
across Kentucky.
The program provided targeted support to students at different stages of their high school
journey:
? Juniors:
? Using the information gathered from the Strong Interest Inventory, we target
specific colleges throughout the country that align with a student’s predicted
majors and advising tracks.
? We utilize School Links in our research of targeted schools to begin building a
balanced college list of Reach, Possible and Likely schools.
? We provided ACT Prep to all interested Best Fit Juniors in the Fall. The prep
course is an 8 week program that meets twice a week. As part of the Best Fit
plan, students are provided this opportunity that includes all materials and direct
access to an ACT coach.
? We provide support and suggestions for all Best Fit Juniors taking the
PSAT-NMSQT and explain the process of the National Merit Scholarship
Program.
? We utilize the Net Price Calculator in determining cost at target schools. We
calculate our predicted KEES money and compare costs across public/private
institutions.
? We finalize the academic vitae so it is ready for distribution for competitive
programs and colleges.
? We meet with each student to outline their application plan prior to the start of
Senior year.
? Sophomores:
? We look at how course choice and extracurricular activities impacts a student’s
“fit to major,” making sure students understand that we are evaluated based on
what we do - our actions and choices.
? We explore career themes and the way certain professions attract certain types
of personalities and interests.
? We utilize “O Net” to research emerging trends as well as emerging careers.
? We administer The Strong Interest Inventory to all Best Fit Sophomores, which
provides critical information regarding what a student wants to do, how they want
to do it, and why they want to do it. It also provides important information about
learning and working styles to help students decide if they are a good fit for their
chosen career.
? We develop an Academic Vitae, which breaks down the key areas of the
Common App.
? We meet individually as needed with each Sophomore.
? Freshmen:
? This year we onboarded our Freshman after the first semester to evaluate the
success of their transition to high school.
? We introduced The Best Fit Model to our Freshman cohort in January, going over
non-negotiables and the options they have as high school students to create an
academic story.
? This year was the first year we were able to meet with our Freshman individually,
which was critical in helping us understand what their concerns were and how
they viewed their career and college goals.
Since the inception of the Best Fit program in 2023, there has been a significant and
widespread increase in Advanced Placement engagement across Bullitt County schools:
? In 2022, BC administered 529 tests district wide. In May 2026, we administered over
1500 tests, with our Best Fit cohorts averaging an 83% pass rate, far exceeding the state
AND national averages.
? The success of the AP programs at all schools has led to an increase in enrollment in
those courses. Teachers are excited to teach the classes and students are eager to
accept the challenge of increased rigor. Some new courses include: AP Seminar, AP
Environmental Science, AP Comparative Politics, and we are predicting the launch of the
AP Capstone Program by the end of 2027 SY

LEAP Innovations to support implementation of the BCPS Community-Based Accountability
System. BCPS has worked with community groups and various stakeholders to identify
expectations that our community will hold us accountable based on the following pillars: Student
Learning, Fiscal and Operational Care, Safety and Well-Being, Life Readiness, Engaged and
Well-Rounded Students, and Community Collaboration and Engagement. LEAP provides
student and staff engagement survey questions that will allow us to measure and report out on
specific metrics aligned to our Community-Based Accountability System. In addition, LEAP will
map survey questions to specific metrics that are valid connected to research standards. The
cost is $28,600 to be funded through remaining funds from the CRPE grant and/or BEAM. This

Care Solace is designed to work alongside the school’s multi-tiered systems of support (MTSS) to help schools triage and accompany student mental health needs and provide a confidential wraparound resource for staff members and families.

Local Legislation Regulation No. 2015-01 requires persons working within food
service establishments (for the purposes of food services) in Bullitt County have
certification as a “Food Handler” or “Food Manager” by the Bullitt County
Health Department. Presented is a Memorandum of Agreement (MOA) with the
Bullitt County Health Department that assures local legislation compliance
while providing a streamlined plan of certification that best fits the needs of our
School Nutrition Services Department. The MOA was drafted by Joe Mills of
Buckman and Farris Law, and reviewed by Eric Farris, Board Counsel.
Included is the MOA that was last updated in June of 2021. The MOA has not
been amended and will remain in effect until further notice. Updated
signatures for SY 26-27 are being requested.

Care Food Program (CACFP).

- Under Other Support Positions--The Behavioral Health Administrator (SHINE KY Grant) was rebranded to be called the SHINE Grant Coordinator.
- Positive Behavior Intervention Coach was rebranded to be called Behavior Systems Specialist (change under High School Extra Duty, Middle School Extra Duty, and Elementary School Extra Duty). The rebrand was approved at the 06/18/2026 meeting.
- Rename the Alternative School Principal to Principal of Specialized Programs

The code contains information regarding the behavior expected from each student, the importance of appropriate behavior to maintain a safe learning environment , and the consequences for failing to meet the appropriate standards of behavior. It is recommended that the Board approve the attached emergency certification applications for the 2026-2027 school year. Board approval is necessary to allow the Human Resources department to emergency certify qualified candidates and fillcritical vacancies.
Background & Details:
- Emergency Substitute Application: Allows HR to emergency certify substitute candidates who meet the minimum requirements.
- Full-Time Emergency Teacher Certification: Allows HR to utilize the CA-4F process to fill unanticipated, vacant full-time teacher positions in specific shortage areas.
Note: The application and submission process for both certification pathways has now been fully automated to improve efficiency.
