IV.A. Recognition of Camerron McPherson and Josefa Lopez
Rationale

Camerron and Josefa won first-and second-place honors, respectively, in the third annual Western Kentucky Regional Deaf and Hard of Hearing Spelling Bee, which was held last December in Bowling Green. The competition included 35 students in grades 1 through 12 from 11 school districts.

In recognition of the students’ outstanding achievement, each student received a trophy and a certificate. Students who participate in the competition are profoundly deaf, and they depend upon rote and visual memorization for spelling. The students studied and practiced extensively in preparation for the competition.

The Western Kentucky Regional Deaf and Hard of Hearing Spelling Bee is the only one of its kind in the state.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Camerron McPherson, a student at Shelby Traditional Academy, and Josefa Lopez, a student at Auburndale Elementary School, for winning first- and second-place honors, respectively, in the Western Kentucky Regional Deaf and Hard of Hearing Spelling Bee.

Teachers earn National Board Certification by demonstrating their knowledge and teaching skills through an extensive, rigorous evaluation process. Performance is assessed based on analyses of teaching portfolios, student work samples, and videotaped classroom teachings.

Teachers must demonstrate their ability to effectively manage and measure student learning, and they must complete assessments that are designed to test the depth of their knowledge and to show that they have mastered the content in their certification area.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize the Jefferson County Public School District teachers who have earned National Board Certification.

IV.C. Recognition of National School Counseling Week
Rationale

School districts throughout the nation show their appreciation for school counselors by celebrating National School Counseling Week, February 4–8. During this week, school districts plan activities and have special events to recognize counselors for their positive and tremendous impact on the achievement and success of students. 

The 2013 theme for National School Counseling Week is “School Counseling: Liberty and Learning for All.”

IV.D. Recognition of the Jefferson County Board of Education
Rationale

Kentucky, along with other states throughout the nation, recognizes the outstanding leadership, commitment, and contributions of its local school board members.

School board members help ensure a successful learning environment and preparation for post-secondary education for all students. Board members work collaboratively with businesses, organizations, and other community members to create and bring programs into schools that will enhance the educational experience of students. 

School board members are visionaries and advocates who work diligently to provide unique learning opportunities for our students. They encourage parents and the community to continually be involved in helping to guarantee a successful education and prosperous future for our children—our future leaders.

V.C. Approval of Organizational Charts
Rationale

The Options/Magnet Advance Programs organizational chart is submitted to request the following changes:

  • CHANGE the organizational chart title to Options/Magnet Programs;
  • CHANGE the reporting relationship of one (1) Secretary II from Director II (Option/Magnet Advance Program) to Coordinator VI;
  • DELETE one (1) Director II (Option/Magnet Advance Program), one (1) Resource Teacher, and one (1) Resource Teacher (effective February 1, 2013); and
  • ADD one (1) Coordinator I (230).
These changes will enable the District to save money in the area of Central Office personnel without impacting services provided to students, parents, and schools regarding optional/magnet programs.

The Curriculum and Instruction organizational chart is submitted to add one (1) Coordinator I (230) to provide leadership and oversight to the Advance Program.

V.E. Approval of Bid and Revised BG-1 Form for New Operations Building at Blankenbaker Bus Compound
Rationale

This project will provide for the construction of a new operations building to include two administrative spaces, restrooms, storage, and a gathering space for bus drivers. Site work and utilities also will be included.

On March 26, 2012, the Board of Education approved GBBN Architects to prepare plans and specifications for Project #029Z-12043.

The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.

Bids were received, publicly opened, and read aloud in the Office of Facilities and Environmental Services on December 19, 2012.

All bids exceeded the funds available for this project. The best interest of the Board would not be served in rebidding the project per Article 3.23.1 of the Model Procurement Regulations. Therefore, pursuant to Article 3.23.2, negotiations were held with the three lowest qualified bidders based upon a revised scope of work.

This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable in accordance with KRS 162.070.

The easement is necessary for the relocation of a hydrant. The current 20-foot water easement will be released.

V.Q. Approval of School Allocation Standards for Fiscal Year 2013–14
Rationale

Once approved by the Jefferson County Board of Education, these standards become policy in accordance with 702 KAR 3:246, sections 4 and 5. These sections are relative to the allocation for certified staff and classified staff, respectively.  

The state minimum allocation to school councils for operational provisions is validated within these standards, and this is according to section 6 of the same statute. The district outlines its intended process for distributing additional operational funds beyond the state required minimum, and this is according to section 7 of the same statute.

Also attached is a list of changes to the School Allocation Standards for Fiscal Year 2013-14.

V.R. Acceptance of Donations
Rationale

Central High School Magnet Career Academy received $500 from Scholastic Sports Marketing, LLC to assist with wrestling team expenses.

Community Information/Community Support Services received $2,500 from American Synthetic Rubber Company to be used to support after-school programming for the Community School at Farnsley Middle School. This includes tutoring and other activities.

Engelhard Elementary School received $588 from DonorsChoose.org. The donation will be used to replace regular classroom chairs with stability ball chairs to help students with Attention Deficit Hyperactivity Disorder sit without disruption and help them better develop their balance.

Fern Creek Traditional High School received $500 from Ruth W. Ruter to be used for track and field expenses.

Goldsmith Elementary School received $1,000 from Martin L. Adams & Sons, Inc. to be used to purchase new playground equipment.

Newburg Middle School received $1,200 from Mary K. Miller to be used for school supplies and field trip expenses for students on the Trailblazers Team.

V.S. Acceptance of Funding from the Jefferson County Public Education Foundation
Rationale

Jefferson County Public Schools received $38,699.27 from the Jefferson County Public Education Foundation through the following donors:

  • Central Kentucky Football Officials Association donated $300 to the Chris Nelligan Memorial Scholarship Fund;
  • Sam Corbett donated $250 to provide JCPS students with scholarship opportunities;
  • Gordon Food Service donated $2,849.27 for scholarships for high school seniors;
  • Louisville/Jefferson County Metro Government donated $4,000 through the use of Neighborhood Development Grant funds for the Just Between Teens Program, which targets issues relevant to pre-teen and teen girls at Knight Middle School;
  • Louisville/Jefferson County Metro Government donated $8,000 through the use of Neighborhood Development Grant funds for the Blessings in a Backpack Program at Knight Middle School;
  • Louisville/Jefferson County Metro Government donated $6,000 through the use of Neighborhood Development Grant funds to Southern High School. The funds will be used to provide counseling services in the areas of anger management, conflict resolution, drug and alcohol abuse, and the Alateen program.
  • Louisville/Jefferson County Metro Government donated $4,000 through the use of Neighborhood Development Grant funds to be used for Science Literacy Night, Math Literacy Night, and a Reading and Arts Literacy Night at Blue Lick Elementary School.
  • Louisville/Jefferson County Metro Government donated $2,500 through the use of Neighborhood Development Grant funds for the Western High School Girls Annual Holiday Basketball Tournament.
  • Lubrizol Advanced Materials Inc. donated $10,000 to benefit students through the Science, Technology, Engineering, and Mathematics (STEM) program at Farnsley Middle School and Cane Run Elementary School Community School Program;
  • Ken Selvaggi donated $200 to provide JCPS students with scholarship opportunities.
  • William Simpson donated $500 to benefit students through the Science, Technology, Engineering and Mathematics (STEM) program at Farnsley Middle School and Cane Run Elementary School Community School Program; and
  • David Stosberg donated $100 to the Chris Nelligan Memorial Scholarship Fund.

V.T.1. Acceptance of Grant from National Association of Elementary School Principals and the MetLife Foundation
Rationale

Whitney M. Young Jr. Elementary School received a grant of $5,000 to be used for an International Potluck Celebration on World Day for Cultural Diversity.

This grant will provide global engagement, engage the local community to build greater ownership for the work of the school, and encourage parents to become involved in schools and their children's learning.

V.T.2. Acceptance of Teaching Art Together Grants from Kentucky Arts Council
Rationale

The Kentucky Arts Council has awarded Teaching Art Together grants to the following schools.

This grant will help cover costs for an artist-in-residence to conduct a four-week arts-related program at the school. KAC provides grant funds for half of the artist-in-residence fee and the school is responsible for paying the other half of the fee.

Teaching Art Together grants allow teachers to collaborate with practicing, professional artists on the design and implementation of innovative five- to twenty-day residencies, which provide teachers with tools to continue to incorporate the arts into the curriculum after the residency is completed.

The attached Memorandum of Agreement reflects an increase in funding in the amount of $228,307 and increases the contract amount from $2,491,512 to $2,719,819.

The contract modification is the result of a mid-year adjustment in the number of high-cost programs supported.

V.U. Approval of Change of Administrative Authority for Child and Adult Care Food Program
Rationale

Currently the Teenage Parent Program (TAPP) administers the Child Adult Care Food Program (CACFP) program in Jefferson County Public Schools. The Kentucky Department of Education allows only one administrative authority for a school meal program in a district.

Transferring administrative authority of this program to School and Community Nutrition Services will allow School and Community Nutrition Services to utilize its extensive resources to offer after-school  snacks and suppers at qualifying at-risk schools while maintaining services provided to the Teenage Parent Program.

Additional administrative staff will be required in the School and Community Nutrition Services office to monitor program compliance and prepare and file the monthly claim based on the number of schools participating in the program and the number of snacks or meals provided.

Additional hours or staff members are added in the cafeteria based on the number of snacks and meals provided at the location. Additional labor expenses are covered by School and Community Nutrition Services program funds.

V.V. Approval of Agreement with the University of Kentucky for Dietetic Internship Program
Rationale

Graduate students in the University of Kentucky (UK) Dietetic Internship and Coordinated Program must complete a series of rotations in various clinical and community nutrition environments. School food service is a growing area for students preparing to enter the health care professions. 

The attached Food Service Systems Management Education Agreement will allow a UK student to work with School and Community Nutrition Services from March 4, 2013, through May 10, 2013, for the purpose of gaining the required clinical education and experience in school meal programs.

Rationale

If approved by the Board, the attached Credit Hour Certification for Locally Approved Hours will be submitted to the Kentucky School Boards Association so Board members Diane Porter, Linda Duncan, Carol Ann Haddad, and Debbie Wesslund can receive three (3) training credit hours for the Cultural Competency training provided on August 27 and September 10, 2012.    

Kentucky Revised Statutes 156.031, 156.070, 160.180 and State Regulation 702 KAR 1:115 require local School Board members to complete a minimum number of inservice training hours annually, based on the number of years of experience.

This action will certify the participation of board members in training as indicated.

V.X. Approval of Student Enrollment Projections for 2013–14
Rationale

District student enrollment projections and individual school enrollment projections are reviewed and revised annually and reported to the members of the Board of Education for approval. 

The review and Board approval ensure that district staff can appropriately plan for staffing of schools, adequate budgeting, boundary adjustments, and student programming for K-12. There are also separate projections for Exceptional Child Education Self-Contained and Early Childhood Education classes that are funded and staffed separately and differently from the K-12 program.

The projections are based upon district and school enrollment history and trends, population changes throughout the county, birth rates, and program capacities. Some sources for this data are the Kentucky Bureau of Vital Statistics, the Jefferson County Planning and Zoning Commission, the Cornerstone 2020 Task Force Report, the Kentucky State Data Center, and the U.S. Census Bureau. 

Additionally, principals and other staff were given the opportunity to provide input and some adjustments were made based on that input.

V.Y. Approval of Kentucky Race to the Top Revised Local School District Scope of Work Agreement
Rationale

Jefferson County Public Schools (JCPS) is eligible to receive at least $1,459,643 as part of a Race to the Top award to Kentucky to create the Continuous Instructional Improvement Technology System (CIITS), a technology-based system that supports standards-based instruction, assessment, and teacher evaluation/professional development.

To receive funding, JCPS had to submit an original Scope of Work (SOW) Agreement, which was approved at the March 26, 2012, Board of Education meeting. Since that time, instructional leaders have revised the SOW Agreement to align with the current plan for CIITS implementation. As part of the SOW, Jefferson County Board of Education must also provide the following assurances:

  • The participating school district shall implement each element of the CIITS as it is made available by the Kentucky Department of Education.
  • The participating school district shall use Race to the Top funds to assist in providing the support necessary to implement the use of the Classroom Assessment module of the CIITS. Support may include, but is not limited to, professional development, technical assistance, and other costs associated with the effective implementation of the module. 
  • The participating school district agrees that by the end of the grant period it will have used the CIITS system to create curriculum maps for the schools in the district.
  • The participating school district shall use Race to the Top funds to assist in providing the support necessary to implement the use of the Educator Development Suite (EDS) of the CIITS. This includes the professional development sections of the EDS. Support may include, but is not limited to, professional development, technical assistance, and other costs associated with the effective implementation of the module. 

The attachment contains the JCPS revised SOW, which is an action plan that includes budget and sustainability components that address the required performance measures.

Rationale

The central office cost center budgets for fiscal year 2013–14 are in the process of being reviewed and will be completed in March 2013.
 
Projected student enrollment numbers by school are used to determine individual school allocations. After the Board approves the enrollment projections, individual school allocations will be determined.

Enrollment projections will be presented to the Board for approval in January 2013. Individual site-based allocations are due to schools no later than February 4, 2013.
 
The General Fund Tentative Budget will be presented to the Board in May 2013 as required by KRS 160.470.

V.AA. Approval of Joint Statement of Commitment for the Collaborative Development of a Jefferson County Educator Growth System
Rationale

The Jefferson County Board of Education, the administration of Jefferson County Public Schools, and the leadership of the Jefferson County Teachers’ Association will develop an Educator Growth System (EGS) that will support continuous professional growth and development throughout an educator’s career.

The development and recommended implementation of the EGS will be done by a jointly appointed Core Design Committee, which shall be the Educator Quality Oversight Committee (EQOC).

This system will insure high quality educators and high quality instruction in all classrooms throughout the district.
