Rationale

Longtime JCPS educator Faith Stroud won a national award in recognition of her exceptional leadership and impact in the education field.

The National Alliance of Black School Educators (NABSE) awarded Stroud, the district's Director of Leadership and Professional Development, the 2024 Marcus Foster Distinguished Educator Award.

The NABSE Marcus Foster Distinguished Educator Award is bestowed upon individuals or organizations who have exercised exceptional leadership qualities and who, through their talents, have made systematic impacts in the field of education.

III.B. Recognition of JCPS Bus Driver Larry Elliott for the Kindness He Shows to Students
Rationale

After years of bringing history to life in JCPS classrooms as an Abraham Lincoln impersonator, Larry Elliott shifted gears and became a bus driver. He regularly goes the extra mile to make sure students have an enjoyable ride to and from school. He’s supplied activity packets, books, and consistent kindness. 

During a bitter cold week in January, Larry again went above and beyond, providing cozy blankets to help students stay warm. His story was seen by hundreds of thousands of people via social media and local news networks. Thank you, Larry, for being a shining example of the power of kindness.

III.D. Recognition of 15th District PTA Spelling Bee Champion Zachary Rara, Second Place Winner Ahaan Aragwal, and Third Place Winner Gabe Fajardo Cruz
Rationale

In what may be a record that will remain unbeaten for many years, a Meyzeek Middle School eighth-grade student won a district-wide spelling bee for the third straight year.

It took Zachary Rara about two hours to win the top prize among 43 contestants in February at the 15th District Parent Teacher Association (PTA) Spelling Bee. He won a trophy and a check for $100 from the 15th District PTA.

Zachary spelled eight words correctly in each round, including “obsequious,” “coefficient,” “zootoxin,” “fuchsia,” “guillotine,” and finally “chiaroscuro.” He advanced to the Louisville Free Public Library’s regional 2025 Fleur de Bee competition on March 8 and took home the top prize after 16 rounds of competition. He will head to Washington, D.C., in May to compete in the Scripps National Spelling Bee. The Library Foundation will provide Zachary and a family member with accommodations during Bee Week.

Ahaan Aragwal, a fifth-grade student at Greathouse/Shryock Traditional Elementary School, won second place at the 15th District PTA Spelling Bee, and Gabe Fajardo Cruz, a sixth-grade student at Barret Traditional Middle School, won third place. They also received trophies and checks for $50 and $25, respectively.

III.E. Recognition of duPont Manual High School Student Jilly Choi for Being Named a Top 300 Scholar in the 2025 Regeneron Science Talent Search
Rationale

A duPont Manual High School senior is among the top young science minds in the nation. Jilly Choi was named a top 300 scholar in the 2025 Regeneron Science Talent Search out of nearly 2,500 total entrants. He won the designation for his project: Design of a Low-Cost, Low Inertia, Backdrivable Upper-Body Manipulator for Use in Humanoid Applications.

The Regeneron Science Talent Search is the U.S.’s longest-running and most distinguished science, technology, engineering and math (STEM) competition for high school seniors.

Now in its 84th year, the competition identifies extraordinary young minds who blend scientific talent, curiosity and bold leadership to drive meaningful change for society. Regeneron Science Talent Search alumni have gone on to win 13 Nobel Prizes, 23 MacArthur Fellowships, and have founded numerous world-changing companies.

CMTA, Inc. has made a final inspection and concluded that this contract is complete and final payment is due to the contractor.

Rationale

JCPS will work in collaboration with Backside Learning, Inc. to provide Extended School Services to eligible JCPS students enrolled in its evening tutoring program at the Backside Learning Center. JCPS certified educators will provide small-group academic interventions and supplemental instruction in literacy and mathematics, specifically tailored to meet the needs of multilingual learners. This initiative will address barriers to student learning through engagement with parents and our community partner at an off-campus location in an evening ESS program, which is supported in 704 KAR 3:395, Section 3 (7). JCPS teachers will utilize recommended resources and materials included with and aligned to the district-selected HQIRs for tier II and III interventions to support the effectiveness of regular classroom instruction.

The goal of this initiative is to provide additional time and differentiated opportunities to learn in a program in which rigorous academic content is aligned with individual student needs to improve the present level of performance in reading and/or math. Ultimately, students will exit their current grade level ready to meet the academic expectations at the next level and no longer require academic interventions.

This work supports Vision 2020 Strategies 1.1.2, 1.1.3, 1.1.5, and 1.1.7.

Teachers commit to completing coursework, passing the PRAXIS within one semester of completing all coursework, and remaining a JCPS employee for at least three years following the completion of the endorsement. $300,000 in Title II funding has been approved to support this collaboration., all funds must be spent by June 30, 2026. This initiative will directly enhance our capacity to serve English Language Learners.

Rationale

The Kentucky Administrative Regulations, as outlined in the Exceptional Child Education Policies and Procedures Manual, requires that a shortened school day and/or week be submitted to the Board of Education for approval.

This Board action is subject to confidentiality requirements according to policies and procedures in Chapter 9 Confidentiality of Information. Following approval by the Board of Education, the request will be submitted to the Kentucky Department of Education, Office of Special Education and Early Learning.

The District must maintain the following documentation for all shortened school days and/or weeks approved by the Local Board of Education:

  • Approval by the Local Board of Education (student confidentiality procedures must be followed when listing student information in the local Board minutes);

  • Minutes of the Admissions and Release Committee (ARC) meeting documenting the ARC decision that a shortened school day and/or week is needed;

  • A copy of the student’s Individual Education Plan documenting the shortened school day and/or week; and

  • A copy of the physician's statement of the medical need.

Per regulations, the student is being identified as SSD319, SSD320, SSD321, and SSD322.

Student SSD319 has a medical condition, with proper physician documentation, which requires a shortened school week, Two (2) days (T/W). Appropriate ECE procedures have been followed for this student, who is being served in a resource room in a special school setting. 

Student SSDW320 has a medical condition, with proper physician documentation, which requires a shortened school week 2 days (M/F) and shortened 4 hour school day.  Appropriate ECE procedures have been followed for this student, who is being served in a resource room in a special school setting.

XII.S. Recommendation for Approval to Incorporate the Magnet at Young Elementary School into Engelhard Elementary School Using the Revised Name of Whitney Young Elementary @ Engelhard
Rationale

Under this proposal, the magnet at Whitney Young Elementary School will be incorporated into Engelhard Elementary School, with the change taking effect in August 2025. The combined schools would be located at the current Engelhard Elementary site at 1004 South First Street Louisville, KY 40203. The decline in enrollment at both sites presents an opportunity for a formal merger, allowing for the optimization of resources and the enhancement of robust learning experiences for students. The merger also allows Hudson Middle School to expand their reach in supporting Choice Zone families.

Naming the combined schools as Whitney Young Elementary @ Engelhard reflects our commitment to honoring local legacies of leadership, excellence, and community. Whitney M. Young Jr., born in Shelbyville, KY, was a pivotal figure in the civil rights movement, widely recognized for his tireless advocacy for racial and economic justice. Victor Engelhard, a former President of the Louisville Board of Education, embodied a dedication to public service and community engagement. Through a lifetime of service dedicated to improving lives and fostering stronger, more unified communities, these influential figures inspire our students to strive for social responsibility while celebrating our rich heritage. This name change serves as a powerful reminder of our mission to cultivate a future rooted in equality, justice, and community involvement.

Rationale

Board members may review and offer suggestions for future Board meeting agendas during the Board Planning Calendar portion of regular Board meetings.

A list of selected Board of Education discussion agenda items has been compiled for use by the Board and administrative staff. The list includes activities for action and discussion. 

It is anticipated that staff will use this list to avoid scheduling conflicts, improve coordination and support of activities, enhance planning, and increase awareness of upcoming board meeting activities.
