Welcome to the meeting of the Bullitt County Board of Education. As a reminder, the Board does welcome public comment during their meeting tonight, but in order to speak to the board you must register to do so by listing your name and address and the topic on which you will be speaking.
All topics should be pertinent to items on tonight’s agenda. Each speaker will be given an allotted three minutes of time with a tone signifying 30 seconds remaining, and another tone signifying the end of your time. Please note that there will be no comment from the Board tonight, but the superintendent will make note of any items and follow up as necessary. This now will serve as the final call to register to come forward and address the Board tonight.

Student Recognition- College Board National Recognition

BCPS is proud to celebrate the achievements of its students who earned academic
honors from the College Board National Recognition Program. The program, available on
BigFuture®, helps students stand out on college and scholarship applications. Every year,
talented students claim an award based on their achievement on College Board assessments.
The program offered three awards to students of all backgrounds and across schools
nationwide: First-Generation Recognition Award, Rural and Small-Town Recognition Award, and
the School Recognition Award, to honor top-performing students in every high school.
This year, 51 students from BCPS were awarded which gave us the opportunity to recognize
students in April and May.
Tonight we are recognizing students from North Bullitt High School and Riverview Opportunity
Center.

Tonight, we are here to celebrate the incredible talent and 'vibrant learning' taking place
within our classrooms. On April 24th, over 220 of our students took over Rupp Arena for
the 2026 STLP State Championship. They didn’t just attend; they led.
We had 12 schools represented—eight elementary and four middle—proving that the
path to being future-ready starts early in Bullitt County. I would like to specifically
recognize our state-ranking champions who stood at the top of a field of 20,000
participants:

Student Recognitions: 2026 Commonwealth Honors Academy

Excellence is a tradition here in Bullitt County, and we are thrilled to celebrate three of our own who are reaching new heights. BEHS junior, Annabelle Decker, BEHS junior, Owen Mueller, and BAMS junior Cordelia Kellie.
These students were selected from among 283 applicants from around the country to join Murray State University’s 2026 Commonwealth Honors Academy.
The Commonwealth Honors Academy is a prestigious three-week academic enrichment program held each June on Murray State University’s main campus in Murray, KY. CHA Scholars complete two honors-level college courses taught by outstanding educators, participate in personal development seminars, and enjoy lots of social activities to get a taste of college life. Graduates of CHA earn a 4-year in-state tuition scholarship to Murray State University and 3 transferable credit hours.
Academy students are chosen based on a variety of qualities and accomplishments, including academic performance, maturity and character, leadership, writing ability, curricular strength, extracurricular activities, and overall potential.
The selection of Annabelle, Owen, and Cordelia for this elite program is a testament to their hard work. Their success showcases the caliber of students growing within our classrooms every day.
Congratulations to these three scholars for representing their schools and our community so well. It’s just another example of how we are Moving Forward together

Enclosed is the 2026-27 District Indirect Cost Rate for Bullitt County Board of Education. Indirect Costs are expenditures in support of a program that are not directly identifiable to that program. KDE calculates the allowable percentage that may be applied to grants that districts may be reimbursed for a portion of the support expenses incurred.
The non-restricted rate applies to the School Food Service program. The restricted rate may be applied to other grants, such as Title 1, that exclude expenses for district administrative support. Each local board of education must approve to recover indirect costs. Effective July 1, 2026, the new indirect cost rates will be applied,. The rates are as follows:
Non-Restricted Indirect Cost Rate 10.78%
Restricted Indirect Cost Rate: 2.11%
I ask that indirect cost rates as provided by KDE be approved.

Kentucky Chamber Membership Renewal

The Kentucky Chamber's legislative priorities this session focus on pro-growth tax reform, expanding access to affordable child care, supporting housing policies that keep homeownership attainable, and strengthening alignment between education and workforce needs. Membership provides strong advocacy in Frankfort along with benefits such as discounts on services, seminars, and publications, and regular legislative updates through resources like Frankfort Inside Out.
The annual membership renewal invoice of $2,060 is enclosed for your consideration. Continued participation supports both policy engagement and access to valuable resources. I ask the Board to approve the Kentucky Chamber Membership renewal.

Kay Bryant - Independent Contractor Agreement

I request approval of the attached independent contractor agreements with Kay Bryant. The first agreement outlines Kay Bryant's continued support in reviewing construction projects and assisting with FACPAC submissions, including the completion of BG-5 project Closeout Forms. This work is essential to identifying any remaining funds and ensuring KDE compliance as projects are finalized.
The second agreement is an engagement letter for Kay's assistance with the District's year-end financial close. Kay has provided this support to the District for the past six years using the same contract language. Her knowledge and experience continues to be a valuable asset during the closeout process.
Both agreements have been reviewed by our legal counsel at Dinsmore & Shohl LLP. I request the Board's approval of these contracts to allow for continued support in both construction closeout and year-end financial procedures.

2026-2027 Lease Extension and Renewal Agreements

Attached for your review and approval are the lease documents related to the continued use of office and instructional space at 505 Buffalo Run Road in Shepherdsville. The Extension to Lease Agreement between The Flynn Group, LLC and the Bullitt County Board of Education extends the current lease at 505 Buffalo Run Road for one year, covering the period of July 1, 2026, through June 30, 2027. The annual base rent will remain $14,860.75, payable monthly, and no changes have been made to the terms or conditions of the existing lease other than the oneyear extension.
Additionally, the Lease Renewal Agreement (PR-0079) between the Bullitt County Board of Education, as lessor, and the Kentucky Community and Technical College System (KCTCS), as lessee, extends the lease at the same location for the same period, July 1, 2026, through June 30, 2027. The total annual lease cost remains $204,992.40, which includes rent, utilities, and overhead, and all other terms of the original 2017 lease remain in effect.
These documents formalize the annual continuation of both lease agreements, ensuring uninterrupted use of the facilities for KCTCS/JCTC operations in partnership with Bullitt County Public Schools. Approval of the attached lease extension and renewal agreements for fiscal year 2026-2027 is recommended.

- Students must apply for University of Kentucky courses
- Students will be charged no more than the dual credit tuition rate specified in accordance with the Kentucky State Dual Credit Scholarship Program
- University of Kentucky is solely responsible for the curriculum provided for university credit. Therefore, courses must use the syllabus, textbook, and assessments as determined by University of Kentucky

This renewal includes the addition of curriculum for EL students in grades K-5, providing multilingual learners opportunities to practice reading, writing, speaking, and listening within the context of Math, Science, Social Studies, and Language Arts. The curriculum aligns with WIDA standards and supports our district's EL instructional model. The total cost is $36,350.00 and will be funded through Title IV, Title III, and SLD budgets.

Attached is the Memorandum of Agreement (MOA) between Bullitt County Public Schools (BCPS) and University of Louisville Health - Louisville, Inc. dba Frazier Rehabilitation Institute, in the memo will be called UofL Health.
This agreement will provide a National Athletic Trainer's Association (NATA) certified, Kentucky state-certified athletic trainer for all sporting events at Bullitt Central High School, Bullitt East High School, and North Bullitt High School. Coverage will be equally distributed between girls' and boys' programs in compliance with Title IX but also in consideration of the risk of the sports. UofL Health Athletic Trainer will maintain medical records on all athletes including but not limited to, injury evaluation, daily injury treatment, physician referrals, and release forms. Baptist Athletic Trainer will serve as a liaison between the athlete, parent, coach, and team physician, if applicable.
All three high schools agree to allow University of Louisville Health - Louisville, Inc. dba Frazier Rehabilitation Institute to:
- All athletic training supplies to be used by Trainers
- An athletic training room within each high school
- Allow Provider to advertise in Client's stadiums, gymnasiums, soccer fields, baseball fields, tennis courts, and other sites where home games are to occur
- During games referenced in Section 1.2(c)(i), a designated first-aid area in central locations will easy access to the game to observe participants for injuries
- Table, chairs, and trash can at designated first-aid area
- Access to private room or area for examination as needed
- Ice available in sufficient quantity for injuries
- Close access to communication system for contacting EMS and participants' family members if necessary
- Hydration stations for participants (water/cups/etc.)

The subscription includes access to an internet-based assessment platform featuring test building, administration, and reporting tools, as well as rostering through Clever. In addition to the core platform, the agreement covers Pathfinder advanced and comparative data reporting, specialized ELA and Math benchmark assessments for grades 9-11, and a comprehensive item bank containing ELA, Math, Science, and Social Studies content. The total cost for these licenses and instructional resources is $71,646.00 and will be paid out of the Curriculum, Instruction, and Assessment budget. This is a request for Board approval of the attached Memorandum of Agreement between Bullitt County Public Schools and W.A.G.S. Pet Therapy of Kentucky. This agreement outlines the roles of both agencies in providing services for the purposes of enhancing students' educational experiences and providing a calm and relaxing environment for students in crises, both in an individual setting as well as in classroom settings. WAGS is a nonprofit 501 (c) (3) all-volunteer organization with nearly 300 volunteers. WAGS has approximately 90 therapy dog teams, and several teams have already committed to being a part of the BCPS team. The Bullitt County Public Schools Director of Safe Schools and the Project Director of the Stronger Connections Grant will coordinate efforts to work with the outside agency's point of contact to maximize student success aligned with the terms of this agreement. The purpose of this Agreement is to establish a framework for collaboration between ECTC and Bullitt County Public Schools for the implementation of dual credit coursework that allows eligible secondary school students to earn college credit while enrolled in secondary school.
This Agreement sets forth the roles and responsibilities, and expectations of the Parties related to the planning, delivery, and administration of dual credit courses. This agreement has been reviewed by Dinsmore & Shohl LLP. Please place this request for approval on the May board agenda.

National Opioids Settlements Notice and Claims Administrator for Six Remnant Defendants
A new national opioid settlement has been reached with six regional distributors/dispenser
defendants: Associated Pharmacies, Inc (and American Associated Pharmacies); J M Smith
Corporation; Louisiana Wholesale Drug Company, Inc.; Morris and Dickson Co.; North Carolina
Mutual Wholesale Drug Company, Inc.; and United Natural Foods, Inc. (including its
subsidiaries SuperValu and Advantage Logistics) (Six Remnant Defendants). There is one
settlement agreement covering the combined settlement with the Six Defendants.
The proposed Settlement will result in the Six Defendants paying a combined $97,625,000.00 for
purposes of abating the opioid epidemic. Our participation will result in a one-time settlement
payment. The Settlement funds must be used for the Core Strategies and Approved Uses outlined
in the Settlement Agreement.
The Settlement does not include State Attorneys General or any amount allocated to a State.
Rather, this Settlement will be distributed only and directly to us. In order to participate, we must
sign and return the Combined Subdivision Participation and Release Form by June 4th.
Our allocation will be calculated using the national Denver model, but removing from the
equation any amount that the Denver model would allocate to a State Attorney General or a State
allocation.
Attached is the Combined Subdivision Participation and Release Form required for us to submit
to participate in the settlement. This form has been reviewed by our attorney in the matter, Ron
Johnson. I recommend approval to complete and submit the Combined Subdivision Participation
and Release Form

assessment systems along with supporting coherence of student academic progress
monitoring tools across all elementary schools. The cost of the assessment
individualized instruction platform will be $375,554.00. This renewal has been
approved by Dinsmore & Shohl, Inc. The funding will come from the curriculum,
instruction, and assessment budget.

Submitted for approval are the proposed 2026-2027 pay schedules for regular salary, coaching supplements and the Automatic Payroll Authorization deduction. The payroll schedule is approved each year for the upcoming fiscal year. Full time personnel are paid over 26 payroll checks. Most deductions are taken over all 26 payroll checks. Health Insurance and American Fidelity deductions are only taken over 24 payroll checks; KASA is taken over 16 payroll checks. Attached is the Tentative Budget for Fiscal Year 2027. The summary by fund is shown below:

For each fund, budgeted revenues equal expenses, and the contingency in Fund 1 exceeds the state’s required minimum of 2%. Departmental budgets have been reviewed and, in many cases, reduced from the Draft Budget requests. This budget supports continued staffing below cap size and retains key instructional positions, including Instructional Coaches, Instructional Tutors, College Career Coaches, and Data Managers. It also includes funding for a 3.00% base pay raise for all employees. SBDM allocations are set at 3.5% of the SEEK base per pupil.
Within the General Fund, salaries and fringe benefits account for over 74% of the budget, excluding on-behalf payments. Additional items of note include the Kentucky Teacher Retirement System (KTRS) employer match reaching its maximum required contribution of 3%, the inclusion of onbehalf payments for KTRS, Technology, and Health Insurance, and a reduction in CERS employer contributions from 18.62% to 17.43%. The budget also adds Step 28 to the salary schedule, funds additional curriculum, and allocates additional resources for school safety.
Please note this memo is not an all-inclusive summary of items funded in the budget. Many other additions and adjustments were presented in detail at the last board meeting. Fund 400 is included for informational purposes only and is not part of the total Tentative Budget amount. Any necessary changes will be incorporated and presented in the Working Budget this September. I request approval of the 2026–27 Tentative Budget as presented

Maryville Elementary and Zoneton Middle School Turnaround Plans

Pursuant to KRS 160.345 and KRS 158.782, the district has established a School Turnaround Team for Maryville Elementary and Zoneton Middle schools to provide intensive support and guidance to identified schools in need of improvement. The School Turnaround Team collaborates with school leadership and staff to analyze student performance data, develop and monitor the implementation of the School Turnaround Plan, and coordinate targeted resources and professional learning to enhance instructional practices and increase student achievement.
Each school is required to designate its Turnaround team members and provide the names and contact information to the Kentucky Department of Education. The team information is required within the 45-day window for Turnaround Plan completion.

Pursuant to KRS 160.346(8)(f), governance at the school level for CSI schools has transitioned from a School-Based Decision Making (SBDM) council to an Advisory Leadership Team (ALT). The Advisory Leadership Team shall function in an advisory/consultative capacity to the principal and district leadership, providing input on instructional improvement, school operations, and stakeholder engagement, consistent with the requirements and intent of KRS 160.346 and related state accountability provisions. The authority of the school-based decision-making (SBDM) council granted under KRS 160.345 shall be transferred to the superintendent upon receipt of the audit report (03/18/2026).

The Department of School Nutrition Services (SNS) is required to complete the Paid Lunch Equity (PLE) Tool each school year to ensure that paid student lunch prices are priced to keep up with inflation. School districts without a negative balance in the school food service account (Fund 51) at the end of June are exempt from the PLE pricing requirements for the following school year. Because Fund 51 did not have a negative balance as of 6/30/2025, I am utilizing the exemption and am NOT recommending price increases for SY 26-27. I have included the Paid Lunch Equity Tool which is provided by the Department of Education - School and Community Nutrition; the tool provides recommendations to districts to reflect the cost of inflation.
