IV. Work Sessions
IV.A. Racial Equity Policy Update
Rationale

This update is presented to the Jefferson County Public Schools (JCPS) Board in fulfillment of our ongoing governance obligations and our shared commitment to transparent public accountability. Regular reporting on our racial equity framework ensures that the District remains steadfast in measuring progress, evaluating resource allocation, and addressing institutional barriers that affect student achievement. This update serves both as an operational review and as a reaffirmation of our collective responsibility to the students, families, and communities we serve. At the core of our educational mission is a non-negotiable commitment to academic growth for every child. Racial equity is not an ancillary program or secondary initiative; it is an essential lens through which we must examine every policy, practice, and resource-allocation decision across the district.

Across our schools, persistent opportunity gaps continue to reveal disparities in student access to advanced programming, educational resources, and supportive learning environments. Closing these gaps requires a system-wide focus on identifying and addressing the conditions that perpetuate them. Centering racial equity enables us to identify institutional blind spots, direct targeted support where it is most needed, and cultivate culturally responsive learning environments in which every student, regardless of race or background, can achieve at high levels and experience a sense of belonging and well-being. This work belongs to the entire system. Achieving meaningful educational equity requires shared ownership across every department, school, and administrative office, as well as sustained leadership and oversight from the Board.

The racial equity update reflects a unified, district-wide strategy rather than a collection of isolated school-level efforts. Through systematic implementation tools, such as the Opportunity and Access Tracker (OAT), and comprehensive district rubrics, JCPS is working to embed equity into its daily operations and decision-making. From central-office procurement and professional development to school-level curriculum and student support, this commitment reinforces the principle that accountability for equitable outcomes and high expectations must be shared by all educational leaders. The principles embedded in the audit align directly with our equity framework: directing public funds and systemic support to areas of greatest need, eliminating operational inefficiencies that disadvantage marginalized student populations, and holding district leadership accountable for measurable outcomes. Rather than viewing accountability as a hurdle, we should treat audit findings and related insights as catalysts for strengthening internal controls, refining progress-monitoring mechanisms, and ensuring that equity initiatives are implemented with precision, consistency, and responsible stewardship.

Research helps explain why opportunity and achievement gaps persist eight years after the Board adopted this policy in 2018: adoption is not implementation. Meyer and Rowan (1977) established that organizations may adopt formal policies to demonstrate legitimacy while allowing day-to-day practices to remain disconnected from those policies. Implementation research further demonstrates that policies influence student outcomes only when supported by coaching, data-informed decision-making, and accountability at every level of an organization (Fixsen et al., 2005; Fullan, 2007). The persistence of these gaps also reflects what Ladson-Billings (2006) described as an education debt: the accumulated consequences of historical underinvestment and inequitable educational opportunities that cannot be remedied through policy language alone.

Tyrone C. Howard’s (2024) Equity Now: Justice, Repair, and Belonging in Schools reinforces the need to move beyond policy commitments toward meaningful systemic change. Howard presents an equity framework grounded in justice, recognizing and repairing past harms, and fostering belonging. He calls on educational leaders to apply an equity lens to district policies and practices, address systemic barriers, and create welcoming, affirming, responsive, and academically rigorous learning environments. His work emphasizes the roles of district leadership, school-wide practices, classroom instruction, family and caregiver engagement, and equity-informed data use. This framework reinforces the responsibility of educational leaders to examine whether their policies, resource-allocation decisions, and accountability systems are creating equitable conditions for student success (Howard, 2024).

Within schools, academic tracking (Oakes, 1985), disproportionate disciplinary practices (Losen & Martinez, 2013), and differences in teacher expectations (Gershenson, Holt, & Papageorge, 2016) can further reproduce disparities through everyday decisions and practices. These patterns will not change through policy language alone. The work that remains is therefore systemic. It requires examining and improving the funding, staffing, instructional practices, student-support structures, and accountability mechanisms that shape the educational experiences of Black students and other historically underserved populations. The central question is not simply whether the district has adopted an equity policy, but whether that policy has fundamentally changed what students experience in their schools and classrooms.

An honest assessment of the remaining work should not diminish the progress this policy has made possible. Since 2018, the district has established important infrastructure to support implementation and accountability. This includes a system-wide plan with goals and measurable outcomes reviewed by the Board; school-based Racial Equity Committees responsible for developing Racial Equity Plans; annual progress reporting through a Monitoring Progress Tool; and the ACRE advisory council, which provides an ongoing avenue for community voice and engagement. The W.E.B. DuBois Academy and the Grace James Academy of Excellence are also tangible examples of work undertaken during this period. These schools serve students and represent part of the district’s broader efforts to address educational opportunity and access.

These accomplishments reflect the work of dedicated people who have helped translate policy commitments into structures, programs, and practices. That work matters. The infrastructure established since 2018 provides a foundation on which the district can build, evaluate its results, and strengthen implementation. At the same time, establishing structures is not the same as achieving the intended outcomes. The next phase must focus on determining how effectively these structures influence resource allocation, instructional practice, student access, and measurable student outcomes. The district must be willing to assess what is working, identify where implementation remains inconsistent, and make the changes necessary to produce more equitable educational experiences.

Please receive this rationale as an honest accounting of what the 2018 racial equity policy has accomplished and an invitation to consider what only sustained Board leadership can advance next.

The Board’s adoption of the policy in 2018 established a clear commitment. The years since have produced meaningful infrastructure and progress. Yet persistent opportunity and achievement gaps demonstrate that the systems underlying these disparities have not been fully transformed. This high-level presentation outlines both the progress made and the work that remains so the Board can assess where continued oversight, strategic direction, and leadership are most needed. Moving forward requires more than maintaining existing structures. It requires ensuring that equity commitments translate into consistent practices, strategic resource allocation, measurable outcomes, and meaningful accountability throughout the district. The policy was never intended to remain a statement on paper. Its purpose was to help build a system that delivers on its promise to every child. The responsibility before us is to sustain the work, strengthen implementation, and address the structural barriers that continue to limit opportunity.

The commitment was established in 2018. The foundation has been built. The work now is to ensure that the system delivers on that commitment for every student.
