Call to Order
This meeting will be conducted via video-teleconference pursuant to KRS 61.823 and KRS 61.826. The primary location for this meeting and where all members can be seen and heard by the public will be Stewart Auditorium, VanHoose Education Center. Members are permitted to attend in-person or via video-teleconference pursuant to KRS 61.826.
In light of the Governor having declared a state of emergency within the Commonwealth on March 6, 2020, as a result of the COVID-19 outbreak and in accordance with SB 150 (2020) regarding the conduct of meetings of state boards and commissions during the emergency period, public attendance at this meeting is permitted, however please be advised that continued COVID-related mitigation efforts will require a reduced seating capacity in Stewart Auditorium to maintain social distancing. As a result, all interested members of the public are strongly encouraged to participate by video-teleconference, which will be available for live public viewing at the following link: JCBE MEETING VIDEO. Work Session: JCPS Strategic Plan Update: The Future State of Jefferson County Public Schools
Over the past several months, the Board and District have been focusing a great deal of attention on the immediate demands required to respond to the COVID-19 Coronavirus pandemic, taking bold actions to support students and families, to connect District and school staff to new ways of working, and to continue engaging students in instruction and learning despite of challenges.
At the same time, work has been continuing to move the District forward for the longer term, building upon the work of the last two years, toward a Future State of the District to significantly improve student outcomes and improve equity in instruction and support for all students in every District school.
Significant progress has been made across a wide array of areas, including Backpack of Success Skills, Academies of Louisville, Racial Equity, school and district-level systems improvement, opening new schools, increased mental health support for students, and more. Despite all of the changes that have already been made, and the changes that are currently under way, major systems of the District remain relatively unchanged from those that were in place decades ago. In order to be a model of a successful urban school district and dramatically change student outcomes, the District must make bold change like has never been seen before.
During this presentation, the Board of Education will have the opportunity to receive information and engage in discussions regarding how the Strategic Plan and Future State fit together. In sum, the Strategic Plan framework creates coherence via shared language that leverages Future State work within one learning ecosystem.
While the research, analysis, and planning work has begun; next, we will be developing an action plan and gathering valuable feedback through various processes. Strong implementation and support of a bold plan will be critical in making JCPS the model urban school district our students deserve.

Work Session: A New Way Forward - Next Steps to Prepare for the 2021-22 School Year
Every year, a cross-functional team works over many months in preparation for the opening of the new school year. Early planning, effective execution and oversight, and good communication assist in ensuring that the District has a great start to the school year. It is critical to get the beginning of the school right - it sets the standard for efficient operations and learner-focused effort that is required throughout the year.
After more than a year of remote NTI and hybrid learning due to the COVID-19 pandemic, the importance of effective planning and implementation for the beginning of the 2021-22 school year has never been more important. During the July 27 Board meeting, the Board will receive a comprehensive review of the steps taken to ensure a great start to the new school year including transportation, operations, technology, communications, student assignment, and support for schools. The report for this meeting will focus on a subset of those plans, addressing issues specifically related to the District’s COVID-19 response.

Recommendation for Approval of 2021 Affiliate Partner Agreement with the Alliance for Young Artists & Writers, Inc.
Approval of the 2021 Affiliate Partner Agreement with the Alliance for Young Artists and Writers, Inc. will expand opportunities for students in grades 7-12 visual arts programs. The Scholastic Art Awards program directly impacts students' college/career readiness. The program is aligned with curriculum standards that support visual arts program goals, college/career portfolio preparation, and enrichment opportunities. Data since 2007 shows that: 1) student participation increased by as much as 186 percent 2) national student awards have increased by as much as 127 percent, and 3) an average of $2 million in scholarship offers have been made to student participants each year.
Costs associated with this program are split between JCPS and the Fund for the Arts. The Fund for the Arts covers all student entry fees for participating non-JCPS students. JCPS student participation fees, national program costs (e.g., website maintenance, certificates, marketing materials, program support, etc.), plus print (e.g., programs, posters, labels, etc.) and postage/mailing costs are paid from the Curriculum Design & Learning Innovation department fiscal budget. The budget estimate for the 2021 program is $7,000 for JCPS students and $3,200 for non-JCPS student participation.
This agreement directly supports Vision 2020 strategies 1.1.3 Provide Equitable Access, 1.1.1 Adopt a Broader Definition of Learning, and 1.1.2 Personalize Learning.

Jefferson County Public Schools, through Adult and Continuing Education, has enjoyed a long successful collaboration with Jefferson Community and Technical College in helping to successfully transition GED students and other adult learners into postsecondary education. The attached Addendum #2 to the Memorandum of Agreement formalizes the collaborative efforts by delineating the roles and responsibilities of both parties.
The contract period for the attached Memorandum of Agreement is from August 1, 2019, to June 30, 2020. Addendum #1 extended the agreement from July 1, 2020, to June 30, 2021. Addendum #2 extends the agreement from July 1, 2021, to June 30, 2022.
This partnership aligns with Vision 2020 strategies 1.1.5 & 1.1.7 by providing the necessary skills to transition to postsecondary education. Both partners are providing in-kind contributions. There is no cost to the District.

Recommendation for Approval of Memorandum of Agreement with the Kentucky Office of Vocational Rehabilitation for Greater Louisville Education Cooperative
The Greater Louisville Education Cooperative (GLEC) will support students ages 14-21 in exploring Pre-Employment Transition Services. Through ongoing Professional Development and continuous training, GLEC staff will provide Individual, small group, large group, and transition events, Business/Industry Tours, and College Visits/Tours that will meet students' needs.
The success of this initiative is sustained through the annual award of this grant from the Office of Vocational Rehabilitation (OVR). This work will help prepare students who may be eligible for OVR services currently or in the future to be college and career ready.
The GLEC supports state initiatives and the regional area of Jefferson County Public Schools and Kentucky School for the Blind.

Recommendation for Approval of Memorandum Letter of Agreement with the Kentucky Science and Technology Corporation
The Kentucky Science and Technology Corporation is a nonprofit organization that oversees the coordination, planning, management, implementation, and funding of AdvanceKentucky, it's teacher training and incentive program involving the College Board's Advanced Placement Program (AP) in mathematics, science, and English (MSE) courses, and pre-AP preparation for these courses including the Access to Algebra program.
This agreement supports multi-year replication of AdvanceKentucky's Access to the Algebra program at Grace M. James Academy of Excellence. This program includes extensive formal and informal training of teachers, additional time on task for students, financial incentives based on academic results, cultivation of teachers who provide leadership to the Program by mentoring other teachers, and measurement and accountability for results.
The overall goal is to increase the number of students prepared for advanced Science, Technology, Engineering, and Math (STEM) coursework in high school including a focus on inclusion of students traditionally underrepresented in advanced courses.
This project aligns with Vision 2020 strategy 1.1.7.
The project does not obligate the District after the agreement period ends.

Through the Cardinal Success Program (CSP), University of Louisville College of Education and Human Development, students and faculty provide mental health and counseling services to students and families at the Academy @ Shawnee as well as individuals living in the surrounding community at no cost to the school.
Academy @ Shawnee provides three offices and a conference room on the first floor of the school for this project and has no obligation beyond June 30, 2022.
This project aligns with strategy 1.1.7 in Vision 2020.

The Culture and Climate Department is currently seeking to provide work space for the growing department. Additional space is available at the University of Louisville Shelby Campus in the form of two classrooms. These two spaces will house our expanding Re-Engagement Team and our Pupil Personnel District Response Team. Neither teams have a dedicated space at this time. The Shelby Campus location allows the Re-Engagement Team to be in proximity to their supervisor, which is already located at this site. Pupil Personnel leadership is housed in the LAM building, but there is currently no space to add this team.

The School and Community Nutrition Services federal program has experienced an operating deficit due to the impact of COVID-19. To continue to operate and provide for nutritional needs of students, JCPS has provided funds to sustain the program during fiscal year 2020-2021.
A formal Repayment Agreement between the Jefferson County Board of Education and the federal JCPS School and Community Nutrition Services is required to allow for repayment of funds. The attached Agreement will be effective as of June 22, 2021, and shall continue through June 30, 2022.
The deficit for fiscal year 2019-2020 was $5,915,521 and was funded through the JCPS ESSER II allocation.

Recommendation for Approval of Memorandum of Agreement with Metro United Way, Inc. and Louisville Metro Government and Related Data Sharing Agreement Regarding BLOCS
On November 13, 2012, the founding partners of Jefferson County Public Schools (JCPS), Metro United Way (MUW), and Louisville Metro Government (LMG) formalized their commitment to out-of-school time system-building efforts in Louisville by signing the Louisville Out-of-School Time Coordinating Council Charter. This initiative is ongoing, and is known today as the Building Louisville’s Out-of-School Time Coordinated System (BLOCS). BLOCS is guided by the recommendations in YouthPrint, which was approved by the heads of the partner organizations on December 20, 2010. The founding BLOCS organizations have chosen to continue this community partnership to strengthen and expand high quality out-of-school time opportunities for children in Louisville, which are seen as a critical component of improving learning growth and development. The Memorandum of Agreement is a continuation of this collaboration.
The attached Data Sharing/Use Agreement between JCPS and MUW will facilitate the use of data to support the BLOCS initiative while protecting student privacy.

Metro United Way (MUW) coordinates a broad coalition of community partners that help Louisville address challenges associated with early childhood education and improve Kindergarten readiness through the Ready for Kindergarten Alliance. To achieve this goal, MUW implements several early childhood programs and monitors physical, emotional, and academic developmental progress of Louisville area students, birth to Grade 12. Metro United Way is serving as the lead organization and fiscal agent for the Ready for Kindergarten Alliance, including the Excellence Academy, Pathways, and Ages and Stages Questionnaire (ASQ) and regularly evaluates the effectiveness of these programs.
JCPS supports MUW and community partners with the Ready for Kindergarten Alliance in effort to connect JCPS students and families with support services to remove barriers to early learning and long-term student success.
The attached Data Sharing/Use Agreement with MUW will facilitate the use of data to support the early childhood initiative while protecting student privacy.

Recommendation for Approval of an Amendment to a Memorandum of Agreement and Data Sharing Agreement with Metro United Way, Inc. Regarding United Community
On June 20, 2020, the Board approved a Memorandum of Agreement (MOA) with Metro United Way (MUW) to implement United Community in District schools, as described below. Under that agreement for 2019-20, the District would have paid $200,000 and would have received 273 licenses for the United Community Data Platform provided by Unite USA, Inc. (Unite Us), as well as training and support. Due to technical challenges relating to systems integration, and delays relating to the COVID-19 pandemic, the terms of the agreement were not completed in 2020-2021. This amendment to the MOA carries forward the same terms of the previous agreement for implementation in 2021-22.
With regard to the United Community initiative, on October 30, 2018, the Board approved an MOA expressing the commitment of the District to participate in the United Community initiative, a broad coalition of community partners coming together to implement a shared technology platform to help Louisville address the social determinants of health by linking education, health, and social services in one interconnected data and referral system. The creation and implementation of the technology platform to share data among doctors' offices, hospitals, schools, and social service organizations at multiple touchpoints, will streamline access, navigation, and coordination of available resources. This "no wrong door" solution ensures those who need support are quickly referred and served, which will be a dramatic improvement over current care referral in Louisville.

This property is contiguous to Atkinson Academy and is currently maintained by Jefferson County Public Schools. As a member of the Landbank Authority, JCPS is not required to purchase the land it acquires through this program.
The Landbank Authority Board of Directors approved the donation at its April 12, 2021, meeting.
Pursuant to the Kentucky Department of Education guidance, donated land is not subject to the requirements of 702 KAR 4:050.

Acceptance of IDEA-B State Share Restricted Funds from Kentucky Department of Education
Funds are awarded based on proposed scope of work for the Special Education Cooperatives throughout the state. The Kentucky Department of Education has identified nine special education cooperatives around the state to provide training and technical assistance to districts throughout the state. The Greater Louisville Education Cooperative (GLEC) includes Jefferson County Public Schools and the Kentucky School for the Blind as its member districts. JCPS serves as fiscal manager for GLEC.
KDE has outlined priorities for use of funds. Funds will be used to provide training and technical assistance in core content instruction; specially designed instruction, differentiated instruction and technology-based supports; evidence-based practices to improve behavior and academic achievement.
Funds will also pay for supplies, materials, consultants, and professional development stipends.
This funding directly supports Vision 2020 strategy 2.2.3.

Acceptance of Kentucky Read to Achieve Reading Diagnostic and Intervention Grants
The Kentucky Department of Education awarded 18 elementary schools $47,200 to be used to supplement the salaries of Read To Achieve (RTA) teachers to provide daily intensive intervention for struggling primary students. KRS 158.792 3(b) requires that a school awarded funding provide assurances that the following requirements are met:
- Provide a full-time, full-day, intervention teacher to improve the reading skills of struggling readers.
- Develop a reading team consisting of the RTA teacher, principal, each +1 classroom teacher and the library media specialist (if the school has a library media specialist/librarian)
- Implement a grant-approved intervention program
- Collaborate as a reading team to plan and deliver literacy leadership to build literacy capacity
- Establish and carry out a system for informing parents of struggling readers of the available family literacy services within the district.
- Participate in on-going professional learning.
Funds will be used to partially cover RTA intervention teacher salaries, fringe benefits, and expenditures. Schools are required to cover any expenses in addition to the grant.
The term of the contract is July 15, 2021, through June 30, 2022. There is no financial obligation to the District beyond the grant period.

The Agreement between KECSAC and JCPS outlines the operation and distribution of the State Agency Children's Funds for the delivery of education services to State Agency Children in JCPS. The allocation is based off of a daily membership and totals $2,874,428 for the 2021-2022 school year. The Agreement is reviewed and signed annually in order to receive this grant.
This project supports Vision 2020 strategies: 1.1.2 Personalize learning and 1.1.7 Elimination achievement, learning, and opportunity gaps.

Recommendation for Approval of 2021-22 Student Progression and Promotion Handbooks and the Assessing Learning and Grading Frameworks (Second Reading)
Jefferson County Public Schools establishes uniform standard procedures for grading, progression, and promotion of students in the elementary, middle, and high school levels. These procedures are reviewed and approved annually by the Jefferson County Board of Education.
A broad-based committee reviewed and revised the policies and procedures outlined in the 2021-22 documents. This year, for each level, the sections relating to assessing learning and grading were placed in a separate document, the Assessing Learning and Grading Framework. Information relating to progression and promotion (and for high schools, graduation) is found in the Student Progression and Promotion Handbook for each level.
While the Student Progression and Promotion Handbook for each level provides policies and procedures for how learners progress through each level and are promoted, the Framework focuses on the guiding purposes, principles, and recommended practices for assessing learning and grading.
The Assessing Learning and Grading Framework is intended to build a bridge from the Non-Traditional Instruction (NTI) Grading Guidance and our experiences during NTI to our Future State of learning and assessment. The Framework places a stronger emphasis on assessing student progress and mastery, and less on student engagement and effort.
The Office of Curriculum and Instruction utilized the District’s Racial Equity Analysis Protocol. This work supports Vision 2020 strategy 1.1.3- Provide Equitable Access.

Recommendation for Approval of 2021-22 Salary Schedules, Salary Placement Rules, and Approval of a One-Time, Fringe-Benefit Payment for Continuity of Educational Services During the Pandemic
The attached documents are recommended for approval to establish the District's salary schedules for the 2021-22 school year and pertain to all bargaining units and all employees.
Consistent with the allowable use of district and federal funds and in consideration of the importance of the continuity of educational services during the pandemic and in consideration of additional duties and services that will be required during the 2021-2022 school year as a result of the pandemic, a one-time, reasonable and necessary schedule of fringe-benefit payments shall be made to employees if approved as follows:
- All active full and permanent part-time employees who have an active contract on July 1, 2021, and who are paid at least one contract day by August 20, 2021, will receive a one-time payment of $2,500 on September 17, 2021.
- All full and permanent part-time employees active as of November 12, 2021, will receive a onetime payment of $1,250 on November 26, 2021.
- All full and permanent part-time employees active as of May 6, 2022, will receive a one-time payment of $1,250 on May 27, 2022.
All full and permanent part-time employee salary schedules in FY23 (2022-2023) will be increased by 1.5%. This percentage will be revisited during FY22 (2021-2022) to possibly raise.
Approval of these recommendations will authorize staff to extend the applicable salary schedules to all eligible District employees effective July 1, 2021, or as noted above.

Recommendation for Approval of Memorandum of Agreement with the Jefferson County Teachers Association - Collective Bargaining Agreement
The terms of the attached Memorandum of Agreement with the Jefferson County Teachers Association (JCTA) provide changes to the Collective Bargaining Agreement (CBA) language in Articles 16, 21, 28, and 33, a salary schedule change for Mental Health Practitioners in fiscal year 2023, a Robotics Sponsor extra service pay for both middle and high school sponsors, additional extended hours for Building Assessment Coordinators, one-time payments of $2500, $1250 and $1250 based on stipulations outlined in the MOA, and a guaranteed 1.5% pay increase in the 2022-2023 school year with the possibility to revisit that amount.
