THE SEPTEMBER 19, 2016 REGULAR SCHEDULED  MEETING OF THE ELIZABETHTOWN BOARD OF EDUCATION IS CALLED TO ORDER

II. PLEDGE OF ALLEGIANCE
Rationale

III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place it on the action agenda for further discussion and review.

IV. RECOGNITION OF GUESTS AND SPECIAL ACCOMPLISHMENTS
IV.A. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL                                   JACE MALIK McCALL

The EHS student of the month for September is Jace-Malik McCall.  Jace is a senior who prides himself in serving others.  He has worked for the past 7 years at Panther Place, as a volunteer for the first four years and then as a full assistant for the last 3 years.  Jace enjoys mentoring the students just as he was mentored when he attended Panther Place.  He is also involved with his church where they recently volunteered at Warm Blessings.  Jace has been a member of our Track & Field team since 6th grade, participating in several of the relay events.  Jace plans to attend Eastern Kentucky University, majoring in Psychology, so that he can continue to learn to help and serve others.

Here are some comments from Jace’s teachers:

Ms. Conway:    “Jace is very respectful and has a wonderful sense of humor.  He is always ready for a challenge.”

Mr. Brown:       “Jace is an exemplary student.  He’s always on time and always on task.  Jace goes out of his way to help others and has been a wonderful asset to my classroom.”

Mr. Ernst:         “Jace is an excellent student and a talented young man of unlimited potential.  His quiet sense of humor complements his natural giftedness and his willingness to work hard to overcome challenges.  Hid dedication to scholarship is an excellent example to those around him, and I have no doubt he will go far.”

Mrs. Booker:    “Jace is an ideal student.  In group activities he will assume a leadership role when needed but is very capable as a team player.  He stretches himself beyond his comfort level when presented with a challenge.  He does not require prompting to complete tasks.  As my aide he completes tasks without prompting.”

EHS is proud to recognize Jace-Mlik McCall as the September Student of the Month.

 

T.K. STONE MIDDLE SCHOOL                                        NATALIE SCHORY

Natalie Schory like to be involved!  She is an active participant in KYA and Beta at T.K. Stone.  She enjoys playing on the Tennis team.  She has danced at Center State Dance Studio for the past seven years and last year went to the Sugar Bowl.  She competes in singing events at the State Fair, and in her free time, she enjoys hanging out with friends and family or reading fiction.  Additionally, she “loves everything Disney” and her favorite subjects are Math and Reading.  Natalie’s teachers are full of praise for her helpfulness, kindness, and her abilities in the classroom.

Mr. Druin, who has Natalie for Art each day, says “It is such a pleasure having Natalie in class.  She faces each and every new challenge with a smile and unwavering determination.”  Sue Steffy describes Natalie as a sweet girl and an excellent student who is also kind and considerate to her classmates. Mary Ellen Lunsford, Natalie’s Spanish teacher, says “I am impressed with her. Natalie is helpful – I’ve seen her willingly pair up with a student that needs a partner.  She has gentleness about her.  She comes in and makes being in class her priority.  She definitely has friends and is social, but is quiet and focused while working.  I’m enjoying having Natalie in class.”  Clark Green, who has Natalie for Science, also describes her as a hardworking and motivated student.  He claims, “Natalie promotes positivity and her can-do attitude is contagious among the other students.”

Explaining Natalie’s accomplishments in a short summary is difficult, as she has so many redeeming qualities, states Ms. Bal who has Natalie for 8th grade honors English.  “Hard working, kind, intelligent, and dependable, Natalie sets the bar for her peers.” During the three years Ms. Bal has had Natalie, she has never failed to amaze Ms. Bal with her incredible work ethic.  “Natalie comes into the classroom every day ready to learn. She isn’t afraid to ask questions, and she gives 110% on every single assignment, whether a small in-class task or a large project.  Natalie is a student I can count on to work with anyone because she truly is kindhearted.  She is a genuine young lady, and her peers look up to her in so many ways.  There isn’t a better student to be TK’s first student of the month for the 2016-2017 school year than Natalie!”

For these reasons, we are proud to name Natalie Schory as the September Student of the Month.

HELMWOOD HEIGHTS ELEMENTARY                                JOSIAH KENNEDY

Most people know Josiah Kennedy as the kid who walks down the hall with his nose in a book.  That is a true statement.

Josiah has been an avid reader since the first day of school.  He always has a book available and ready to read at any moment.  Josiah is conscientious with his work in class and at home, is considerate of others and helps those who may need assistance.  Because of his kindness and respect, others want to work with him throughout the day.

Josiah also enjoys a great challenge and has already provided different perspectives to class discussions.  He gets involved with his learning and encourages other to do the same.  He was on the academic team last year and hopes to be this year as well.  He is also a member of Helmwood’s Bets Club.

Congratulations, Josiah, and keep being a great role model for others!

 

MORNINGSIDE ELEMENTARY                                        NICK BERGER

4th Grade is nominating Nick Berger for the Morningside Student of the Month.  Nick is new to the EIS District and has made an amazing first impression on all of his teachers.  He exemplifies the 7 Habits while working in the classroom as well and interacting with his peers.  In the short month that we have gotten to know Nick, he has shown strong ethic, preparedness, and a hunger for knowledge.

           

PANTHER ACADEMY                                                      HARPER BICKETT

Harper Bickett is the preschool student of the month.  Harper is a good student who is a role model in our classroom.  Harper is a rule following, kind, compassionate little girl.  During the first week of school, Harper looked up at Mrs. Sarah with her big brown eyes and said, “I’m doing a good job, right?”  She wants to make sure she is always doing the right thing.  Harper has made a special connection to a new child with special needs in our classroom.  She sits on the rug and plays with him during center time and plays with him on the playground.  She goes out of her way to make sure he feels included.  Harper loves to paint and play soccer!  She tells me all about her soccer practices.  We are very proud of Harper and so happy that she is part of our class this year!

 

PANTHER PLACE                                                            TIEQUAN GRIFFIN

TieQuan attends Morningside Elementary School where he is in Mr. Thompson’s third grade class.  This is his third year at Panther Place and was nominated by our third grade teacher, Mrs. Compton.  Mrs. Compton wrote that TieQuan is a good student who is very focused and hardworking during homework time.  She said that he gets excited about learning new things.  He interacts well with his fellow students and is willing to lend a helping hand to anyone that may need it.  TieQuan shared that he likes going to Panther Place because he has made new friends and gets help with his homework.  Math is his favorite subject in school.  When TieQuan is not at school or Panther Place, he loves playing games with his family especially football on the computer with his uncle.  His favorite football team is the Seahawks.

TieQuan is respectful, good mannered and a joy to have in our program.  Because of all these wonderful traits, helpfulness to others and his desire to be a good student we are proud to name TieQuan our September student of the Month.

V.C. Approve Appointee and Alternate to the 2016-2017 District Evaluation Appeals Committee
Rationale

State regulations on evaluation of certified personnel, KRS 156.557 and 704 KAR 3:370, require the local board of education to appoint its representative to the local evaluation appeals panel.

As part of our district's evaluation process, an Evaluation Appeals Panel is established each school year.  This is an important element in the evaluation process; it ensures that our evaluation process and guidelines have been followed, and it provides a process to ascertain whether an employee has been fairly evaluated on his/her summative evaluation.

The Evaluation Appeals Panel is made up of three members - all certified staff members.  Two members of the three-member team are elected by the certified staff members in the district.  The third member is appointed by the Board of Education.

Mr. Jon Ballard, Superintendent of Schools would like to appoint Mrs. Kelli Bush as the board representative and Mr. Nate Huggins as the alternate.

Ms. Cora Wood, Director of Personnel has provided a memorandum (attached)

The certified staff members have selected the following to serve on the panel for this school year:

  • Tabitha Kerr - Teacher at Valley View Education Center
  • Mary Bell - Teacher at Helmwood Heights Elementary School
  • Jerry Crabtree - Teacher at EHS will serve as alternate

 

 

The EIS board of education as required has appointed the third member Mrs. Kelli Bush, Assistant Superintendent of Instruction and Mr. Nate Huggins, Assistant Superintendent of Student and Support Services will serve as alternate.

Rationale

This request is to surplus the chairs in the board room at the Central Office. (approximately 20 chairs)

The chairs are broken with torn upholstry and would be too costly to repair. 

If approved they will be destroyed. 

V.E. Approve Non-Resident Contract
Rationale

The board approves Non-Resident Student Contracts with Boards of Education who have students living in their districts but enrolled in the Elizabethtown Independent Schools, as well as sign Non-Resident Contracts for students who live in the Elizabethtown Independent School District and are enrolled in other school districts.

Currently, we do not have a contract with Taylor County Public School District for the 2016-2017 school year.

Rationale

The Kentucky Board of Education and the School Facilities Construction Commission have approved the 2016-2017 technology unmet needs calculated for school districts.  Board approval of our 16/17 technology unmet needs is one of the steps required to secure our eligibility to receive 2016-2017 KETS offer (s) of Assistance.  Upon board approval of the district's technology unmet need (attached), along with receipt of FY16 Technology Activity Report the Kentucky Board of Education will inform the SFCC that our district is now eligible for an offer of assistance.

VI.A. Consideration of Approval of the 2016-2017 Working Budget
Rationale

A local school board is required to submit a Working Budget by September 30.  The Tentative Budget was approved by the Board in May 2016 and is now recommended for amendment to include the following:

  • Revised Revenue based on projected revenue from the adopted tax levy and SEEK released by KDE on June 30, 2016 adjusted for 2015-2016 EOY ADA dated and projected growth.
  • Other changes in revenue based on actual experience in 15-16 or other changes such as higher or lower interest rates, more or fewer students enrolled, etc.
  • Changes in expenses to funds based on review of actual expense in 15-16.
