The March 21, 2016 Regular Board Meeting of the Elizabethtown Board of Education is called to order.

II. PLEDGE OF ALLEGIANCE

III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

IV.A. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL                                              EMILY CORRELL

The EHS student of the month for March is Emily Correll.  Emily is an outstanding student and a shining example of the values that we recognize at Elizabethtown High School.  At EHS, Emily is the Vice-President of the BETA Club and she is also the Editor-In-Chief of the Panther Prowler, our local newspaper published by the Journalism course.

Outside of school, Emily is truly immersed in the world of drams.  In the last year, she has been performing at the Hardin County Playhouse, performing in both “A Seussified Christmas Carol” and Hair Spray.”  For the recent Pro-Am production of “Sound of Music” at the Hardin County Performing Arts Center, Emily as cast as one of the nuns of the Abbey.  For the past 5 years, Emily has been part of the Hardin County Youth Theater, and is currently on the board helping with the production of this summer’s play, “Mary Poppins.”

Mrs. Black, Emily’s Anatomy and Physiology teacher, had these comments to share:  “Emily is a very sweet and kind girl.  Because of her diligent work ethic and leadership, Emily is a great peer leader.  She has demonstrated leadership in recruiting donors for the Red Cross Blood Drive Community Service Project in order to achieve our goal of collecting 100 units.”

Mr. Ernst also shared:  “I have greatly enjoyed Emily’s presence in my AP literature class this year.  She is an excellent student and a very talented young lady; she is hard-working, intelligent, responsible, and good natured.  She is respectful and mature in her interactions with others.  Emily has a very bright future, and I’m sure she will be successful in all of her endeavors.”

Mr. Swiney, the EHS journalism teacher, had these things to say:  “Emily is a wonderful young woman.  She’s a pleasure to have in class, and she’s been a great leader as the editor of The Panther Prowler this year.  She’s also been a wonderful teacher’s aide for me this year!  She would do anything to help someone, and I hope that my daughter develops the same warm personality that Emily possesses.  There’s not enough words to express how great a person that Emily is; I’m a better person for her having been in my class!”

Congratulations Emily for being selected as the March Student of the Month and thank you for all of your contributions as an Etown Panther.  Etown High School is truly honored to have you represent us.

 

T.K. STONE MIDDLE SCHOOL                                       KIMBERLY ZETINA

Kimberly Zetina moved to the United States and Elizabethtown last year from Mexico.  Most of her family, her parents, a sister, and a brother, still reside in Mexico.  Kim has spent the last year learning to speak English and getting involved with our school.  Kim plays flute in the Band.  She is a member of the TKS Flag Corp. and an active member of the TKS Student Council.

Ms. Jeffries says “Kimberly is one of the sweetest students I have.  She is always very polite.  I have never heard her say a disrespectful word to anyone.  Kimberly always completes her work and does what she is supposed to.  She even goes beyond that and reaches out to other students in the room who may be shy or those who don’t have many friends in the class.  Out of all of my students, Kimberly stands out in the best ways possible!”

Ms. Perry describes Kimberly as “a perfect example of all that embodies P.A.W.S., our student guidelines for success.  Kimberly is a student that always show respect towards her teachers.  She works hard and goes beyond the level of “just getting by”, she strives to be an A student.  I really appreciate the extra work that she puts into all of her assignments.  That extra effort and extra pride makes her stand out from among the crowd.  I really enjoy having Kimberly in my class.”  Ms. Coogle agrees and says that “Kimberly is a hard worker.  She always strives to learn the content she needs to know to be successful and she is always willing to help others!  Kimberly is a great asset to my classroom.”

Mrs. Gregory says “Kimberly Zetina is one of the most impressive students that I have ever taught.  I can always count on Kim having her homework finished and being prepared for any type of assessment.  She learns from her mistakes and rarely repeats them.  Her soft voice and beautiful smile are inviting to all.  She works diligently with all of her classmates to make them and herself better, in the classroom and out.  Whatever goal she aims for after her educational career ends, she will give her best to be successful.  Kim is a credit to her family, TKS, and the district.”

We are proud of Kimberly Zetina as the T.K. Stone, March , 2016 Student of the Month.

HELMWOOD HEIGHTS                                                  LILY CLAGETT

Miss Lily Clagett is an exceptional student in the 5th grade at Helmwood Heights.  She may be quiet and shy, but she is a perfect role model for other students.

“Lily is very determined and never gives up, even in tough situations.  All students around the fifth grade admire her happy attitude about everything.  She also has a strong shoulder to learn on it you need something.  If you ever need anything she puts you before herself,” commented a fellow classmate and friend.

Lily is very academically driven.  Her grades are important to her, as she has been on the all A Honor Roll in 4th and 5th grade.  But more importantly than the grades is her true work ethic to always do her best on everything given to her.  Lily listens to directions and follows through.  Her work is completed with quality all of the time, and she is attentive to the details with her projects and writing.  She is also a member of the school’s Beta Club.

Lily is very active outside of school.  She is a great artist and takes art lessons to help her become even better.  Lily spends a lot of time with her family at home and through her church.  While at church she is actively involved in helping out with the clothing closet and packing food boxes with her grandma.

As you can see, Lily is very deserving of this honor because of her outstanding character at school and in our community.

MORNINGSIDE ELEMENTARY                                     KEELAN ASH

It is my honor to nominate Keelan Ash for Morningside Student of the Month.  On the first day of school, Keelan walked into my room with a smile on his face and a cheerful heart.  He informed me on that first day he would be “my smiley boy” and would make me smile every day.  Indeed, he has kept his promise and his smile, positive attitude and cheerful manner are contagious.  His fine attitude and spirit of cooperation in school is reflected in the outstanding growth he has shown in all academic areas.  He takes great pride in following the classroom and school rules and is a great role model for his peers.  His kindness and compassion for his classmates as well as me make him worthy for March student of the month. PANTHER ACADEMY                                                      CHARLOTTE COLLINS

Charlotte is a sweet, kind, 5 year old in Mrs. Julia’s preschool classroom.  Charlotte is a great citizen in the classroom.  She plays cooperatively with others and asks others to join her when they have no one with which to play.  She offers help to other students who are in need.  She always treats others with respect.  Charlotte also encourages others especially the younger students in the classroom.  She is also a leader.

Charlotte is a very bright and hardworking student.  She can identify all of her upper case letters, most of her lower case letters and almost all of her sounds.  Charlotte can identify numbers 0-20 and she can connect quantities to numerals.  She loves to create and draw as well as write.  Some of Charlotte’s favorite things at school are dramatic play, art center, and playing outside.  She is a wonderful young lady and we are proud to have her at Panther Academy.

PANTHER PLACE                                                               ELLY DUVALL

Ellen, or Elly as we call her, was nominated by her Panther Place teacher, Mrs. Peeler.  She wrote that Elly is a great student who is always ready to learn and asks for help when she needs it.  She truly cares about her friends and tries her best to help others around her.  She truly cares about her friends and tries her best to help others around her.  Elly is kind and respectful to both peers and staff.  She enjoys playing games, reading and acting out short skits that she and her Panther Place classmates have written.  Wlly told me that she likes to play with her stuffed animals when she’s at home.  She also loves her baby brother and likes helping her mom with him.  Elly has a beautiful smile that can light up a room.  We are happy to name Elly as Panther Place’s March Student of the Month.

 


IV.B. State Poetry Out Loud Champion
Rationale

Naomi Cliett won the EHS Poetry Out Loud competition and advanced to the state competition in Frankfort.  At the state competition she defeated 16 other students.  She advances to the national Poetry Out Loud competition at George Washington University in Washington D.C. in May.

IV.C. EHS Swim Team
Rationale

The EHS Swim Team were region champions and advanced to compete in the KHSAA State Swimming and Diving Championships at the University of Louisville where the Lady Panthers finished 11th and the boys finished 18th.

V.D. Approve Application for Emergency Substitute Teacher Certification
Rationale

While our district is committed to employing the best qualified substitute teachers available, all substitute teacher applicants do not hold Kentucky teaching certificates.  Therefore, the Education Professional Standards Board's Division of Certification provides an emergency Substitute Certificate for those individuals.  We have utilized this emergency certification process for many years and present this to you at this time as an update/renewal.  A copy of the Emergency Substitute Certification is attached for your reference.

V.E. Approve Emergency Certified Teacher for Visually Impaired Students
Rationale

Our district has gained several students with Visual Impairments (VI) in the last couple of years.  Until this year, we employed a part-time teacher for VI students who serviced our students' instructional needs two half-days each month.  However, the new students to our district require more service than this.  As a result, we need to employ additional contract hours with a teacher who's certified to teach VI students.

A posting to attract and employ a part-time certified teacher of VI students was placed on the Kentucky Employment Placement Service (KEPS), on the district's application software (TalentEd), and on Vacancy Announcements throughout the district in January 2016.  Until now, we've had no applicants for this position.  However, we have received an application from a very promising teacher who's in the process of completing her graduate study and certification to teach VI students.

With your approval, the district can employ this teacher on an emergency certificate until the close of the school year, providing instruction to students at least fifteen (15) hours each week.

Ms. Cora Wood, Director of Personnel, is requesting that the Board of Education approve this request for a part-time Emergency Certification for a Teacher of Visually Impaired Students.  This action also declares that there were no qualified teachers available for the vacancy.

V.F. Approve Revised Board Policy for Hiring of Classified and Certified Personnel
Rationale

Ms. Cora Wood, Director of Personnel is requesting board approval of the following revisions to two board policies related to the hiring of personnel.  After consultation with attorneys from KASA and KSBA, it was determined that employees should receive a contract upon hire and not have a waiting or probationary period.  As a result, the following revisions are being requested for your approval:

Policy 03.11 - One change to the current policy:

  •      Eliminate the word "Probationary" from the last sentence in the section that addresses Criminal                 Background Check and Testing.

 

Policy 03.21 - Two changes to the current policy:

  •      Eliminate the word "Probationary" from the last sentence in the section that addresses     Criminal Background Check and Testing.
  •      Eliminate the entire section on Probationary Period.

Ms. Cora Wood, Director of Personnel is requesting approval of the following revisions to a board policy and procedure related to the evaluation of classified personnel.

V.H. Approve the Revised Certified Evaluation Plan (CEP)
Rationale

Ms. Cora Wood, Director of Personnel is requesting approval of the revised Certified Evaluation Plan (CEP) submitted at the August 17, 2015, regular board meeting.  Since that date, the Kentucky Department of Education has provided additional guidance to districts for the inclusion of district certified personnel to the Professional Growth and Effectiveness System.  (This is also known as DCPGES- District Certified Professional Growth and Effectiveness System.)

District Certified Personnel include the following positions:

Certified Administrators:

  • Assistant Superintendent for Student Learning

  • Assistant Superintendent for Student Services and Support

  • Director of Special Services

  • Director of Personnel

  • Any new positions created by the Board of Education that qualify for this category of personnel.  (No new standards or forms would need to be created or approved.)

 

Certified Non-Administrators:

  • District Special Education Consultant

  • Workforce Readiness Coordinator/Counselor

  • Professional Development Facilitator

  • School Psychologist

  • Gifted and Talented Education Coordinator

  • Any new positions created by the Board of Education that qualify for this category of personnel.  (Standards and forms would need to be created by the district’s CEP committee and approved by the Board of Education.)

 

Our district’s Certified Evaluation Plan Committee, composed of 6 administrators and 6 teachers, has prepared the DCPGES portion of the Certified Evaluation Plan and is requesting that you approve its addition to the CEP.  The narrative portion of the DCPGES is located on pages 62-71 of the plan, and the accompanying standards and forms may be found on pages 157-265.

In addition, a few revisions to the other portions of the plan (those for teachers, other professionals, principals, and assistant principals) have been added to this edition of the CEP.  The recommended revisions are listed below, and they are highlighted in the attached document.

  • Page 10 - Added DCPGES to the list of acronyms

  • Page 10 – SMART      S = Specific  (not Smart) 

  • Page 10 – Corrected spelling of measurable in Smart Goal

  • KTIP Process –edited note on page 20 and added data to page 23 

    • Page 20 – edit wording slightly on KTIP and Observations

    • Page 23 – add note about observation process with KTIP

  • Pages 25-27 - Student Voice Survey

    • We added the option to administer the survey to more than one class for unique situations.

    • On the timeline for informing district POC of school’s schedule to administer the survey, we deleted the phrase “no later than six weeks”. 

  • Pages 40-41 – Corrected Acronym for Student Growth Goal (Changed SSG to SGG)

  • Page 61 - Sample Principal Chart – Mid-Year Review for Asst. Principals Only 

  • Pages 115-116 – Student Growth Goal Form – language was added to assist administrators, teachers, and other professionals

  • Pages 97 and 103-105 – Post Observation Templates for Teachers and Other Professionals were modified to allow some space for additional notes/comments. 

  • Pages 135-140 – Clerical errors were corrected on the Principal and AP Reflective Practice, Student Growth, TELL KY Working Conditions and Professional Growth Planning Template

Ms. Wood is recommending that the Board of Education approve the revised Certified Evaluation Plan as prepared by the Certified Evaluation Plan Committee.  A checklist noting the page numbers of all portions of the CEP is included with the revised CEP, as is an Assurances Document that will require the signatures of both the Superintendent of Schools and the Chairman of the Board of Education.

Mrs. Kristin Froedge, Director of Special Programs is requesting approval of a shortened school day waiver (attached) for a student at Morningside Elementary School.  The student's behavior has increased a great deal since September.  It is thought that the length of the school day is causing he/she to be aggitated resulting in the increase in behaviors as the day progresses.
