Recognition of Fern Creek High School Teacher Mark LaMaster on being Named the 2024 Kentucky ACTE Teacher of the Year
Fern Creek High School Fire Science Teacher Mark LaMaster was named the 2024 Kentucky Association for Career and Technical Education (ACTE) Teacher of the Year.
The Annual CTE Awards seek to recognize individuals who have made extraordinary contributions to the field, programs that exemplify the highest standards, and organizations that have conducted activities to promote and expand Career and Technical Education programs.
During the last five years under Mr. LaMaster’s direction, with strong support from his administration, the Fern Creek Fire Science program has tripled in size. He connects with leaders from fire departments across our community to acquire resources. To increase student engagement and provide a safe and realistic way to teach firefighting concepts, he implemented a virtual reality training system specifically designed for firefighting in his classroom.
Mr. Lamaster also has developed a strong partnership with the community. His students make weekly visits to the Fern Creek Fire Station, go to fire training facilities, and tour the local Emergency Management Agency and 911 call center. Mr. Lamaster works tirelessly to give students the most realistic and genuine experiences possible.

Recognition of Waggener High School Academy Counselors for Earning National Accreditation and Overall Model Ratings through the National Career Academy Coalition
Waggener High School’s Academy Counseling Team earned national accreditation and overall ratings through the National Career Academy Coalition (NCAC) review process this school year. There are only three Model Academies in the state of Kentucky, and all of them are at Waggener High School. These Academy Counselors led the NCAC application and review process which involved all teachers, leaders, students, and partners of each Academy. They represented JCPS’ Academies of Louisville Counselors at a national level but want to be clear that they are accepting this recognition on behalf of all their Waggener academies colleagues.

Congratulations to Brandeis Elementary School for taking home first place in the National Academic Competition. The team took first place in the Elementary Podium. Greathouse/Shryock Elementary School secured second place in the same category.
Brandeis went undefeated, beating last year's champions and winning against Greathouse/Shryock in an exciting finale that came down to the last question.

- Speakers before the entire board are not allowed to use props, displays, or any other objects during the presentations. However, informational handouts may be given to the assistant secretary to the board for distribution prior to or following the meeting.
- Each speaker is allowed three minutes to address the board and may not share these minutes with any other speaker.
- At the end of 2-1/2 minutes, a bell will sound once. You will then have 30 seconds to finish your statement.
- At the end of three minutes, the bell will sound twice, indicating that your time is up.
- The superintendent will look into the speakers’ issues and, if necessary, represent the board in following up or recommend action to the board.

On June 27, 2021, the Board of Education approved Pickett Passafiume Architects to prepare plans and specifications for Project 22-004.
On February 1, 2022, the Board approved awarding a contract to EH Construction, LLC as the low bidder.
Pickett Passafiume Architects has made a final inspection and concluded that this contract is complete and final payment is due to the contractor.

Annually, the local board of education must approve general and program assurances regarding district operations. Once approved, the District will send a declaration of compliance to the Kentucky Department of Education in order to receive the funding within state and federal guidelines for fiscal year 2024-25.

Compensation is being ammended to allow for school purchases using school funding. This Amendment is in addition to, and does not replace, the Data Privacy Agreement, all terms and provisions of which remain in full force and effect except as specifically provided herein This work supports Vision 2020 strategy 1.1.3 Provide Equitable Access.

Global Game Changers Educational Initiative, Inc. has been awarded a 21st Century Community Learning Center (21st CCLC) grant from the Kentucky Department of Education to provide academic and enrichment opportunities for students attending Dann C. Byck Elementary School (Byck). The 2024-25 school year will be the fifth year of the program at Byck.
The period of performance for the agreement is August 21, 2024, through August 30, 2025.

Recommendation for Approval of Memorandum of Agreement with Jefferson Community & Technical College for Dual Credit
Dual Credit personnel from the University/College have worked with the principal, administrators, and teachers at JCPS high schools to identify teachers with the necessary credentials to offer dual credit for students scheduled in those courses. These agreements align with the Dual Credit Scholarship Program as well as the Work Ready Kentucky Scholarship (where applicable). These dual credit courses can be transferred to any regionally accredited college or university for credit.
The attached Memorandum of Agreements for Dual Credit details the data exchange commitments, expectations of the University/College, the local school, the local school adjunct faculty, and students.

Jefferson County Public Schools, through Adult and Continuing Education, has enjoyed a long, successful collaboration with Jefferson Community and Technical College in helping to successfully transition GED students and other adult learners into postsecondary education.
This document constitutes Amendment #1 to the Memorandum of Agreement of July 1, 2023, between Jefferson Community and Technical College, an educational institution of the Kentucky Community and Technical College System, itself an agency of the State of Kentucky, and Jefferson County Board of Education.
This Amendment extends the term of the Memorandum of Agreement between Jefferson Community and Technical College and the Jefferson County Board of Education, dated July 1, 2023, from July 1, 2024 to June 30, 2025. All other terms and conditions of the Agreement remain unchanged.

Recommendation for Approval of Memorandum for Agreement with Louisville Metro Government - Metro Technology Services
Louisville Metro Council passed the language access ordinance 35.240 on June 22, 2022. Part of the ordinance requires Metro Government to take steps to understand the language needs of county residents.
While data from the Census Bureau does cover items like English proficiency and categorical utilization data, it does not show the prevalence of individual languages. Metro Government in collaboration with Jefferson County Public School (JCPS) is working to obtain more granular data to improve Metro Government's ability to comply with the ordinance.
There is no cost to JCPS.
This agreement supports Vision 2020 Strategy 1.1.7 Eliminate achievement, learning, and opportunity gaps.

Jefferson County Public Schools (JCPS) uses the Student Tracker service from the National Student Clearinghouse to obtain accurate information on the educational outcomes of our graduates anywhere in the United States (U.S). Student Tracker covers more than 92 percent of all U.S. college enrollment. Student Tracker provides the following information for JCPS high school graduates: college attendance, college enrollment, persistence in college and degree attainment.

Recommendation for Approval of the Use of the Kentucky Department of Education Course Code 909999 by Schools
Per 704 KAR 3:540, local school districts and schools shall use uniform academic course codes, listed and described in the Academic Course Code List, to classify all courses offered in each school when reporting to the Kentucky Department of Education (KDE). Additionally, local school boards must approve any course linked to KDE code 909999-school defined course.
Attached is a list of these courses and course notes for JCPS. Several of these courses are linked to specialized magnet programming at a particular school. Several others are holding courses to “save a place” in a student’s schedule for performance-based learning opportunities (courses that are funded based on standard completion as opposed to completion of time-based courses). Per KDE processes, all students must have a complete schedule for calculation of attendance and funding.

Recommendation for Approval of Updated 2024-25 Salary Schedules
The attached documents are recommended for approval to establish the District's salary schedules for the 2024-25 school year.
A Summary of Changes to the 2024-25 Salary Schedules includes updates to the following:
- Coach/Sponsor & JCTA Extra Service Schedules have been updated to align with the MOA between the Board of Education of Jefferson County and the Jefferson County Teachers Association (JCTA).
- Other Extra Service Schedule has been updated to add Coordinator Mechanical Systems (JCC 8360) to be eligible to receive the Operations Employee License stipend.
- Administrator Extended Time Information has been added to provide guidance for eligibility.
- Temporary Salary Adjustments Schedule has been updated to remove the attendance requirement to be eligible for the $6 per hour differential pay effective 8/31/2024.
Approval of this recommendation will authorize staff to extend the applicable salary schedules to all District employees effective July 1, 2024.

Acceptance of Report on the Required Kentucky Administrative Regulation Board Notification of Data Security
The JCPS Technology Division, through the Chief Information Officer, hereby acknowledges that it has reviewed the Data Security and Breach Notification and Best Practices Guide, and continues to implement the best practices that meet the needs of the reasonable security of personal information of the district. Several new security measures have been implemented within the last year.
While 100% security represents a theoretical goal, the measures already implemented, and the ones that will be implemented, reflect both the importance of the system, and the resources available to protect it. Any initiative in support of this compliance that requires additional funding will be presented to the board in due course, in addition to the compliance acknowledgment will be presented to the board each year.
