IV.A. Recognition of Meyzeek Middle School Students
Rationale

The Triage Time Team made up of Meyzeek Middle School students—Mark, Phoebe, Anjali, Aditya, Jacob, and Allison—was selected as the Best in State winner in the Verizon App Innovative Challenge. The competition encourages student interest, creativity, and knowledge in science, technology, engineering, and math (STEM) subjects and mobile technology through an engaging and empowering learning experience.

The competition provides an opportunity for middle and high school students, working with a faculty advisor, to apply their STEM knowledge, skills, and creativity to develop an original mobile app concept that incorporates the use of STEM and addresses a need or problem in their school or community.

The Meyzeek Middle School Triage Time Team is eligible to be a Best in Region winner and is invited to participate in a live, STEM-related Webinar hosted by the Verizon Foundation.

Twenty-four Best in Region winners will be selected from the state winners and will receive a $5,000 cash grant plus virtual support and training to help them further develop and build out their app concepts. Four middle schools and four high schools will be selected as top winners and will receive $15,000 in grants plus professional support and training to complete their design concepts and bring them to life.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Mark Raj, Phoebe Lapinski, Anjali Chadha, Aditya Mehta, Jacob Loffe, and Allison Tu, students at Meyzeek Middle School, as the 2014 Best in State winner in the Verizon App Innovative Challenge.

IV.B. Recognition of Darleen Horton
Rationale

Darleen is one of ten teachers from across the United States to receive the Trailblazing Teacher Award. The award recognizes outstanding teachers who have demonstrated a commitment to advancing ecoliteracy and environmental sustainability in the classroom. The award-winning teachers will also receive a small monetary gift to be used to expand their efforts and to purchase instructional equipment, curriculum materials, and event-related or field trip-related items.

At Cane Run Elementary School, Darleen has been instrumental in introducing students to environmental concepts through her extensive work with the school garden and related projects as well as providing real-world learning experiences for her students.

The garden and its water feature have become central to math, literature, and social studies lessons in addition to ecology and plant science. She also uses the National Energy Education Development (NEED) curriculum to teach her students about energy and energy conservation. Cane Run Elementary School was named the Rookie School of the Year by the NEED Project last year for Kentucky and for the nation.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Darleen Horton, teacher at Cane Run Lane Elementary School, for receiving the Trailblazing Teacher Award from the Center for Green Schools at the U.S. Green Building Council.

IV.C. Recognition of Mary Margaret Bell
Rationale

Last November, Mary Margaret Bell was appointed by Governor Steve Beshear to serve on the State Archives and Records Commission until September 21, 2017.

The Commission has the authority to review and approve all record retention schedules submitted by state and local public agencies through the Kentucky Department for Libraries and Archives. Through this process, the State Archives and Records Commission is concerned with and committed to preserving information of continuing value and making timely disposition of information of temporary value in addition to advising the department on a range of other matters relating to archives and records management.

In all cases, the Commission has the final and exclusive authority to determine the ultimate disposition of Kentucky’s public records.

Superintendent Donna Hargens recommends that the Board of Education recognize Mary Margaret Bell, coordinator of Archives and Records, for being appointed to serve on the State Archives and Records Commission.

IV.D. Recognition of Sam Meyers, Inc.
Rationale

On Thursday, January 2, the 15th District Parent Teacher Association Clothes Closet was flooded with water due to a burst pipe in the Central High School Magnet Career Academy football locker room. Thousands of pieces of clothing were covered in water, and it was very apparent that if the wet clothes were not cleaned and dried soon, they could be lost.

Dawne Gee was contacted at WAVE-TV, and she put out a plea for help on Twitter. As a result, Metro United Way, The Courier-Journal, the University of Louisville Public Health Office, Jefferson County Board of Education member Chris Brady, neighboring school districts, and others helped spread the word by retweeting the various needs of the day.

In response to the plea, Sam Meyers, Inc., came to take the clothes to have them cleaned and dried.

The Jefferson County Board of Education and the Jefferson County Public School District extends their sincere appreciation to Sam Meyers, Inc., for its generosity, support, and efforts to ensure that our students will have one of their most basic needs met—clothing to attend school.

V.A. Report on Early Childhood Program, Kindergarten Readiness, and BRIGANCE® Results
Rationale

Beginning in 1965 with the implementation of the Head Start Program, JCPS has provided early childhood services for our most at-risk young children.

The District's Early Childhood Program is comprised of the federally funded Head Start Program, the state-funded KERA Preschool Program, Early Head Start, and the District-initiated Tuition-Based Preschool Program.

The Early Childhood Program provides full- and half-day services to four-year-old income eligible children, three- and four-year-old children with disabilities, and infants and toddlers in the Early Head Start initiative. Early Childhood services are designed to provide the support needed by our most at-risk students for successful transition to kindergarten.

The BRIGANCE Kindergarten Readiness Screen is administered to all JCPS Kindergarten students and screens students in five domains: Cognitive and General Knowledge, Language and Communication, Social Emotional Development, Self-Help Skills, and Health and Physical Well-Being. BRIGANCE results were recently released by the Kentucky Department of Education.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the District.

On July 8, 2013, the Board approved awarding a contract to Woodbine Construction Co. for $117,000.

In accordance with 702 KAR 4:160, the Kentucky Department of Education requires revision of the BG-1 form when change orders exceed the budgeted contingency amount.

In accordance with 702 KAR 4:160, the Kentucky Department of Education requires revision of the BG-1 form when change orders exceed the budgeted contingency amount.

On May 13, 2013, the Board approved awarding a contract to Versatile Construction, Inc. as the low bidder.

The 5253 Design Group has made a final inspection and concluded that this contract is complete and final payment is due the contractor.

VI.P. Notification of Easement for Pleasure Ridge Park High School

VI.Q. Acceptance of Funding from the Jefferson County Public Education Foundation
Rationale

Jefferson County Public Schools received $22,000 from the Jefferson County Public Education Foundation through the following donors:

  • Louisville/Jefferson County Metro Government donated $6,000 through the use of Neighborhood Development Grant funds to be used to provide counseling services in the areas of anger management, conflict resolution, drug and alcohol abuse, and the Alateen program at Southern High School.
  • Louisville/Jefferson County Metro Government donated $12,000 through the use of Neighborhood Development Grant funds to be used for Blessings in a Backpack, Family Literacy Nights, and Just Between Teens at Blue Lick Elementary School.
  • Louisville/Jefferson County Metro Government donated $4,000 through the use of Neighborhood Development Grant funds to be used for Blessings in a Backpack, Family Literacy Nights, and Just Between Teens at Knight Middle School.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education accept funding totaling $22,000 from the Jefferson County Public Education Foundation to be used as stated in the rationale.

VI.R. Acceptance of Fund for the Arts 5X5 Grants for Various Schools
Rationale

The 5X5 Program is an extended arts engagement initiative that links students with Fund for the Arts cultural partners. The 5X5 Program works with schools to provide a continuum of experiences—at least five arts/cultural experiences by the completion of grade five—for students in 5X5 schools.

The Fund for the Arts 5X5 grants provide one-time ticket vouchers and pay transportation costs for student field trips.

The following schools received 5X5 grants totaling $12,057: 

  • Blue Lick Elementary School—$2,375
  • Cane Run Elementary School—$3,685
  • Middletown Elementary School—$500
  • Sanders Elementary School—$3,085
  • Stopher Elementary School—$2,412

VI.S. Approval of Submission of Project Lead the Way Career Pathway Sustainability Grant Applications
Rationale

Kentucky legislation provides funding to the Council on Postsecondary Education (CPE) and the Kentucky Department of Education (KDE) to support Science, Technology, Engineering, and Math (STEM) education initiatives throughout the state. KDE has selected Project Lead the Way (PLTW) as the curriculum for this pathway. 

Middle and high schools can apply for $15,000 in funding to sustain existing Biomedical Sciences, Energy, and Engineering career pathways for students to enter postsecondary-related programs and careers. Schools may apply for funding in more than one area.

The grant funds will be used to pay for laboratory supplies and materials, including computers and software, as well as curriculum materials and training for teachers. A sample application is attached.

Separate applications will be submitted for each of the following schools:

  • Biomedical Sciences Career Pathway: Moore Traditional School, Valley High School, and Waggener High School;
  • Energy Career Pathway: The Academy @ Shawnee, Carrithers Middle School, Iroquois High School, and Jeffersontown High School; and
  • Engineering Career Pathway: The Academy @ Shawnee, Carrithers Middle School, Iroquois High School, and Jeffersontown High School.

Each school provides some in-kind match through salaries and supplies, but there is no financial obligation for the District beyond June 30, 2014.

Superintendent Donna Hargens recommends that the Board of Education approve the Project Lead The Way grant applications due to the Kentucky Department of Education on March 6, 2014, and authorize the superintendent to sign same.

VI.T. Approval of Memorandum of Agreement with Jewish Hospital & St. Mary’s Healthcare, Inc.
Rationale

The attached agreement with Jewish Hospital & St. Mary's Healthcare, Inc. will provide the opportunity for students and families at Hazelwood and Wellington elementary schools to benefit from the Food Literacy Project and the New Roots Fresh Stop Project through funding from Johnson and Johnson. Jewish Hospital & St. Mary’s Healthcare, Inc. will serve as the fiscal agent for the project. The objective is to promote healthy lifestyles for the prevention of childhood obesity among children ages 8-12 years. 

The Project’s objectives are as follows:

  • Objective #1: 20 percent of children have improved nutritional proficiency by March 31, 2016;
  • Objective #2: 15 percent of children have improved daily physical activity by March 31, 2016; and
  • Objective #3: 10 percent of caregivers have improved nutritional proficiency to support their children’s healthy lifestyles by March 31, 2016.

The Program Intervention includes the following components:

  • Field-to-Fork Afterschool Club: a 12-week program allowing children to improve their knowledge, attitudes, and skills relating to healthy eating;
  • Food Justice: a 6-week program to engage families to cook and consume vegetables and other healthy foods together daily, and presenting a healthy lifestyle;
  • Caregiver engagement;
  • Classroom educational programs aimed at engaging the children's mind, body, and senses in an experience that effectively promotes healthy eating.

Various indicators in meeting the objectives include, but are not limited to, the number of children and/or caregivers who:

  • know the recommended daily servings of fruits and vegetables;
  • can identify at least two healthy drinks;
  • can identify at least two healthy snacks made with fresh fruits or vegetables;
  • increased their daily intake of fruits and vegetables;
  • decreased their daily intake of sugar sweetened drinks; and
  • increased their daily intake of healthy snacks made with fresh fruits and vegetables.

This Memorandum of Agreement shall be effective beginning February 25, 2014, through December 31, 2016. This Agreement shall automatically renew for successive one-year terms for three years terminating on February 25, 2017.

VI.U. Acceptance of Funding from the Kentucky Educational Collaborative for State Agency Children for JCPS/State Agency Children's Programs at Boys and Girls Haven, Home of the Innocents, Maryhurst, St. Joseph Children's Home, Uspiritus Bellewood, and Uspiritus Brooklawn
Rationale

The Kentucky Educational Collaborative for State Agency Children (KECSAC) has awarded the District $1,283,845.

This annual grant is provided to partially fund salaries and other operating expenses at the following educational programs: 

  • Boys and Girls Haven: $124,530;
  • Home of the Innocents: $352,835;
  • Maryhurst: $246,095;
  • St. Joseph Children’s Home: $100,810;
  • Uspiritus Bellewood: $97,845; and
  • Uspiritus Brooklawn: $361,730.

The attached resolutions were issued by KECSAC on February 19 and 20, 2014, to resolve the inability of the state agencies and District to reach a final agreement.

The resolutions and KECSAC agreements are effective July 1, 2013, and will expire June 30, 2014.

VII.A. Approval to Use the Restaffing Turnaround Model at Myers Middle School
Rationale

Myers Middle School's history as a persistently low-achieving (PLA) school has led it to Priority School Status. The school's current use of the Transformation Model appears not to be having any impact on the academic performance and culture of the school. Additionally, the school is applying for access to Federal School Improvement Grant (SIG) dollars.

As part of the SIG application, schools are required to choose an intervention model, which is then approved by the Board of Education. The school's leadership believes the Federal and State governments' Restaffing Turnaround Model is a model more aligned with the dramatic changes the school requires.
