III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

IV.A. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL                              LEIKYN WALKER

The EHS student of the month for February is Leikyn Walker.  Leikyn is a senior at EHS who truly exemplifies the meaning of the word tenacity.  In April 2018, Leikyn tore her ACL and had surgery the following month.  For most, the recovery period is at least 12 months, however, Leikyn was back on the basketball court in only 9 months.  Her hard work and dedication on and off of the court paid off.  Not only is Leikyn a three-year starter for the Lady Panther Basketball Team but she is currently serving as a captain and was named one of the 5th Region Players of the Year for 2018.  In addition, Leikyn is a member of the EHS Tennis Team and Pep Club.  She also volunteers her time at Warm Blessings, Feeding America and the Lady Panther Little League program.  After graduation, Leikyn plans to attend college (still undecided where) and play basketball.  She wants to major in Communication where she plans to eventually become a speech therapist.    

Here are some comments from her teachers:

Mrs. Brangers (Principles of Teaching Teacher):  I've had Leikyn off and on since she came to TK Stone five years ago.  She is a quiet girl, who has always given me her best effort. One of the things I love about Leikyn is her persistence to succeed when things get hard.  She has such a calm demeanor - she doesn't yell or give up. She just puts her head down and tries again - and again. Until she meets her goal.  I have really enjoyed having her in class and getting to know her. She is a great role model for young girls that she works with at Morningside Elementary.

Mr. Hayes (Math Teacher):  Ms. Leikyn is an amazing young lady.  Her determination, both on and off the court, are a credit to her unwilling dedication to be successful.  Students like Ms. Leikyn make being a teacher the best job ever!!!

Mr. Parsons (Teacher’s Aide Teacher):  I am so proud of Miss Leikyn Walker.  She is a tremendous young lady and this award is well deserved.  Her classroom achievements and her school leadership, puts Leikyn at the top of her class.  However, what I am most proud of is her PERSEVERANCE!  After having worked so hard in her passion of basketball for the past years, she was injured in the off season last year in a fluke accident.  This put this year, her senior year, in jeopardy. It was so hard to see her so devastated and upset about having to have surgery and being off at least 6 months.  She has worked so hard and it is paying off.  She is finally back playing for the Girls High School Team and is Excelling.  I have no doubt she will achieve her goal of playing college basketball.  She has all the tools to accomplish anything she sets her mind to!

Ms. Thompson (English Teacher):  Leikyn is a great young lady who is charismatic and intelligent. I have enjoyed having her in my dual credit class this year.

EHS is proud to recognize Leikyn Walker as the February Student of the Month.

T.K. STONE MIDDLE SCHOOL                      BRADEN SHEARER

Braden is an 8th grader at TKS and very active in extracurricular activities such as Beta, Student Council, swim and soccer teams.  He is also a member of the the Academic team which took first place in Regions this year.  Braden has been involved with all of these clubs since elementary. In his spare time, Braden enjoys playing video games, along with shooting guns with his grandfather. His favorite food is tacos – which he eats all the time.

Hindle

Braden exemplifies Panther Pride. He sets the example for his peers and has great input during class discussions. He demonstrates his creativity through various social studies activities and won a class award for his creative comments on his peers’ Revolutionary War Facebook pages. He is actively involved in student council where his leadership skills set the bar high for younger club representatives. Braden is a great recipient of this award!

Johnson

Braden is a wonderful example of a well-rounded student. He is a hard worker, a leader, and is obviously very talented academically. I know I can count on Braden to show up on time and complete his work with a smile and contagious enthusiasm. He is a joy to have in class and I look forward to seeing how his influence changes his community in the future. Congratulations!

Thorn

Leading by his actions, Braden has a positive effect on his peers. He is always willing to lend a helping hand and promotes the positivity all teachers like to see in their students. Braden also realizes the importance of hard work. Whether it's in the classroom or during one of his many extracurricular activities, Braden knows how to get the job done. It has been a wonderful experience having Braden in class.

Braden is looking forward to having a selection of different classes next year at EHS.  He plans on challenging himself academically.  After graduation, Braden plans on attending a college that specializes in aeronautics – he is interested in airplanes and space.  Braden is the type of kid that is going to be successful at whatever future pathway he chooses.  Congratulations Braden on being our TKS Student of the Month.

HELMWOOD HEIGHTS ELEMENTARY      MATTILYNN KRIGBAUM

This year, Helmwood’s fifth grade was so lucky to welcome a new student, Mattilynn Krigbaum.  Mattilynn moved to Helmwood from Kansas and, on the very first day of school, it was obvious that she  was a very special student and person. There are so many things to say about Mattilynn and her bright and cheerful personality.

Mattilynn works very hard at school and is always kind and patient with everyone around her.  Not only is she respectful of adults, but also her peers.  Mattilynn always volunteers to help the teacher as well as her classmates.  This year, she has been helping Mrs. Davis put up classroom bulletin boards, displaying student work and has even worked on preparing materials for instruction.  Her work ethic is outstanding. As you can see in the comments by her peers, there is a common thread about kindness as well. 

 Mattilynn is a hard-working citizen at Helmwood and it shows in everything she does. This is what her classmates had to say about why they think Mattilynn deserves the title of Student of the Month:

As you can see, it is a pleasure to work and learn alongside Mattilynn.  She is a quiet leader by example and I am so proud of her. Thank you, Mattilynn, for all your hard work and kindness to all of us!

MORNINGSIDE ELEMENTARY                    BEN SMITH

I would like to nominate Ben Smith from the 3rd grade for Morningside's Student of the Month.  When a teacher thinks about what a model classroom citizen is, Ben Smith is who comes to mind for me!

  Ben has been such a positive influence for so many in our classroom this year.  He enters the classroom each and every day with a positive, "I can" attitude.  Along with that positive attitude is a genuine kindness for ALL members of our class.  He helps others without being asked and everyone sees Ben as "a nice guy".  Students know they can count on Ben to be their friend and offer a kind word or a word of encouragement.  He has a kind SPIRIT..

Academically, Ben works to make sure that everything he completes is an example of his best work.  He doesn't cut corners or take the easy way out of an activity.  He gives his all on classwork and takes pride in his work.  His work ethic is strong!

Simply put, Ben is a top notch young person and classroom citizen.  I feel blessed to have him in my classroom this year.  He is without a doubt , off to great places! 

Ms. Lisa Eriksen

PANTHER ACADEMY                      HUDSON DAVIS

Hudson Davis is a well-rounded child and a phenomenal student!  He is a great role model for his classmates in every way.  He loves to learn and enjoys challenges.  I can always count on him to do the right thing.  His love of learning extends beyond the classroom and he continues to seek information and apply what we are learning in class.  He won the character award for “respect” in August; however, he could easily win every character award, as he displays all character traits and is a super kid.  I am blessed to be his teacher and see his smile and desire to learn each day!  I wrote an acrostic poem to describe this incredible kid:

Hard worker in everything he does

Understanding

Delightful to be around

Super respectful to others

Observant

Nice to all

 

Diligent listener

Attentive to everything

Very conscientious

Interested in all learning

Smart and loves challenges

 

PANTHER PLACE                              PRECIOUS NICHOLS               

Precious Nichols is Panther Place’s student of the month for February.  Precious is a first grade student that attends Morningside Elementary where she is in Ms. Payne’s class.  Miss Abby, her Panther Place teacher stated that Precious’ name really fits her personality.  She is very kind and gentle.  She is respectful to both the teachers and her classmates.  She works diligently even when the work is hard.  She keeps trying until she has accomplished the task.  Precious doesn’t realize what a natural leader she is because she is so sweet and humble. 

The high school student assistants for our first grade class had this to say about Precious, “She is a very caring, loving great all-around person.”  She is kind and likes to help clean up.  When is asked to do something, she does it without hesitation.  She’s a good reader, too.”

Some of her classmates shared the following comments about Precious, “She’s nice.”  “She helps others.”  “She’s cute and friendly.  She’s my best friend.”

Precious told me that her favorite subject in school is math.  She said that she likes all the activities that her Panther Place class does especially painting.

Because of all these wonderful qualities, Panther Place is proud to name Precious our February Student of the Month.

 

 

 

 

 

 

 

 

 


IV.B. Board Member Recognition for Continuing Education
Rationale

Kentucky law mandates hours of select training based on each board member's years of service.  the lower levels of KSBA's Academy of Studies include courses such as the basics of the board's role, school finance, superintendent evaluations and facilities planning.  As a board member advances in the certification process, the courses become less general and more specific to issues, such as evaluation the board's own effectiveness, doing advanced budget planning, becoming better advocates for children, and grasping the board's responsibilities in school and student assessment and accountability. 

Congratulations to Tony Kuklinski!  During 2018 your professional development efforts resulted in the successful completion of multiple levels within the KSBA Academy of Studies. 

This in-service training initiative is designed to prepare school board members to succeed in a new era of high expectations through a realistic and practical curriculum designed with the assistance of experts in the field - current Kentucky board members and superintendents.  By continuing to advance within the Academy, you have taken another step in a very important journey that will benefit the students in the EIS  school district for years to come.

Rationale

EIS has applied for and has been awarded grants offered through our local United Way agency to be utilized toward the expansion of services associated with the Panther Place Afterschool Program.  Mrs. Karen Skees and Mrs. Kathy Francis are requesting authorization to apply for this same grant for the 2020 calendar year.

V.E. Approve Tentative School Allocations for the 2019-2020 School Year
Rationale

The Board must approve a tentative allocation to schools by March 1. The allocation is to include regular certified staff and related fringe benefits (Section 4), classified staffing levels and fringe benefit costs (Section 5), funding for instructional supplies, materials, travel, equipment and other instructional needs (Section 6), and any other funds the Board may decide to allocate to schools (Section 7). The minimum certified staffing allocation is prescribed in state regulation 702 KAR 3:246 (4). This regulation provides for certified staffing above the minimum required to meet the class size caps in KRS 157.360 and classified personnel staffing levels to be determined by local Board policy. The Board has adopted guidelines for allocations to schools with subsequent amendments. Kentucky’s SBDM regulation stipulates that any change in the local certified staffing policy shall be submitted to the Kentucky Department of Education (KDE) by March 1. Preliminary school council staffing allocations in the January discussion of 2019-20 projected receipts and expenditures were based on the guidelines and projected 2019-20 first school month enrollment. Salary amounts in the allocations are based on the 2018-19 salary schedules plus advancement of one (1) year experience. Salary schedules for 2019-20 will not be officially approved until a later date. The school allocation reports to school councils indicate the amounts allocated at this time are subject to change until the Board approves final salary schedules. The Elizabethtown Board did not include discretionary funds in the 2019-20 allocation. The recommended 2019-20 March allocation does not include any funding in Section 7. Allocations to school councils pursuant to Board policy, guidelines and 702 KAR 3:246 were prepared for the Board's consideration at this meeting. The estimated dollar amount of 2019-20 allocations to school councils is projected to be $10,331,262. State regulation 702 KAR 3:246 requires that each school council receive the tentative Board allocation pursuant to KRS 160.345(2)(g) by March 1. The Board may consider additional allocations to schools at any time, but according to state regulation no later than May 30 for Section 7. The SBDM regulation also requires councils to present the Board with a needs assessment based on the objectives adopted in the school improvement plan in order to assure that expenditures are closely tied to instructional needs. Attached to this enclosure is a complete allocation to all Elizabethtown schools based on the Board’s school staffing (SBDM) policy 02.4331, Administrative procedure 02.4331 AP.1 and 702 KAR 3:246. The allocation formula was applied to the projected FTE enrollment for 2019- 20. Any adjustments to the allocation due to increases in salary schedules, salary adjustments, or increases or decreases in enrollment shall be made by September 15. V.G. Approve Request to Purchase Two (2) 2019 International School Busses
Rationale

Mr. Steve Smallwood, Assistant Superintendent for Student and Support Services is requesting approval to purchase two (2) 2019  International 72 passenger with storage boxes, school busses  at the cost of $91,785 each.  Currently we have two busses that need to be replaced - the state recommends busses be taken off their regular route after 15 years.  The two new busses would be put on one of the regular bus routes.  The purchase request is according to our Bus Replacement Date Inventory.
