Organization of the Board: Election of Chairperson
In accordance with Board Policy 01.41 Board Organizational Meeting, the Board shall conduct an organizational meeting at its first regular meeting in January.
At this meeting, the Board shall elect a Chairperson and a Vice-Chairperson from among its members.
The duties and responsibilities of the Board Chairperson and Vice-Chairperson are set forth in Board Policy 01. 411. The Chairperson of the Board shall preside at all meetings of the Board and shall have a vote on motions placed for action before the Board. She or he shall sign such documents on behalf of the Board as may require signature. The Chairperson shall represent the Board in deliberations with other boards, districts, or agencies unless another member of the Board is so designated.
The Chairperson shall perform all duties required by the Kentucky Revised Statutes and shall perform such other duties as may be prescribed by action of the Board.
In the event that the Chairperson of the Board is absent from any meeting of said Board, the Vice-Chairperson of the Board shall act as Chairperson. In the event that both are absent, the Board shall designate another member of the Board to act as temporary chairperson.
If for any reason the Office of the Chairperson becomes vacant, the Vice-Chairperson shall act as Chairperson until a new Chairperson is elected. A new Chairperson shall be elected on or before the second regular organizational meeting date following the vacancy and shall serve until the first regular meeting in January.

Recognition of 15 JCPS Schools that Received State Recognition for Implementing PBIS with Fidelity
Fifteen JCPS schools received state recognition for their fidelity of implementation of Positive Behavioral Interventions and Supports (PBIS). This represents a significant increase from last year when five JCPS schools were recognized.
PBIS is an evidence-based, tiered framework for supporting students’ behavioral, academic, social, emotional, and mental health. When implemented with fidelity, PBIS improves social emotional competence, academic success, and school climate. It also improves teacher health and wellbeing. It is a way to create positive, predictable, equitable, and safe learning environments where everyone thrives.

Recognition of the JCPS Language Services Division for its Role in Helping the District Win the Language Line Solutions Customer of the Year Award
Jefferson County Public Schools’ effort to provide language services for all students and families has resulted in a national award. Language Line Solutions (LLS) has named JCPS its Customer of the Year, marking the first time a school district or government agency has won the award, according to LLS.
LLS is one of the largest interpretation companies in the world, providing translation services for scores of companies and organizations. JCPS—thanks largely to the hard work and leadership of the Language Services Division led by Livan Lima and Gretel Osborne-Gongora—is a pioneering school district when it comes to providing language support, translation services, and technology to our families who need help with English.
The Customer of the Year recognition reflects JCPS’ contributions to LLS’ on-demand interpreting service. During the pandemic, JCPS collaborated with LLS almost daily to find new ways to allow the district to communicate with students and families. The district has also pioneered some of the company’s most popular tools and services, such as accessing language support using an app, adopting the on-demand interpreting assistant, and testing their Machine Translation solutions for quick translations.
JCPS is also the only school district—among many—on the company’s list of top 15 users every month, signaling a commitment to what language access should be in the public education system.
The award from LLS came with a $5,000 donation to a non-profit organization of JCPS’ choice.

Recognition of Six JCPS Magnet Schools that were Awarded National Magnet School Certification
Six Jefferson County Public Schools (JCPS) magnet schools were awarded the prestigious National Magnet School Certification this school year by the Magnet Schools of America (MSA).
Farnsley Middle, Hawthorne Elementary, J.Graham Brown, Noe Middle, W.E.B. DuBois Academy, and Westport Middle bring the total number of JCPS certified magnet schools to eight. Olmsted Academy South and Western Middle School for the Arts were certified in previous years.
To become nationally certified, MSA member schools must submit an application and participate in an evaluation conducted by the National Institute for Magnet School Leadership (NIMSL).
The schools’ magnet coordinators, principals, and leadership teams spent many hours providing documentation to show alignment to MSA’s five standards of excellence: diversity, innovative curriculum and professional development, academic excellence, leadership, and family and community partnerships.

Recognition of the Valley High School Band for an Outstanding Year of Achievements
The Valley High School band program is on a roll! This small but mighty 21-member band has garnered a series of achievements—participation in the Kentucky Music Educators Association (KMEA) State Marching Band Championships, MidStates Band Association Regional Championships, and the Bands of America (BOA) Grand Nationals in Indianapolis—all for the first time.
Ft. Knox Commander Col. Sherman Watson and other United States Army leaders presented the band with a $5,000 prize package in November that students won at the Grand Nationals in a contest sponsored by the Army and the University of Louisville.
The band also won third place in the Lexington Herald-Leader's Small Band Poll, receiving more than 5,000 votes for Best Small Band in Kentucky.

Recognition of the Eastern High School Cheerleading Team for Winning the KHSAA All-Girls Small Division State Championship
Congratulations to the Eastern High School cheerleading team, winners of the KHSAA Small Division State Championship.
Eastern came in first out of 17 teams in the division with a total of 92.60 points, topping Bullitt Central High School—the next highest scoring team—by more than a full point. The judges praised Eastern for its use of props, solid stunts, and good technique.

Recognition of the Jefferson County Board of Education in Observance of National School Board Recognition Month
The Jefferson County Public School (JCPS) District joins Kentucky’s public school districts to mark the state’s observance of January as National School Board Recognition Month. This is a time for students, parents, staff, and the community to join together to honor the outstanding leadership, dedication, and contributions of our school board members.
Members of the Jefferson County Board of Education work collaboratively with businesses, organizations, parents, and community members to offer school programs that enhance the educational experience of all children and move students to a higher level.
Board members work tirelessly to ensure a successful learning environment and prepare all JCPS students to graduate college- and career-ready. They are committed to meeting the diverse educational needs of all children and to empower them to become competent, productive contributors to a democratic society and an ever-changing world.

Monitoring is not about offering advice or recommendations; most monitoring is about understanding where we are and how we got here and to see what’s working/not working, and the expectation that this information impacts what happens next.

- Speakers before the entire board are not allowed to use props, displays, or any other objects during the presentations. However, informational handouts may be given to the assistant secretary to the board for distribution prior to or following the meeting.
- Each speaker is allowed three minutes to address the board and may not share these minutes with any other speaker.
- At the end of 2-1/2 minutes, a bell will sound once. You will then have 30 seconds to finish your statement.
- At the end of three minutes, the bell will sound twice, indicating that your time is up.
- The superintendent will look into the speakers’ issues and, if necessary, represent the board in following up or recommend action to the board.

Acceptance of Student Enrollment Projections, School Allocation Standards, and General Fund Draft Budget for Fiscal Year 2025-26
Enrollment Projections for Fiscal Year 2025-26
District student enrollment projections and individual school enrollment projections are reviewed and revised annually and reported to the members of the Board of Education for approval.
The review and Board approval ensure that District staff can appropriately plan for staffing of schools, adequate budgeting, and student programming for K-12. There are also separate projections for Exceptional Child Education Self-Contained and Early Childhood Education classes that are funded and staffed separately and differently from the K-12 program.
The projections are based on District and school enrollment history and trends, population changes throughout the county, birth rates, and optimal capacities. Sources for this data include the Kentucky Bureau of Vital Statistics, the Jefferson County Planning and Zoning Commission, the Plan 2040 for Louisville Metro, the Kentucky State Data Center, and the U.S. Census Bureau.
Allocation Standards for Fiscal Year 2025-26
As required by regulation, School Allocation Standards are being submitted for the Board's approval. After approval, these standards become policy per 702 KAR 3:246, sections 4, 5, and 6. Sections 4 and 5 provide for the allocation of certified staff and classified staff respectively.
The classroom teacher allocation for each school will be provided as described in the School Allocation Standards for Fiscal Year 2025-2026. The JCPS Needs Index provides a student-weighted approach to the equitable funding of elementary, middle, and high schools.
The allocation to school councils for operational provisions is provided within these standards according to Section 6 of the same regulation. Section 6 per pupil allocation for all schools will be based on the required 3.5% of the current SEEK base per pupil allocation.
Section 7 specific board allocations are also identified within the School Allocation Standards.
Draft Budget for Fiscal Year 2025-26
KRS 160.470(6)(a) requires that each district board of education shall, on or before January 31st of each year, formally and publicly examine detailed line-item estimated revenues and proposed expenditures for the subsequent fiscal year. State law requires that the local board review the Draft Budget by January 31st of each year.

Recommendation for Approval of the Project, Assignment of Architect/Engineer, and BG-1 form for Neighborhood Place Relocation at Thomas Jefferson Middle School
This project will consist of relocating the Neighborhood Place offices into the main building from the separate gym building, which will be torn down as part of the new school building for W.E.B. DuBois Academy construction. A secure separation will be created to allow the Neighborhood Place to function separately from the school. Work will include a restroom expansion and a separate exit from the building.
Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.
The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the district.
The Kentucky Department of Education requires approval of this resolution in order to enter into contracts with the design firms of this project. Plans and specifications will be prepared with this approval.
The project directly supports strategy 3.1.1 of Vision 2020.

Bids were received, publicly opened, and read aloud in the Office of Facility Planning on December 18, 2024. The bid tabulation is attached.
This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable in accordance with KRS 162.070.
The project directly supports strategy 3.1.1 of Vision 2020.

Recommendation for Approval of Memoranda of Agreement with Titan and Associates, LLC
These services aim to help students develop critical thinking skills, self-regulation, and empathy. Services to be included are individual and group counseling.
Schools will be provided a list of providers that accept both Medicaid and private insurance that have obtained memorandums of agreement prior to the first day of school. The principal will determine which services to bring into their school based on the needs of the students they serve.
The agreement process was developed to ensure the community providers given access to students on school property had proper licensure, insurance, and background checks as mandated by KRS 160.380, and that the community provider fills a need for schools.
No costs will be incurred by JCPS or JCPS students, parents, or legal guardians for services rendered. The agency will only bill for the cost of services to the private or public health insurance company after a parent or legal guardian gives written permission to do so.

The Exceptional Child Education (ECE) Department proposes to collaborate with The University of Kentucky (UK), College of Education is part of Project Social Code. Project Social Code is a US Department of Education funded project focused on teaching students with autism and related disabilities to develop early computer science skills and critical social communication skills. The team has modified a curriculum designed to teach coding skills in the context of robotics. Each lesson introduces STEM vocabulary, social skills instruction, and coding skills, which have broader application outside the STEM lessons. UK College of Education looks to provide this program including the curriculum and training to the JCPS teachers who are interested in participating, including those at the Binet School.

Memorandum of Agreement Article 16 Transfers and Article 34 Enhanced Support Schools
Article 16 - Transfers Section A(1) of the JCBE/JCTA Agreement (2018-26) state: Beginning March 1 the Employer will begin posting internally known vacancies for the coming school year using the current job advertisement system. The postings will be accessible to both internal teacher candidates and external teacher candidates for 15 calendar days. Teachers wishing to transfer to the position at the location must electronically submit an application through the District’s job application system in order to be considered…
The parties agree that the Employer will begin posting internally known vacancies for the coming school year using the current job advertisement system. The postings will be accessible to both internal teacher candidates and external teacher candidates for 15 calendar days. Teachers wishing to transfer to the position at the location must electronically submit a transfer request via the transfer link in the District’s job application system in order to be considered. Instructions for accessing the transfer link will be provided on the job posting. School principals will have access to only internal teacher candidates if four (4) or more internal teacher candidates apply for the vacancy. In the event that fewer than four (4) teachers apply for a transfer for the position, the school will receive the names of external candidates to allow for between four(4) and eight (8) interviews per position.
Article 34 - Enhanced Support Schools, Section A states: To better address staffing needs and promote student success at enhanced support schools, the normal Employee transfer process (Article 16) will be modified as follows for enhanced support schools: Active enhanced support schools shall participate in the transfer process beginning February 1 but will not be required to select any staff from the transfer list. The parties agree that the modifications to Article 16 referenced in this agreement apply to enhanced support schools. Postings will be accessible to both internal teacher candidates and external teacher candidates for 15 calendar days.
Memorandum of Agreement Article 16 Transfers (Temporary Provisional Certification)
Article 16 - Transfers Section A(2) of the JCBE/JCTA Agreement (2018-26) states: that teachers must meet certification requirements at the time of application and their teaching credentials must remain valid through the coming school year. Educators must have successfully completed their certification renewal prior to applying for transfers for positions for which they are certified, and their current certification must remain in effect for the coming school year. Failure to do so will result in the educator being ineligible for the transfer process until said certification renewal has been completed. The parties agree that teachers with temporary provisional certification (i.e. actively enrolled in an alternative certification program) are eligible for transfer if their Temporary Provisional certification has been renewed to the latest date allowable by the Education Professional Standards Board (EPSB).

Recommendation for Approval of Memorandum of Agreement with Spalding University for Teacher ESL Endorsement
The collaborative effort between JCPS (Hartstern) and Spalding University provides JCPS staff with teaching certifications, the opportunities to seek and receive an ESL endorsement. Teachers need to be trained on best practices for teaching ML students, particularly to identify additional support for ML who also qualify for Exceptional Educational Services. ESL Endorsement: With 35% of Hartstern Elementary student enrollment being Hispanic and continuing to grow, it is essential to equip more staff with ESL endorsements to better support our multi-lingual learners across all content areas.

Recommendation for Approval of Proposed Amendments to 2025-2026 School Calendar
The Calendar Committee held a meeting on January 23, 2025, to amend and reach consensus on an adjustment. The recommendation reflects feedback from various constituent groups.
The proposed amended calendar will reduce potential classroom vacancies related to employees attending the Kentucky Education Association Delegate Assembly on April 9th and 10th and will align with neighboring districts. This calendar complies with the requirements of KRS 158.070 relating to the length of the school term and the instructional year.
In accordance with Board Policy 08.3 and KRS 158.070, in order to act on the school calendar, the Board must hold two (2) meetings: 1) one that includes hearing and discussing recommendations from the Superintendent and the calendar committee and 2) subsequent meeting that includes adoption of the calendar.

As outlined in the JCPS Internal Audit Charter and the professional standards of the Institute of Internal Auditors, internal audit reports provide critical insight into the governance, risk management, and internal control processes of the organization. The Electrical License Usage Internal Audit Report presents the findings, recommendations, and action plans related to the management and oversight of electrical license usage within the district. Acceptance of this report affirms the Board’s commitment to transparency and continuous improvement through the Internal Audit function.

Board members may review and offer suggestions for future Board meeting agendas during the Board Planning Calendar portion of regular Board meetings.
A list of selected Board of Education discussion agenda items has been compiled for use by the Board and administrative staff. The list includes activities for action and discussion.
It is anticipated that staff will use this list to avoid scheduling conflicts, improve coordination and support of activities, enhance planning, and increase awareness of upcoming board meeting activities.
