Recognition of the JCPS Louisville Lightning Adapted Sports Team for a Successful 2023-24 Season
The JCPS Louisville Lightning Adapted Sports program celebrated a successful 2023-24 year. Louisville Lightning offers multiple sport opportunities for students who have a physical disability that impacts mobility. The program allows students with physical disabilities—including those who are wheelchair-reliant—to be on a team and show off their athleticism.
In just its second season, the program’s Track and Field team sent 10 athletes to Nationals, where athletes set two U.S. records and brought home 19 gold medals, 13 silver medals, and eight bronze medals.
The 2023-24 season marked the inaugural year for wheelchair basketball, with dozens of athletes participating.
For the 2024-25 school year, Louisville Lightning will add archery and boccia ball to its offerings.

Recognition of JCPS Executive Administrator Terina Edington for Being Asked to Serve on the Institute of Child Nutrition’s National Advisory Council
Terina Edington, JCPS Executive Administrator of School and Community Nutrition Services, has been asked to serve on the Institute of Child Nutrition’s National Advisory Council—a notable honor in the nutrition services field. The council is invitation only, and they select just a few directors from all over the United States. The Institute of Child Nutrition (ICN), part of the School of Applied Sciences at The University of Mississippi, is the only federally funded national center dedicated to applied research, education and training, and technical assistance for child nutrition programs. The council's purpose is to assess the current child nutrition landscape and discuss future challenges. Its goal is to gather valuable insights and recommendations on topics such as best practices for meeting new regulatory requirements, new training topics, and the dissemination of resources.

Recognition of Hawthorne Elementary School Teacher Stephanie Bellot-Donaldson on Winning the Kentucky World Language Association Teacher of the Year Award
Hawthorne Elementary School teacher Stephanie Bellot-Donaldson recently won the Kentucky World Language Association Teacher of the Year award. This award recognizes an individual of the world language teaching profession who has demonstrated long-term achievement and service to the profession.
As the winner of this award, Stephanie will represent KWLA in the running to be named the Regional Teacher of the Year at Southern Conference on Language Teaching or Central States Conference on the Teaching of Foreign Languages, and then, potentially, at the national level at the American Council on the Teaching of Foreign Languages.

- Speakers before the entire board are not allowed to use props, displays, or any other objects during the presentations. However, informational handouts may be given to the assistant secretary to the board for distribution prior to or following the meeting.
- Each speaker is allowed three minutes to address the board and may not share these minutes with any other speaker.
- At the end of 2-1/2 minutes, a bell will sound once. You will then have 30 seconds to finish your statement.

Discussion of 2025 JCPS Legislative Priorities
The 2025 Regular Session of the Kentucky General Assembly will convene on January 7, 2025. Jefferson County Public Schools (JCPS) functions within the statutory framework established by General Assembly, so the actions of the legislature have a significant impact on the District’s ability to carry out its work.
The Board will hear a report regarding the potential issues to be included in the 2025 JCPS Legislative Priorities.
The 2025 JCPS Legislative Priorities will be an action item at an upcoming Board meeting.

Acceptance of a Report on the 2023-2024 State Accountability Results
This presentation will include a report on the current state accountability model, important contextual factors, results from the 23-24 assessment, and an overview of a prototype for a new accountability model.
The current accountability model is comprised from the following indicators: student assessment results in five content areas, progress toward achieving English Language Proficiency (ELP) by English learners, quality of school climate and safety, postsecondary readiness, and high school graduation rates.
This report will review the district results on the individual indicators as well as summarize positive trends and areas for growth.

A new entrance and left-turn lane is needed for the new school building being constructed for W.E.B. DuBois Academy. Because some of this work requires modification or improvement on the public highway right-of-way on Poplar Level Road, KYTC has agreed to reimburse the District for the value of this work.

This project will consist of grading and fencing, as well as new dugouts, press box, lighting, and a concession stand for a KHSAA regulation softball field.
On March 26, 2024, the Board of Education approved Sabak, Wilson & Lingo, Inc. to prepare plans and specifications for Project 24-291.
The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.
Bids were received, publicly opened, and read aloud in the Office of Facility Planning on October 1, 2024. The bid tabulation is attached.
This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable in accordance with KRS 162.070.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the district.

Jefferson County Public Schools Food Service Phase 43 scope includes upgrading equipment and fixtures to meet plumbing, MSD, Building, Fire, and Health codes. Depreciated equipment or equipment no longer in use will be replaced/removed and the upgraded kitchen design will assist with efficiency and accessibility of equipment used to prepare over 90,000 meals each day. The list of schools is attached.

Recommendation for Approval of Memorandum of Agreement with Metro United Way for Out-of-School Time Programs
Metro United Way (MUW) is focused on co-creating equitable outcomes for all youth through its youth success initiative. MUW supports out-of-school time (OST) programs across the city who provide access to learning and enrichment opportunities to school age youth.
The attached agreement for data sharing between Jefferson County Public Schools (JCPS) and MUW will allow OST providers access to data for those students receiving services.
There is no cost to JCPS.
This agreement supports Vision 2020 strategy 1.1.7 – Eliminate achievement, learning, and opportunity gaps.

The Agreement between Kentucky Educational Collaborative for State Agency Children (KECSAC) and JCPS outlines the operation and distribution of the State Agency Children's Funds for the delivery of education services to State Agency Children in JCPS. The Agreement is reviewed and signed annually in order to receive grant funds.

Recommendation for Approval of Agreement with Ohio Valley Educational Cooperative
This Memorandum of Agreement sets out the terms by which the Head Start program and JCPS will ensure full utilization of Head Start funds by meeting the following objectives: (1) to avoid duplication of programs and services; (2) to avoid supplanting of federal funds; (3) to maximize the use of Head Start funds to serve as many four-year-old children as possible. his MOA provides for coordination between Head Start and JCPS as required by 45 CFR 1302.53 and 45 CFR 1302.63. The Kentucky Department of Education also requires the Head Start director and JCPS representative to jointly complete and sign the Certificate of Head Start Full Utilization by September 15, 2024, to verify the number of at-risk four-year-olds enrolled with Head Start and confirm that Head Start is fully utilized on September 1, 2024.

Recommendation for Approval of Fiscal Year 2024 Technology Activity Report
This annual Technology Activity Report details the spending of Kentucky Education Technology System (KETS) funds and other funds on technology. The report details how much money was spent on workstations, printers, file servers, software, hardware, network, personnel, and maintenance.
The Kentucky Department of Education (KDE) requests this information in order to compare how the district is spending money in relationship to the money received through the Kentucky School Facilities Construction Commission Education Technology Funding Program.
Once this report is approved by the Board, KDE will send the Offer of Assistance indicating the amount of funding JCPS will receive for KETS.
The project directly supports strategy 3.3.3 of Vision 2020.
