Update on Journey to Success (JTS)
The Journey to Success initiative celebrates the diverse and holistic development of learners, recognizing that success goes beyond grades and test scores. This program emphasizes the importance of reflecting on student’s individual learning journeys, showcasing skills, experiences, and personal growth in various forms. It offers a platform for students to present their achievements through activities like student-led conferences, exhibitions, and defenses of learning, allowing them to demonstrate not only what they've learned, but also what their learning means to them. By encouraging self-expression and exploration, the initiative fosters a deeper understanding of each student’s strengths, challenges, and progress. Ultimately, Journey to Success creates an opportunity for learners to shape and share their own stories, celebrate their achievements and inspire others along the way. Journey to Success is a comprehensive depiction of each learner and a reminder that success is personal and multifaceted.
This presentation serves as an update on the initiative in alignment with JCPS’ local accountability and contributes to the Academic Readiness Measures as outlined in the Jefferson County Board of Education’s Goals and Guardrails.

Goal monitoring is a conversation between the board and superintendent that provides boards the opportunity to evaluate the alignment between the community’s vision for student outcomes (goals) and current student performance/growth (reality). Monitoring is about understanding the extent to which reality matches the Board’s adopted goals / interim goals. Monitoring is not about offering advice or recommendations; most monitoring is about understanding where we are and how we got here and to see what’s working/not working, and the expectation that this information impacts what happens next.

- Speakers before the entire board are not allowed to use props, displays, or any other objects during the presentations. However, informational handouts may be given to the assistant secretary to the board for distribution prior to or following the meeting.
- Each speaker is allowed three minutes to address the board and may not share these minutes with any other speaker.
- At the end of 2-1/2 minutes, a bell will sound once. You will then have 30 seconds to finish your statement.
- At the end of three minutes, the bell will sound twice, indicating that your time is up.
- The superintendent will look into the speakers’ issues and, if necessary, represent the board in following up or recommend action to the board.

Recommendation for Approval of Bid for New Middle School – West Louisville (Hudson MS) Bid Package I - Demolition
This Bid Package I – Demolition will consist of demolition of existing structure, removal of old construction material, and removal of contaminated soil stockpiles and waste.
On September 3, 2024, the Board of Education approved Schmidt Associates, Inc. to prepare plans and specifications for Project 25-035.
The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.
Bids were received, publicly opened, and read aloud in the Office of Facility Planning on November 19, 2024. The bid tabulation is attached.
This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable in accordance with KRS 162.070.
The project directly supports strategy 3.1.1 of Vision 2020.

On November 15, 2022, the Board approved awarding a contract to Walker Mechanical Contractors Inc. as the low bidder.
CMTA, Inc. has made a final inspection and concluded that this contract is complete and final payment is due to the contractor.

McCulloch Associates Architects has made a final inspection and concluded that this contract is complete and final payment is due to the contractor.

Recommendation for Approval of Finding to Remove Waller-Williams @ Riverport from the District’s Facility Plan
On November 12, 2024, the Board of Education requested a finding to make a minor change to the District’s Facility Plan (DFP), with such change being to mark transitional or remove Waller-Williams @ Riverport.
On November 25, 2024, the Local Planning Committee (LPC) convened and voted on the recommendation to remove Waller-Williams @ Riverport from the District’s Facility Plan.
The vote was 12-0 in support of the finding.
Per 702 KAR 4:180 a change to the DFP must be approved by the LPC.

Recommendation for Approval of Request from Studio Kremer Architects to Apply for Commercial Buildings Tax Deduction under Section 1331 of the Energy Policy Act of 2005
The Energy Efficient Commercial Buildings Tax Deduction is a special financial incentive created by the Energy Policy Act of 2005 and designed to reduce the initial cost of investing in energy-efficient lighting and other building systems via an accelerated tax deduction.
If the building is a publicly owned building, the person who created the technical specifications for installation of the energy-efficient property can claim the CBTD, according to IRS Notice 2008-40.
The tax credit expired on December 31, 2017, but was re-instated in December 2019, and then made permanent for projects placed in service after December 2020.
The projects directly supports strategy 3.1.1 of Vision 2020.

Louisville/Jefferson County Metro Government has awarded the Lou Tate Foundation, Inc. (doing business as the Little Loomhouse) with an External Agency Grant. Little Loomhouse will use some of the grant funds to provide arts residencies at interested JCPS schools.
The Little Loomhouse is a fiber arts education organization whose mission is to continue the legacy of founder Lou Tate, a master weaver, by educating students of all ages about the history of weaving and textile arts.
The residencies will be provided at no cost to the participating schools.

Gate of Hope will offer the Fourth R Healthy Relationships Plus Program, an evidence-informed, small group program based on the core principles of skill-building and awareness, as part of their Tabara Initiative, which is designed to transform the lives of East African girls at risk of exploitation through prevention, education and restoration.
Schools interested in participating will schedule sessions with Gate of Hope. The period of performance is December 18, 2024, through December 31, 2025, and there is no commitment by the District beyond the period of performance.

Recommendation for Approval of Agreement with B.A.Y.A. Corporation
Beautiful As You Are (B.A.Y.A.) will provide group mentoring workshops. The workshops will provide students with resources, practical tools, and exercises to build self-esteem, resiliency, and navigate the challenges of life with confidence. Workshops cost $250 or more. B.A.Y.A. received a JCPS Professional Services Contract to provide group mentoring services at $75 per hour and will use a grant from the Community Foundation of Louisville to pay the balance of workshop expenses. B.A.Y.A. will provide the District with a list of schools served through the project by June 30, 2025.
Schools interested in participating will schedule sessions with B.A.Y.A. The period of performance is December 18, 2024, through June 30, 2025, and there is no commitment by the District beyond the period of performance.

Recommendation for Approval of Shortened School Day for One Exceptional Child Education Student
The Kentucky Administrative Regulations, as outlined in the Exceptional Child Education Policies and Procedures Manual, requires that a shortened school day and/or week be submitted to the Board of Education for approval.
This Board action is subject to confidentiality requirements according to policies and procedures in Chapter 9 Confidentiality of Information. Following approval by the Board of Education, the request will be submitted to the Kentucky Department of Education, Office of Special Education and Early Learning.
The District must maintain the following documentation for all shortened school days and/or weeks approved by the Local Board of Education:

Approval by the Local Board of Education (student confidentiality procedures must be followed when listing student information in the local Board minutes);

Minutes of the Admissions and Release Committee (ARC) meeting documenting the ARC decision that a shortened school day and/or week is needed;
-
A copy of the student’s Individual Education Plan documenting the shortened school day and/or week; and
-
A copy of the physician's statement of the medical need.
Per regulations, the student is being identified as SSD313.
Student SSD313 has a medical condition, with proper physician documentation, which requires a 4 hour school day, five days (M/T/W/TH/F). Appropriate ECE procedures have been followed for this student, who is being served in a resource room in a special school setting.

Recommendation for Approval of 2024-2025 Comprehensive District Improvement Plan
The 2024-25 Comprehensive District Improvement Plan (CDIP) encompasses three key components: (1) District Assurances, (2) Improvement Plan (which includes support for TSI and CSI schools), and (3) Needs Assessment.
Our plan builds on the 18 district-level actions outlined in Vision 2020 In Action. As we transition to a new strategic plan, it is essential to create a seamless bridge between the two plans to ensure stability in both planning and reporting.
The attached plan, structured using the KDE CDIP template, reflects our past, present, and future priorities. It integrates strategies from Vision 2020 In Action, the JCPS Future State, and the new JCBE Goals and Guardrails.
With the newly adopted Board Goals and Guardrails, our plan for next year will be focused on the key strategies needed to reach our goals.

Recommendation for Approval of 2025-2026 and 2026-2027 School Calendars (Second Reading)
In accordance with Board Policy 08.3 and KRS 158.070, the District Calendar Committee, composed of one (1) District Principal; two (2) District office administrators other than the Superintendent; one (1) local Board member; two (2) parents of students attending a school in the District; one (1) District elementary teacher; one (1) District middle or high teacher; two (2) District classified employees; and two (2) community members from the business community, or tourism commission developed the attached calendar.
The Calendar Committee held meetings on October 16, October 30, and November 4, 2024, to develop and reach a consensus on the attached proposals.
The Board received the first reading on November 12, 2024.
Highlights of the calendars include an August start date, a fall break in early October, and winter and spring breaks.

Recommendation for Approval to Submit an Emergency Day Waiver Request to the Kentucky Commissioner of Education on Behalf of Norton Elementary School
Norton Elementary School was closed on December 5, 2024, due to a power outage. The building had no power and no heat, requiring the closure of the school in order to protect the health and safety of students and staff.
KRS 158.070 includes the following provisions:
- Establishes the number of student attendance days in a student instructional year;
- Permits a local board of education to close schools “for the number of days deemed necessary for…a local emergency which would protect the health and safety of children…”; and
- Permits a district to apply for a waiver of the requirements of the student instructional year for a day missed due to an emergency.
Administrative regulation 702 KAR 7:140 states in part:
Section 4. Emergency Day Waiver. (3) A local board of education may request an emergency day waiver if one (1) school, or part of the district, is forced to miss school on a particular student attendance day due to an emergency. The request shall be submitted to the commissioner for approval. A copy of the local board order shall accompany this request. An approved emergency day waiver shall be the length of the student attendance day established in the approved calendar.
Upon approval by the Board, the Superintendent will send an Emergency Day Waiver request to the Commissioner of Education for his consideration.
