4. Public Comment

Approximately 20 people addressed the Board.  The majority of the comments expressed concerns about a data breach.  Mr. Zimmerman read the following statement:


We began the eMeeting online platform for our Board agendas and meetings around June of 2017; this was an attempt to improve transparency. Our financial records are public record and are a part of our board agendas; payroll is included. 


The eMeeting format allows for attachments, when necessary, to be included with agenda items.  When  attachments are added, there is an option to select whether or not they are available for public view.


Our monthly payroll reports do not contain information that would qualify as a data breach.  However, the special payroll for December's one-time payment unknowingly contained social security numbers. This information was posted for January's board meeting which was cancelled due to weather.  That same agenda was then used as a template for the special called board meeting that took place one week later.


This information was brought to my attention on the morning of February 9th.  Staff members immediately removed the posts from public view.  Notice was provided via email to all persons of concern, with additional efforts being made to reach those who do not have email.


Chief Information Security Officer, Mr. Robert Hackworth with KDE, was contacted.  KDE continues to provide us with guidance on this issue, including recommendations on how to provide individuals with additional identity protection. 


The Monthly Financial Report is required to be posted on the internet, and it will continue to be posted.  However, in an effort to prevent another inadvertent post, all other financial reports will require a formal records request in order to be viewed by the public.


I truly apologize for this inadvertent post and I will continue to do what is necessary to correct it.

Prior to entering closed session, Mr. Fleet read the following statement on behalf of the Board:


Mr. Zimmerman is doing his job as the superintendent; the board supports him and our school district is improving.  We are here to provide our students with the best education possible.  The meeting on Friday night was not requested by anyone on the board, therefore we did not take any actions.  Mr. Zimmerman is changing the way Livingston County Schools operates.  We, the Livingston County School Board, believe in the path we are on, recognize that change will cause friction, and are willing to take the heat to keep us on course.
