- Speakers before the entire board are not allowed to use props, displays, or any other objects during the presentations. However, informational handouts may be given to the assistant secretary to the board for distribution prior to or following the meeting.
- Each speaker is allowed three minutes to address the board and may not share these minutes with any other speaker.
- At the end of 2-1/2 minutes, a bell will sound once. You will then have 30 seconds to finish your statement.
- At the end of three minutes, the bell will sound twice, indicating that your time is up.
- The superintendent will look into the speakers’ issues and, if necessary, represent the board in following up or recommend action to the board.

Recommendation for Approval of Project, Assignment of Architect/Engineer, and BG-1 Form for Life Skills Kitchen at Echo Trail Middle School
This project will consist of renovating one room to create a life skills kitchen for the Explore Program.
Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.
The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the district.
The Kentucky Department of Education requires approval of this resolution in order to enter into contracts with the design firms of this project. Plans and specifications will be prepared with this approval.
The project directly supports strategy 3.1.1 of Vision 2020.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

Acceptance of AmeriCorps Grant and Approval of Agreement with Kentucky Cabinet for Health and Family Services
AmeriCorps, through the Kentucky Cabinet for Health and Family Services Department for Family Resource Centers and Volunteer Services, Serve Kentucky has awarded the District $132,236 to recruit, train, and manage 20 quarter time REACH (Ready to Extend A Caring Hand) Corps Members to provide evidence-based mentoring to students with high rates of behavior referrals. The grant pays for part of AmeriCorps Members’ living allowances, health and other insurance, member gear, supplies, travel, contractual services, criminal background checks, and indirect costs. Participating schools contribute matching funds that assist with program costs.
There is no obligation for the District beyond August 31, 2027.

The Stewart B. McKinney Homeless Education Grants assist families by providing school information, helping with enrollment and the transfer of student records, providing tutoring, and offering student support services.
The modifications to the FY25 & FY26 grants are necessary to extend the contract terms from September 30, 2026, to September 30, 2027, in order to fulfill the contract scope of work from the Kentucky Department of Education to provide homeless education services.
The grant agreements do not obligate the District beyond the period of performance. The Homeless Education grant aligns with Vision 2020 strategies 1.1.3 and 1.1.7.

Acceptance of a Kentucky Farm to School Network School Garden Mini-Grant from Community Farm Alliance for Hawthorne Elementary School
The acceptance of the $5,000 Kentucky Farm to School Network School Garden Mini-Grant awarded by the Community Farm Alliance will support Hawthorne Elementary in expanding hands-on, garden-based learning experiences for students. The grant will provide resources to enhance student learning in the areas of nutrition, agriculture, environmental stewardship, and healthy eating habits.
Through the implementation of a school garden, students will engage in authentic, experiential learning opportunities that connect classroom instruction to real-world applications. Students will explore plant science, food systems, sustainability, and healthy lifestyle choices while developing critical thinking, collaboration, and problem-solving skills. The garden will serve as an interdisciplinary learning environment supporting connections across science, health, environmental studies, and other content areas.
This grant also supports efforts to increase student awareness of where food comes from and encourages lifelong healthy eating behaviors. By providing opportunities for students to grow, harvest, and learn about fresh foods, the program promotes wellness and helps students develop a stronger connection to their local community and environment.

Through a Memorandum of Agreement, Jefferson County Public Schools (JCPS) and Blueprint 502 will partner to provide academic, behavioral, mentoring, and truancy reduction supports for students at Meyzeek Middle School through the Smoketown Teen Empowerment and Mentoring Support (STEAMS) Program. The partnership is designed to increase student attendance, improve educational attainment, reduce behavioral incidents and suspensions, and provide targeted Tier 2 and Tier 3 interventions for students who need additional support. The program will primarily serve students residing in the Smoketown neighborhood while remaining available to other identified students as needed. The agreement aligns with JCPS's Multi-Tiered System of Supports (MTSS) framework and the District's commitment to improving student outcomes through community partnerships. Under the agreement, Blueprint 502 will provide trained staff, coordinate family engagement, collect program data, and collaborate with school personnel, while JCPS will provide space for program implementation and student referrals.

The platform supports educational or digital services provided to the District. The implementation of the Ellevation platform ensures all Confidential Data transmitted to the Provider remains the exclusive property of and under the control of the District.

ePrep, Inc. provides software licenses and platform support for its CERT testing and data platform, designed for high school assessments. The platform supports learning by delivering test preparation and targeted educational assessments, enabling educators and administrators to monitor student progress, utilize analytics, and provide adaptive learning and personalized recommendations. The implementation of ePrep's CERT platform enhances teaching and learning while ensuring all student data remains securely protected, and fully owned by the District.

The purchase of the IMSE Digital Platform and accompanying print instructional materials will provide educators with research-based literacy resources designed to support explicit, systematic, and multisensory reading instruction. The print materials are specifically designed to be used in conjunction with IMSE's proprietary instructional methodology, ensuring fidelity of implementation and maximizing the effectiveness of literacy intervention. The IMSE platform and materials support evidence-based instructional practices grounded in the science of reading, helping educators deliver structured literacy instruction that strengthens foundational reading skills, including phonemic awareness, phonics, fluency, vocabulary, spelling, and reading comprehension. These resources enable teachers to provide targeted interventions for students experiencing reading difficulties while supporting differentiated instruction across varying levels of student need. The purchase enhances educator capacity by providing high-quality instructional resources that align with IMSE professional learning and instructional routines. Using the digital platform alongside the proprietary print materials ensures consistency in instructional delivery and allows teachers to implement multisensory strategies with fidelity to improve student literacy outcomes.

Dual Credit personnel from the Morehead State University (MSU) have worked with the principal, administrators, and teachers at JCPS high schools to identify teachers with the necessary credentials to offer dual credit for students scheduled in those courses. These agreements align with the Dual Credit Scholarship Program as well as the Work Ready Kentucky Scholarship (where applicable). These dual credit courses can be transferred to any regionally accredited college or university for credit.
The attached Memorandum of Agreement for Dual Credit details the data exchange commitments, expectations of MSU, the local school, the local school adjunct faculty, and students.
This dual credit agreement carries a financial cost of $0 to the District.

Dual Credit personnel from Spalding University have worked with the principal, administrators, and teachers at various JCPS High Schools to identify teachers with the necessary credentials to offer dual credit for students scheduled in those courses. High Schools will provide written notification of the courses they plan to offer prior to each semester and/or academic year.
The terms of this partnership agreement follow the National Alliance of Concurrent Enrollment Partnerships (NACEP) standards of practice. This agreement also follows the SACS OCS accreditation standards for credentialing adjunct faculty. This agreement complies with the Kentucky Dual Credit and Work Ready Scholarship Programs and includes negotiated points outlined in the Postsecondary Partner Institution (PPI) agreement with the Kentucky Higher Education Assistance Authority (KHEAA), which manages the Kentucky Dual Credit and Work Ready Scholarships. This college provides appropriate dual credit courses to all JCPS high school students and high schools participating in dual credit.

YAG will work with students to write and publish poetry and creative non-fiction and provide an end of program celebration. Trained mentors from First Hour Grief Recovery will guide students in addressing their social, emotional, and academic needs.
This project directly supports the District’s Strategic Plan: Goal One - Deeper Learning and with Vision 2020 Deeper Learning strategies 3.2.1 and 3.3.1. These strategies commit the District to providing every student with access to responsive support services, utilizing best practices to strengthen partnerships across families, stakeholders, and the community.

A list of Schoolwide fundraising activities for the 2026-27 school year is attached. All activities must follow the current JCPS health and safety guidelines. All activities must follow the current KDE and JCPS Accounting/Redbook policies and guidelines including all documentation requirements. Fundraising activities may only be approved by the Jefferson County Board of Education (JCBE) and principals.
Schoolwide fundraisers are defined as “organized activities of soliciting and collecting money for the benefit of ALL students of a school.” All schoolwide fundraisers that involve students with sales and collections where the entire student body benefits, must be approved by the Jefferson County Board of Education (JCBE). This includes school, PTA, PTSA, Booster, or Alumni fundraisers. It does not include service project fundraisers such as Jump Rope for Hearts or canned good drives, or any activity that funds a specific student organization or general activity, such as athletics.
Where possible, similar events across multiple schools have been combined to promote administrative efficiency in accordance with the Redbook. Approved activities are for all schools unless noted otherwise.
