Rationale

The Owensboro Metropolitan Planning Commission met in regular session on February 13, 2025, and proposed amendments to the text of the Zoning Ordinance for the cities of Owensboro and Whitesville, and Daviess County regarding revisions to Article 18 – Flood Plain Regulations, specifically regarding the definitions of substantial improvement to existing structures and standards for manufactured homes and recreational vehicles.

Consider Municipal Order 5-2025 entitled A MUNICIPAL ORDER AUTHORIZING THE APPLICATION FOR FUNDS FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY IN THE TOTAL AMOUNT OF $11,465,438.00; AND AUTHORIZING AND DIRECTING THE FUNDS TO BE DISBURSED TO OWENSBORO GRAIN HOLDING COMPANY, INC., TO FACILITATE CONSTRUCTION OF A WALL ON THE BANK OF THE OHIO RIVER TO ENSURE THE CONTINUED STABILITY OF OWENSBORO GRAIN’S FACILITIES; AND AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AGREEMENT WITH OWENSBORO GRAIN HOLDING COMPANY, INC., CONCERNING THE FUNDS.
Rationale

Owensboro Grain Holding Company, Inc. (“Owensboro Grain”) desires to apply for funds in the amount of $11,465,438.00 from FEMA so that it can construct a 1400’ sheet pile wall on the south bank of the Ohio River to ensure the continued stability of its facilities. Owensboro Grain agrees to be solely responsible for the local share of twenty-five percent (25%) of the project cost in the amount of $2,866,359.00. The City of Owensboro will act as a conduit for obtaining the funds from FEMA and disbursing them to Owensboro Grain for its use in accordance with an Agreement concerning said matter.

Rationale

The Owensboro Police Department seeks to purchase eighty (80) Glock 45 Generation 5 pistols with optical sights through the Law Enforcement Protection Program grant awarded by the Kentucky Office of Homeland Security with grants funds in the amount of $64,985.60.

Rationale

Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda.  Comments are limited to issues within the scope and responsibility of the Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from staff or the Board of Commissioners.  The Mayor reserves the right to extend time to the speaker.
