Call to Order
In light of the Governor having declared a state of emergency within the Commonwealth on March 6, 2020, as a result of the COVID-19 outbreak and in compliance with guidance issued by the Executive Branch on March 12 and 16, 2020, regarding the conduct of meetings of state boards and commissions during the emergency period, this meeting will be conducted by video-teleconference and available for live public viewing at the following link: JCBE MEETING VIDEO
Members of the public will have the opportunity to voice opinions or express concerns by submitting remarks via email. Remarks should be limited to 500 words or less and sent to the Assistant Secretary to the Board (angela.gilpin@jefferson.kyschools.us) for dissemination purposes prior to the meeting. Public remarks will be shared with each Board member and recorded in the Official Minutes.

III.
Organization of the Board: Election of Chairperson
In accordance with Board Policy 01.41 Board Organizational Meeting, the Board shall conduct an organizational meeting at its first regular meeting in January.
At this meeting, the Board shall elect a Chairperson and a Vice-Chairperson from among its members.
The duties and responsibilities of the Board Chairperson and Vice-Chairperson are set forth in Board Policy 01. 411. The Chairperson of the Board shall preside at all meetings of the Board and shall have a vote on motions placed for action before the Board. She or he shall sign such documents on behalf of the Board as may require signature. The Chairperson shall represent the Board in deliberations with other boards, districts, or agencies unless another member of the Board is so designated.
The Chairperson shall perform all duties required by the Kentucky Revised Statutes and shall perform such other duties as may be prescribed by action of the Board.
In the event that the Chairperson of the Board is absent from any meeting of said Board, the Vice-Chairperson of the Board shall act as Chairperson. In the event that both are absent, the Board shall designate another member of the Board to act as temporary chairperson.
If for any reason the Office of the Chairperson becomes vacant, the Vice-Chairperson shall act as Chairperson until a new Chairperson is elected. A new Chairperson shall be elected on or before the second regular meeting date following the vacancy and shall serve until the first regular meeting in January.

Acceptance of Update on District Response to the COVID-19 Pandemic
In response to the COVID-19 pandemic, JCPS students have spent the first semester of this academic year learning remotely under Non-Traditional Instruction (NTI). District leadership has closely monitored data regarding COVID-19 in our community, and has relied upon evolving guidance from local, state, and national officials for an appropriate response for PreK-12 education. New information and guidance develops frequently, and the Superintendent must keep the Board, JCPS staff, families, and community informed regarding the planning and implementation of the District’s response.
This update will address areas where new developments have arisen, or are forthcoming. These broad topics are the same as in previous recent updates. As weeks pass, however, new information is received, and the context for District decision-making changes, making regular updates critically important.
Vaccines for JCPS Staff
- Information about plans, being developed by the District in collaboration with state and local public health officials, for the vaccination of JCPS employees and the return to school.
- Update regarding the number of employees indicating they wish to receive a vaccine.
Athletics
- Update regarding current level of COVID-19 infection rates in Jefferson County in relation to guidance from the Kentucky High School Athletic Association regarding Winter sports.
- Current thinking regarding when and to what degree to permit student participation in athletics based on data and guidance.

SEAs, in turn, make sub grants to local educational agencies (LEAs) that demonstrate the greatest need and the strongest commitment to use the funds to provide adequate resources in order to raise the achievement of students in their lowest-performing schools.

Acceptance of Sub-Grant from Catholic Charities
Grant funds will pay extended services offered by the Bilingual Community Liaison to support refugee students and families, plus salaries and benefits for teachers and bilingual instructors to provide summer programming for K-12 English Language Learners at the following locations:
- Catholic Charities (CC) – a five-week program for newly arrived refugees;
- Kentucky Refugee Ministries (KRM) – a five-week program for newly arrived refugees;
- HS ESL Summer Learning - a six-week program that offers ESL 2, English 3, and/or elective courses for High School English Learners to earn credit hours;
- Extended summer learning opportunities for refugee students at Newcomer Academy.
Instructional materials, supplies, and student transportation costs for summer programs will be funded by the grant. The grant will help serve approximately 300 refugee students. In addition, grant funds will pay stipends to teachers and bilingual instructors to attend professional development.
The period of performance is October 1, 2020, through September 30, 2021. The total award is $160,000. Matching funds are not required, and the grant does not obligate the district beyond the period of performance.
This grant aligns with Vision 2020 strategy 1.1.5 improving student literacy and strategy 1.1.7 providing differentiated resources to eliminate opportunity gaps.

VII.H.1.
Recommendation for Approval of the Memorandum of Agreement with Eastern Kentucky University for Dual Credit
Dual Credit personnel from Eastern Kentucky University have worked with the high school staff to identify teachers with the necessary credentials to offer dual credit for students scheduled in those courses. The agreement aligns with the Dual Credit Scholarship Program. These dual credit courses can be transferred to any regionally accredited college or university for credit. Eastern Kentucky University is a Partner Postsecondary Institution with KHEAA for that program.
Specifically:
- Scholarship funds may be used for dual credit unless the student has exceeded two courses or state funds are exhausted. In that case, the student/family is responsible for paying tuition.
- Tuition is set to 2/5 KCTCS tuition (as required by the PPI agreement with the KHEAA). Eastern Kentucky will not charge JCPS for reimbursement of unsuccessful student tuition.
Courses Included in this agreement are:
- AVN 170 - Introduction to Unmanned Aircraft
This work supports Vision 2020 strategies 1.1.3 - Provide equitable access, and 1.1.7 - Eliminate opportunity gaps.

Recommendation for Approval of Agreement with ValuMarket Pharmacy to Help Offer Vaccines to Jefferson County Public School Students and Staff
JCPS has over 19,000 children showing as non-compliant with state immunization requirements in 19-20. 92% of those children received free/reduced lunch and 64% were children of color. This data suggest disparities in access to health care among children in JCPS. As COVID-19 vaccines become available, structures to ensure access to immunizations is critical. A partnership with ValuMarket Pharmacy will help make vaccines more accessible to students, thus leading to improved school attendance and decreased chronic absenteeism. Increased access for staff will also help support health and safety for all employees.
Services from ValuMarket Pharmacy will allow for the implementation of immunization clinics throughout the district. These clinics will offer vaccines to students and staff. By offering immunization clinics in schools, there will be increased access to healthcare and reduced disparities for those that otherwise do not have access. The goal of this collaboration is to make vaccines accessible to all students and staff of Jefferson County Public Schools. The project directly supports strategy 2.1.3 (Improve Culture/Climate) in Vision 2020 which also aligns with the district pillar of Culture/Climate and racial equity. Transition readiness will also be improved by institution of structures to ensure students are ready to learn (System 5, Academic and Behavioral Support). This project aligns with JCPS partnership with Evolve 502 to support provision of wrap-around services.
The District is not providing matching funds for this project and there is no cost to JCPS.

The attached Memorandum of Understanding authorizes the collaboration between Newcomer Academy and YMCA with the goal of expanding the enrichment opportunities offered to students participating in 21st Century Community Learning Center (21st CCLC) programming. There is no cost to the District for these services with the exception of in-kind contributions.
Through the attached Memorandum of Understanding, the responsibilities of both JCPS and the YMCA will be clearly delineated. This agreement is effective through June 30, 2021.
The project directly supports Vision 2020 strategies 1.1.3, 1.1.5 and 1.1.7.

The MOA process was developed to ensure community providers given access to students on school property had proper licensure, insurance and background checks as mandated by KRS 160.380 and that the community provider fills a need for schools.
No costs will be incurred by JCPS or JCPS student, parent or legal guardian for services rendered. The agency will only bill for the cost of services to the private or public health insurance company after parent or legal guardian gives written permission to do so.

The proposed policy was received by the Board of Education for First Reading on December 1, 2020.
The District has a fully developed Continuity of Operations Plan (COOP) in place to ensure that District operations are performed efficiently with minimal disruption during an emergency. The COOP provides guidance to ensure the District is capable of conducting its essential missions and functions under all threats and conditions, including, but not limited to acts of nature, accidents, technological emergencies, and military or terrorist attack-related incidents, with or without warning.
While the severity and consequences of any emergency cannot be predicted, effective contingency pre-planning based on a comprehensive risk assessment can minimize the impact on the District’s missions, personnel, and facilities.
This policy codifies in Board policy the requirement that the District shall have a Continuity of Operations Plan.

Recommendation for Approval of Application for an Alternative Model for School-Based Decision Making at Atherton High School
J.M. Atherton High School requests approval to implement an alternative model for school-based decision making. As required by the Kentucky Education Reform Act of 1990 two-thirds of the faculty voted on November 18, 2020, to agree to the model herein described:
The alternative model recommendation is to include the following:
- Revision to current alternative model to increase from two (2) to four (4) student representatives.
- Revision to current procedures to include the designation of the representatives to be the presidents of the senior, junior, sophomore class, and the Black Student Union or the president's designee if the president is ineligible or unable to fulfill commitment of the Student Representative on Council.
- The Student Representatives on Council cannot be related to current council members and the terms expire upon election of new student officers by each group.
- For the protection and conservation of the legal responsibilities of the Council, students selected for this position may be restricted from participation on Council discussions and/or removed from this position at any time by the Council's Chairperson and the position will remain vacant until a new president is elected.
