IV.A. Recognition of Chelsea Wilson
Rationale

Chelsea won the Promote Your School essay contest sponsored by the Kentucky Higher Education Assistance Authority (KHEAA). She received a $500 college scholarship and the opportunity for her school to be featured in future college-planning materials published by KHEAA.

The contest was open to all juniors in Kentucky public and private high schools. Students were required to submit an essay in response to the question, “What is the biggest challenge high school students face?” More than 200 entries were submitted from 66 high schools from across Kentucky.

Contest judges said, “Chelsea’s essay was written with maturity and insight as she considered the essay topic from an adult point of view.” Her essay focused on the nontraditional challenge topic of teenage limbo, where students are both expected to be adults in some ways yet still follow the rules for teenagers.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Chelsea Wilson, a student at the Brown School, for winning the Promote Your School essay contest.

IV.B. Recognition of Joseph Kline and Charles Robb
Rationale

Joseph earned the top score on the Principles of Finance section, and Charles was one of three students to earn the second-highest score on the Principles of Marketing section of the High School of Business Exam. The students are among the top business students nationwide who tested their business knowledge on the rigorous exam.

The exam is administered by the Marketing and Business Administration Research & Curriculum Center (MBAResearch) and is a national accelerated business administration program.

MBAResearch was created in 1971 as an education foundation. The foundation’s mission is to provide support to educators in preparing students for careers in the business industry. It also helps enhance the knowledge and skills of students and prepares them to be great leaders so that they graduate employable, productive, and promotable in the world of business.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Joseph Kline and Charles Robb, students at Eastern High School, for earning top scores on the High School of Business Exam.

IV.C. Recognition of National Merit Scholarship Program Semifinalists and National Achievement Scholarship Program Semifinalists
Rationale

More than 40 distinguished JCPS students have been selected as 2014 National Merit Scholarship Program Semifinalists and 2014 National Achievement Scholarship Program Semifinalists.

Approximately 1.5 million juniors in 22,000 high schools from across the nation participated in the National Merit Scholarship Program. The program recognizes outstanding students who score very high on the Preliminary Scholastic Aptitude Test/National Merit Scholarship Qualifying Test (PSAT/NMSQT).

The National Achievement Scholarship Program Semifinalists will compete with more than 1,600 African-American high school seniors nationwide for approximately 800 scholarships worth approximately $2.5 million. More than 160,000 juniors who took the PSAT/NMSQT participated in the National Achievement Scholarship Program Competition.

Finalists for both programs are selected based on their outstanding academic record throughout high school, endorsement and recommendation by a high school official and earned SAT scores that confirm their performance on the PSAT/NMSQT as well as their accomplishments, leadership, and participation in school and community activities.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize the District’s 2014 National Merit Scholarship Program Semifinalists and the 2014 National Achievement Scholarship Program Semifinalists from Atherton, Ballard, Brown, Butler Traditional, duPont Manual, Eastern, Louisville Male, and Pleasure Ridge Park high schools.

IV.D. Recognition of School Psychologists
Rationale

Bethanie and Penny both received the Kentucky Association for Psychology in the Schools (KAPS) Psychologist of the Year Award. The award recognizes psychologists who exemplify outstanding leadership, extensive professional expertise, accomplishments, and dedication to the profession. They were recognized for their work in helping JCPS build capacity to deal with traumatic events.

Bethanie and Penny are certified PREPaRE trainers. PREPaRE is a nationally recognized crisis response curriculum. Bethanie and Penny serve as crisis response leaders for JCPS and have trained more than 150 district staff on how to use the PREPaRE model.

The mission of KAPS is to promote educationally and psychologically healthy environments for all Kentucky children and youth.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Bethanie Brogli Opell and Penny Mills, Jefferson County Public School District school psychologists, for being named Kentucky School Psychologists of the Year.

Rationale

The Educational Interpreter job descriptions are changed to more accurately reflect the need for an interpreter to possess the required license and meet the requirements of the Kentucky Board of Interpreters for Deaf and Hard of Hearing.

The Nutrition Refrigeration Technician job description is added to address specialized refrigeration skills needed to work on refrigeration equipment in kitchens.

The Director Human Resources job description is submitted to provide leadership, general oversight, and direction to management of the District’s Human Resource programs.

The Director Labor Management and Employee Relations and Director Administrator Recruitment and Development job descriptions are changed to reflect the new reporting relationships with the Director Human Resources and change in responsibilities.

V.F. Approval of Project Completion and BG-4 Form for Operable Partition Replacement at Fairdale Elementary School
Rationale

On September 12, 2011, the Board of Education approved CMTA, Inc. to prepare plans and specifications for Project 010-12010.

On February 25, 2013, the Board approved awarding a contract to Martin Construction Co. as the low bidder.

CMTA, Inc. has made a final inspection and concluded that this contract is complete and final payment is due the contractor.

Rationale

Carrithers Middle School received $650 from the City of Jeffersontown to purchase new equipment and uniforms for the boys’ basketball team; $500 from Jane Emke through the Community Foundation of Louisville to purchase books for the school library; and $3,000 from the City of Jeffersontown to purchase school supplies and student uniforms.

DuPont Manual High School received a $500 General Electric Star Award from the Institute of International Education to purchase business education supplies.

Klondike Elementary School received $1,000 from the National Center for Family Literacy to purchase parent training materials, shirts for the Papa Bear program, and academic resources for students.

Minors Lane Elementary School received $200 from Vladyslava Glenn to purchase sensory activity items for the Autism classroom.

Peace Academy received $500 from the Commonwealth of Kentucky Department of the Treasury to purchase student school supplies.

V.N. Acceptance of Funding from the Jefferson County Public Education Foundation
Rationale

Jefferson County Public Schools received $25,500 from the Jefferson County Public Education Foundation through the following donors:

Claire Alagia donated $500 in support of 55,000 Degrees, a public-private partnership with the goal of increasing education attainment in Louisville by adding 55,000 postsecondary degrees by the year 2020.

General Electric donated $5,000 to support SkillsUSA at Iroquois and Jeffersontown high schools. SkillsUSA is a partnership of students, teachers, and industry working together to ensure America has a skilled workforce.

Yum! Brands Incorporated donated $20,000 to Cane Run Elementary School for winning in the world competition Hunger to Hope Volunteer Challenge. Yum! Brands works to raise awareness of the hunger issue and to engage communities with the goal of ending hunger. The Huge Heart Champion honor was given to Team Cane Run Peace Garden Environmental Coordinator, Darleen Horton, who designed the gardens and created and taught lessons based on cultural respect and nutrition.

The Kentucky Educational Collaborative for State Agency Children has awarded the District funding totaling $673,055.

This annual grant is provided to fund salaries and other operating expenses at the following centers that provide educational services to state agency children that provide educational services to state agency children:

  • Ackerly Inpatient/Kosair Hospital: $26,685
  • Audubon Youth Development Center: $177,900
  • Louisville Day Treatment Center: $88,950

V.P. Approval of Memorandum of Understanding with the American Association of School Administrators
Rationale

Through the American Association of School Administrators (AASA) Expanded Learning Opportunities Challenge, the District was awarded a $25,000 grant, which was accepted by the Board of Education on October 28, 2013. The AASA issued the attached Memorandum of Understanding after that date.

The funding will be used to support further work with Louisville Linked; a Summer Learning Summit focusing on quality, community conversations about how to increase participation in out-of-school time programs; and District staff participation in the Ready by 21 National Meeting in April 2014. Efforts will also be directed at increasing the number of volunteers in out-of-school time programs.

This is one-time funding and accepting this grant does not obligate the district financially nor is there a requirement for matching funds or cost share.

Superintendent Donna Hargens recommends that the Board of Education approve the attached Memorandum of Understanding with the American Association of School Administrators and authorize the superintendent to sign same.

V.Q. Approval of Memorandum of Understanding with Dare to Care Food Bank
Rationale

This Memorandum of Understanding will allow the Dare to Care Food Banks to use JCPS kitchen facilities for the Cooking Matters outreach program.

Cooking Matters Signature Courses teach kids and parents important lessons about self-sufficiency in the kitchen. Participants practice fundamental lessons including knife skills, reading ingredient labels, cutting up a whole chicken, and making a healthy meal for a family of four on a $10 budget. Adults and teens take home a bag of groceries after each class so they can practice the recipes taught that day.

JCPS School and Community Nutrition Services (SCNS) understands the critical needs in our community in this regard. SCNS is committed to help, aid, and assist with this program, while continuing to adhere to the strict local, state, and federal guidelines that apply to public school nutrition programs.

V.R. Acceptance of the JCPS 2013–14 School Nutrition and Physical Activity Annual Report
Rationale

KRS 158.856(5) requires the District to complete an annual assessment of the nutrition and physical activity environment in the District and issue a report at least sixty (60) days prior to the public forum required by KRS 158.856(5). The report may be issued via posting to the District's website.

The JCPS 2013–14 Nutrition and Physical Activity Annual Report—including Coordinated School Health and Health Promotion Schools of Excellence—will be presented to all School-Based Decision Making councils and will be available to the public via the District website.

The presentation of the report or public forum occurs annually at the last regularly scheduled Board meeting in January.

After the January Board presentation, the Superintendent will submit a summary of the findings and recommendations of the 2013–14 Nutrition and Physical Activity Report as required by KRS158.856(6) to the Kentucky Department of Education by May 1, 2014.

V.S. Approval of Continuation Agreement for the Air Force Junior Reserve Officer Training Corps Unit at Moore Traditional School
Rationale

Approval of this agreement will continue the Air Force Junior Reserve Officer Training Corps (AFJROTC) unit at Moore Traditional School under the provisions of Public Law 88-647, The Reserve Officer Training Corps Vitalization Act of 1964, Section 2031, Chapter 102, Title 10, United States Code (USC).

The AFJROTC curriculum as an elective offering broaches the following concepts:

  • Problem solving: AFJROTC builds capacity in the student to have confidence to explore, engage, diagnose, and solve both instructional questions and matriculation of life and also engages the student in continual instructional application that gives the student the opportunity for individual and group problem solving.
  • Self-Discipline: AFJROTC gives the student confidence to internalize responsible decision making and a sense of self-reliance.
  • Self-Determination: While the majority of today's AFJROTC students do not participate in post-secondary transition to the military, the value afforded the student in decision making, goal orientation, and responsiveness to oneself and others is highly regarded by the student.
  • Community Service: AFJROTC students provide numerous hours of community service.
In addition, the curriculum requires the student to have the confidence to lead oneself and others.  The AFJROTC Program provides rich curriculum to those students who choose this option as well as an excellent opportunity for the transfer of skills learned to many non-AFJROTC areas. Many students who take this elective in high school successfully transition to post-secondary training, i.e., colleges, universities, technical schools, or work.

This agreement represents the entire agreement and supersedes any prior agreement. This agreement will be reviewed for currency every five years.

V.T. Approval of Agreements with Kentucky Higher Education Assistance Authority for AmeriCorps College Coaches at Southern and Valley High Schools
Rationale

The Kentucky Higher Education Assistance Authority (KHEAA) administers various student financial aid programs and conducts myriad outreach activities in order to help improve access to higher education for Kentucky students and their families. KHEAA will place a fully-trained AmeriCorps College Coach in Southern and Valley high schools to serve as a full-time near-peer mentor for students.

KHEAA will provide regular, rotating oversight for the AmeriCorps member to ensure s/he is engaged in service activities to help students and their parents develop higher educational aspirations and learn about and use available resources to help pay for education beyond high school. KHEAA will provide age-appropriate publications and outreach services to students and parents as well as training on KHEAA resources to school personnel.

The schools will provide the College Coach with opportunities to interact with all students and parents and provide access to student data and Individual Learning Plans. The schools will submit a report to KHEAA if expenses occur and may provide supervision, office space, office supplies, technology, mileage, and some program support expenses.

The service period is from September 1, 2013, to June 30, 2014. The agreements are being submitted late due to delayed receipt from KHEAA.

V.U. Approval of Shortened School Days for Two Exceptional Child Education Students
Rationale

The Kentucky Administrative Regulations, as outlined in the Exceptional Child Education Policies and Procedures Manual, requires that a shortened school day and/or week be submitted to the Board of Education for approval. This Board action is subject to confidentiality requirements according to policies and procedures in Chapter 9 of the Exceptional Child Education Policies and Procedures Manual. Following Board approval, the request will be submitted to the Kentucky Department of Education, Division of Learning Services.

The District must maintain the following documentation for all shortened school days and/or weeks approved by the Local Board of Education: approval by the Local Board of Education (student confidentiality procedures must be followed when listing student information in the local Board minutes); minutes of the Admission and Release Committee (ARC) meeting documenting the ARC decision that a shortened school day and/or week is needed; a copy of the student’s Individual Education Plan documenting the shortened school day and/or week; and a copy of the physician's statement of the medical need.

Per regulations, the students are being identified as SSD144 and SSD145 rather than by name. Student SSD144 has a medical condition, with proper physician documentation, which requires a three-and-one-half hour school day, five days per week. Appropriate ECE procedures have been followed for this student, who is being served in a special school.

V.Y. Approval of Funding for Council for Better Education Adequacy Study
Rationale

The Council for Better Education (CBE) represents Kentucky school districts in efforts to ensure full implementation of Kentucky's constitutional commitment to our students and common schools. The CBE is normally funded by assessing districts although there hasn't been such an assessment in several years. The adequacy study will be conducted by Picus Odden & Associates and will cost approximately $130,000. The CBE is asking all districts for contributions at 25 cents per Average Daily Attendance, which is $21,525 for Jefferson County.

The adequacy study will provide independent verification based on scientific measurement on what is already known. School districts are severely underfunded and must receive adequate funding to ensure all students become college and career ready. As a state, we have committed to much higher expectations, but state funding per student has declined.

A Synopsis of the Kentucky School Finance Study by Picus Odden & Associates is attached, along with frequently asked questions pertaining to the adequacy study.

V.Z. Approval of Deed Conveying Interest in Property Located at 3401 River Park Drive to New Ransom Way of the Cross Temple
Rationale

Skylight Primitive Baptist Church, a dissolved church, is the owner of record of the property located at 3401 River Park Drive.

Pursuant to KRS 273.130, if any religious society holding land dissolves, the title shall vest in the trustees of the county seminary in which the land lies for the use of that seminary, and if there is no such seminary, then in the county judge/executive, for the benefit of common schools in the county.

Another religious organization, New Ransom Way of the Cross Temple, is seeking to acquire the title of the property and has offered to pay $7,000 to the Board of Education to convey any interest it may have in the property.

The property is approximately 0.0785 acre in size and is not located adjacent to or in close proximity to school property. Therefore, the property is not suitable for a public school use.

VII.B. Update on Student Assignment Process
Rationale

During the past year the Student Assignment office, along with the Option and Magnet office, have been working diligently on making the student assignment process more “user friendly” for families.

To improve the customer service and efficiency of student assignment, staff has engaged in the following activities:

  1. Hosted two showcases (one for middle and high and one for elementary);
  2. Implemented an on-line application process; 
  3. Developed a student assignment algorithm to assign students to schools;
  4. Developed an App mobile to bring the application process to areas of town that have a need;
  5. Completed an initial review of the Option and Magnet programs and determined, with the exception of one program, that Optional programs at the elementary level should be dropped; and
  6. Changed the number of clusters from 6 to 13 at the elementary level to shorten ride times for elementary students.

This report will provide an update on the activities listed above and also outline next steps for additional improvements such as completing the Magnet review process and making the address verification process more user friendly.
