III. STATUTORY AND CONSTITUTIONAL OATH ADMINISTERED TO NEWLY ELECTED BOARD MEMBERS
Hon. Kimberly A. Shumate
Rationale

CONSTITUTIONAL OATH FOR BOARD OF EDUCATION MEMBERS

There are two oaths - one verbal and one written- that new and re-elected board members must take.    An official qualified under KRS 62.020 must administer this oath by having the board member repeat after the official.  The official must then certify in writing that the oath was administered, and this certification must be filed with the Office of the County Clerk.  A separate written oath is set out in KRS 160.170.  This oath may be prepared as a form document to be completed and signed by the board member and then notarized.  The executed document must be maintained as an official board record.

Newly elected or appointed board members must take both oaths. This includes not only members that are new to the board itself, but also members who are reelected for additional terms and members elected or appointed to fill an unexpired term.

Judge Kimberly A. Shumate will administer the Oath of Office.

VI.G. APPROVE APPOINTEES TO THE 2024-2025 DISTRICT EVALUATION APPEALS COMMITTEE
Rationale

The state regulation on the evaluation of certified personnel, KRS 156.557 and 704 KAR 3:345 require the local board of education to appoint its representatives to the Local Evaluation Appeals Panel.
As part of our district's evaluation process, an Evaluation Appeals Panel is established each year. This is an important element in the evaluation process; it ensures that evaluation process and guidelines have been followed, and it provides a process to ascertain whether an employee has been fairly evaluated in his/her summative evaluation.
The Evaluation Appeals Panel is made up of three members - all certified staff members. Two members of the three-member team are elected by the certified staff members in the district. The third member is appointed by the Board of Education.
The certified staff members have selected the following to serve on the panel for this school year:
       Heather Paulsen
       Chase Greenwell
       Michele Deon, alternate

The Board of Education is required to appoint the third member of the panel and an alternate. Mr. Paul M. Mullins would like to suggest Travis Gay, Director of Student Services, to serve as the Appeals Panel member and Cain Alvey, Director of Special Programs, to serve as the alternate.

VI.H. APPROVE REQUEST FOR EMERGENCY TEACHING CERTIFICATION FOR SUBSTITUTE TEACHERS
Rationale

Mrs. Derisa Hindle is requesting approval for an Emergency Teaching Certification for a Middle School Math Teacher and a Middle School ELA Teacher. Postings to attract and employ teachers in these positions were placed on the Kentucky Employment Placement Service (KEPS) and on the district's application software (TalentEd), and on vacancy announcements throughout the district. The best candidate for the middle school math position is a retired elementary teacher who has been a long-term substitute teacher in the classroom for the past two months. The best candidate for the middle school ELA position is a long-term substitute who has been in that classroom the last two months and is enrolling in a Masters of Arts in Teaching program for middle school ELA.

We are also requesting approval for an Emergency Substitute Teaching Certification/ Renewal for the following individuals:
Lilynn Sanders
Casey Cone
Lala Grounds
Abigail Wooten
