Rationale

Changes are necessary in Chapter 26, Article II, Section 26-17(b) of the Owensboro Municipal Code concerning the qualifications of members of the City Utility Commission in order to comply with recent revisions to KRS 96.530.

Consider Municipal Order 35-2021 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT BY AND BETWEEN THE CITY OF OWENSBORO AND DAVIESS COUNTY, UNDER THE TERMS OF WHICH THE 2021 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT FUNDS IN THE AMOUNT OF $24,060.00 WILL BE ALLOCATED TO THE DAVIESS COUNTY SHERIFF'S OFFICE TO PURCHASE THIRTEEN (13) DELL LAPTOP MDT COMPUTERS FOR USE IN PATROL VEHICLES.
Rationale

In 2005, the City and Daviess County entered into an agreement to alternate the annual filing of applications for the Edward Byrne Memorial Justice Assistance (JAG) program for possible funding to purchase equipment for their individual departments. Under the terms of the agreement, the County intends to apply for the 2021 JAG grant funds in the amount of $24,060.00, which funds will be utilized for the purchase of thirteen (13) laptop MDT computers for use in patrol vehicles.

Rationale

The City through its Fire Department, Mercy Ambulance of Evansville, Inc. d/b/a American Medical Response (AMR), and Daviess County Fiscal Court through its Fire Department desire to collaborate with Owensboro Community and Technical College to provide coursework for their employees for an accelerated Emergency Medical Services (EMS) Paramedic Certificate, which program will better meet the need for paramedics in the area. The Parties desire to enter into a Memorandum of Agreement to establish the terms and conditions for their collaboration in providing coursework for the accelerated EMS Paramedic Certificate program.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
