6.A. Consider Ordinance 10-2018 entitled AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2017 AND ENDING JUNE 30, 2018, AND AMENDING ORDINANCE 9-2017 TO FUND THE BUDGET CONTINGENCY AND SUBSIDIZE THE RECREATIONAL FUND.
Rationale

Consider Ordinance 11-2018 entitled AN ORDINANCE AUTHORIZING AND DIRECTING THE REBATE OF ONE PERCENT (1.0%) OF ALL OCCUPATIONAL LICENSE FEES DUE AND PAYABLE TO THE CITY OF OWENSBORO, KENTUCKY, BY ORDINANCE, FROM THE SALARIES, WAGES AND OTHER COMPENSATION TO BE PAID TO NEW EMPLOYEES HIRED BY UNIFIRST CORPORATION PROVIDED SAID COMPANY MEETS THE CRITERIA SET FORTH IN ITS APPLICATION FOR INCENTIVES UNDER THE KENTUCKY BUSINESS INVESTMENT PROGRAM.
Rationale

Unifirst Corporation has made application for certain benefits and incentives available to it under the Kentucky Business Investment Program (KBI) of the Kentucky Economic Development Finance Authority (KEDFA) as a result of its commitment to expand and create jobs and investments in Owensboro. UniFirst Corporation has agreed to invest $4,000,000 for an approximate 40,000 square foot expansion to their existing 320,000 square foot service technology facility, and $8,000,000 to equip the facility with updated equipment to increase production capability at their facility at 2801 UniFirst Drive. UniFirst Corporation will create a minimum of 25 new jobs, and will also play an important role in preserving the existing 345 jobs, thus securing a long-term presence for the company in the City of Owensboro. As an incentive and an inducement for UniFirst to improve and grow its facility in Owensboro, the City hereby agrees to rebate to the Company 1.0% of the total occupational license fee revenues otherwise derived by the City from salaries, wages and other compensation paid to the qualifying new employees hired by UniFirst.

8. MUNICIPAL ORDERS
8.A. Consider Municipal Order 15-2018 entitled A MUNICIPAL ORDER APPROVING THE 2018–2019 ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP FUNDS, PREPARED BY THE COMMUNITY DEVELOPMENT DEPARTMENT AND AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE SAME.
Rationale

Each year the City approves the Community Development Department budget and determines how the Federal HUD funds will be spent.  Public hearings were held on February 26, 2018 and April 9, 2018 by the Citizens Advisory Committee for Community Development.  On April 9, 2018 the Citizens Advisory Committee for Community Development held a public hearing and voted to recommend the 2018-2019 Annual Action Plan for Community Development Block Grant and HOME Investment Partnership Program Funds.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.

City Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.  The meetings are not intended to serve as public forums for candidates who are campaigning for political office.  Political candidates, like any citizen, may address any item on the City Commission’s agenda.  During the open public forum, any citizen of Owensboro may address a specific city-related issue not on the agenda, but candidates for any political office will not be allowed to use the Commission meeting to promote his/her candidacy for public office.

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
