Consider Ordinance 18-2026 entitled AN ORDINANCE LEVYING AD VALOREM TAXES FOR MUNICIPAL PURPOSES FOR THE FISCAL YEAR COMMENCING JULY 1, 2026, AND ENDING JUNE 30, 2027, AT THE RATE OF 25.60 CENTS PER $100 OF ASSESSED VALUATION OF REAL PROPERTY, 28.44 CENTS PER $100 OF ASSESSED VALUATION OF PERSONAL PROPERTY, AND 30.30 CENTS PER $100 OF ASSESSED VALUATION OF VEHICLES, AND PROVIDING FOR THE COLLECTION AND APPORTIONMENT OF SAME.
Rationale

The Board of Commissioners has heretofore determined that a tax rate of 25.60 cents per $100 of assessed valuation of real property and a tax rate of 28.44 cents per $100 of assessed valuation of personal property, and a tax rate of 30.30 cents per $100 of assessed valuation of vehicles will be necessary to help meet the anticipated expenditures of the City for the fiscal year beginning July 1, 2026 and ending June 30, 2027.

Rationale

The City of Owensboro seeks to file an application for a Local Assistance Road Program Grant through the Kentucky Transportation Cabinet, Department of Rural & Municipal Aid, in the approximate amount of $1,480,000.00, the proceeds of which will be utilized by the City to perform the necessary street resurfacing. A twenty percent (20%) match of $296,000.00 is required for this grant.

Rationale

The Owensboro Police Department (OPD) seeks to file an application for the Local Records Program Grant through the Kentucky Department for Libraries and Archives in the amount of $19,682.00, the proceeds of which will be utilized by the OPD to purchase additional software storage in order to maintain the integrity of their records, no match is required.

Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda.  Comments are limited to issues within the scope and responsibility of the Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from staff or the Board of Commissioners.
