Consider Ordinance 5-2026 entitled AN ORDINANCE ANNEXING TO THE CITY OF OWENSBORO CERTAIN UNINCORPORATED TERRITORY IN THE COUNTY OF DAVIESS ADJOINING THE PRESENT BOUNDARY LINE OF THE CITY, BEING PROPERTY LOCATED AT 1205 EWING ROAD CONTAINING A TOTAL OF 10.393 ACRES, MORE OR LESS, AT THE REQUEST OF REGIONAL WATER RESOURCE AGENCY.
Regional Water Resource Agency has requested the annexation of 1205 Ewing Road (10.393 acres) for future property consolidation and development.

Consider Ordinance 6-2026 entitled AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2025 AND ENDING JUNE 30, 2026, AND AMENDING ORDINANCE 6-2025 TO APPROPRIATE FUNDS FOR ELEVATOR REPAIR AT THE ALLEN STREET PARKING GARAGE; TO RECEIVE AND APPROPRIATE FUNDS FOR THE BEN HAWES PICKLEBALL COURTS, POLICE OFFICER TRAINING AND TRAFFIC SAFETY.

Consider Ordinance 7-2026 entitled AN ORDINANCE AMENDING CHAPTER 2, ARTICLE IV, DIVISION 3 OF THE OWENSBORO MUNICIPAL CODE RELATING TO THE PROCUMENT CODE.
The Purchasing Department has requested the code be amended to better align with the Kentucky Model Procurement Code (KRS 45A). By referencing the KRS statutes in the Municipal Code, as opposed to the specific language within each statute, it ensures continued compliance when KRS 45A is revised.

MUNICIPAL ORDERS
8.A.
Consider Municipal Order 11-2026 entitled A MUNICIPAL ORDER AUTHORIZING THE CITY OF OWENSBORO TO ADOPT THE 2025 PROGRAM FOR PUBLIC INFORMATION FOR THE COMMUNITY RATING SYSTEM.
The City participates in the Community Rating System, a program through the Federal Emergency Management Agency (FEMA) under the National Flood Insurance Program that provides reductions to flood insurance premiums to residents. The reductions are based on community floodplain management programs, including public information activities. The City of Owensboro previously adopted the Program for Public Information (PPI) which identifies the flood hazard, safety hazards and projects implemented to meet the community’s flood preparedness, safety, education and flood insurance promotion. A PPI Committee meets annually to identify ongoing public information activities and recommend new ideas to better inform residents on flood protection and drainage issues and has recommended an updated Program for Public Information that needs to be adopted.

OPEN PUBLIC FORUM
Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda. Comments are limited to issues within the scope and responsibility of the Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.
The meetings are not intended to serve as public forums for candidates who are campaigning for political office. Political candidates will not be allowed to use the Commission meeting to promote his/her candidacy for public office.
At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized. Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less. Since the item is not on the agenda, no response is required from staff or the Board of Commissioners. The Mayor reserves the right to extend time to the speaker.
