Consider Ordinance 17-2024 entitled AN ORDINANCE CLOSING AN ALLEY RIGHT-OF-WAY BEHIND 1220 CENTER STREET RUNNING FROM EAST PARRISH AVENUE TO EAST 14TH STREET IN THE CITY OF OWENSBORO, KENTUCKY.
Christ Community of Owensboro, Inc. has petitioned the City to close an alley right-of-way located behind 1220 Center Street running from East Parrish Avenue to East 14th Street. All adjoining and abutting property owners have provided written consent for the closure. Public utility easements will be retained.

Consider Ordinance 18-2024 entitled AN ORDINANCE AMENDING CHAPTER 3, ARTICLE I, SECTION 3-8 OF THE OWENSBORO MUNICIPAL CODE TO EXPAND THE SALE OF ALCOHOLIC BEVERAGES ON ST. PATRICK’S DAY WHEN THAT HOLIDAY FALLS ON A SUNDAY, FROM 6:00 A.M. UNTIL 2:00 A.M. THE FOLLOWING DAY; AMENDING ARTICLE II, SECTION 3-29 TO INCLUDE PAYMENT OF TRANSIENT ROOM TAX AS A CONDITION FOR ISSUING OR RENEWING A LICENSE; AMENDING ARTICLE II, SECTION 3-31 TO ALLOW FOR THE ISSUANCE OF A LIMITED GOLF COURSE LICENSE AND TO ELIMINATE REFERENCES TO LICENSE FEES CHARGED FOR PRIOR YEARS; AND AMENDING VARIOUS OTHER SECTIONS OF THE ALCOHOLIC BEVERAGE CONTROL ORDINANCE TO MAKE CORRECTIONS AND REVISIONS TO STATUTORY REFERENCES.
Various amendments are needed to be made to Chapter 3, Article I, as it relates to the Alcoholic Beverage Control Ordinance, including: expanding sales on St. Patrick's Day when it falls on a Sunday, license issuance and renewal as it relates to timely payments of city assessed taxes, issuance of limited golf course license and other corrections and revisions to statutory references.

8.A.
Consider Municipal Order 30-2024 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A REAL ESTATE PURCHASE AGREEMENT FOR THE ACQUISITION OF PROPERTY LOCATED AT 1829 TRIPLETT STREET.
Charalambos A. Pavlas and Androniki Pavlas own certain real property located at 1829 Triplett Street and now desire to sell the property. The City seeks to acquire said property so that it may be rehabilitated and utilized as rental property.

Consider Municipal Order 31-2024 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MUTUAL AID AGREEMENT BETWEEN THE CITY OF OWENSBORO AND OHIO TOWNSHIP FIRE DEPARTMENT.
The City, through the Owensboro Fire Department, and the Ohio Township Fire Department desire to provide aid and assistance to the other in the event of disaster or emergency. This Agreement memorializes the benefits and specific obligations of each.

Consider Municipal Order 32-2024 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE CITY ATTORNEY'S OFFICE TO PROCEED WITH FILING MASS FORECLOSURE ACTIONS TO COLLECT OUTSTANDING DEBTS OWED TO THE CITY OF OWENSBORO.
The City of Owensboro has reviewed the outstanding delinquent tax roll which indicates that there are numerous property taxes that are outstanding and delinquent. The City has incurred much expense in the maintenance and cleanup of abandoned and dilapidated properties, for which it has acquired liens for the costs of such work. The City of Owensboro proposes to pursue collection of the outstanding debts and expenses by filing mass foreclosure actions in 2024, 2025 and 2026.

Consider Municipal Order 33-2024 entitled A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT WITH OWENSBORO COMMUNITY AND TECHNICAL COLLEGE, DAVIESS COUNTY FISCAL COURT AND THE CITY OF HENDERSON TO COLLABORATIVELY OFFER COURSEWORK FOR THE EMERGENCY MEDICAL TECHNICIAN (EMT) CERTIFICATE.
The City of Owensboro through its Owensboro Fire Department, Daviess County Fiscal Court through its Daviess County Fire Department, and the City of Henderson through its Henderson Fire Department desire to collaborate with Owensboro Community and Technical College to provide coursework for their employees for an accelerated Emergency Medical Technician (EMT) Certificate. This Memorandum of Agreement establishes the terms and conditions for their collaboration.

OPEN PUBLIC FORUM
Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda. Comments are limited to issues within the scope and responsibility of the Commission.
Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. The meetings are not intended to serve as public forums for candidates who are campaigning for political office. Political candidates will not be allowed to use the Commission meeting to promote his/her candidacy for public office.
At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized. Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less. Since the item is not on the agenda, no response is required from staff or the Board of Commissioners. The Mayor reserves the right to extend time to the speaker.
