Consider Ordinance 15-2024 entitled AN ORDINANCE ANNEXING TO THE CITY OF OWENSBORO CERTAIN UNINCORPORATED TERRITORY IN THE COUNTY OF DAVIESS ADJOINING THE PRESENT BOUNDARY LINE OF THE CITY, BEING PROPERTY LOCATED AT 3001 WEST 2ND STREET, 35 CARTER ROAD AND 45 CARTER ROAD CONTAINING A TOTAL OF 7.996 ACRES, MORE OR LESS, AT THE REQUEST OF THE CITY OF OWENSBORO, KENTUCKY.
An ordinance annexing the property located at 3001 West 2nd Street, 35 Carter Road and 45 Carter Road containing a total of 7.996 acres, at the City of Owensboro's request.

Consider Municipal Order 27-2024 entitled A MUNICIPAL ORDER AUTHORIZING THE APPLICATION FOR FUNDS FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT IN THE TOTAL AMOUNT OF $7,000,000.00 TO PRODUCE AFFORDABLE HOUSING RENTAL UNITS.
The U.S. Department for Housing and Urban Development (“HUD”) has Pathways to Removing Obstacles to Housing (PRO Housing) grant funds available for the purpose of supporting local communities who are actively taking steps to remove barriers to affordable housing. The City desires to apply for funds in the amount of Seven Million Dollars ($7,000,000.00) from HUD so that it can create affordable rental housing units.

Consider Municipal Order 28-2024 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN ECONOMIC DEVELOPMENT FUND (EDF) GRANT APPLICATION TO THE KENTUCKY ECONOMIC DEVELOPMENT CABINET (CABINET) FOR FUNDING TO ASSIST MIZKAN, INC. IN THE EXPANSION OF ITS FOOD PROCESSING FACILITY; AND AUTHORIZING THE CITY TO ACCEPT EDF GRANT FUNDS FROM THE CABINET FOR ECONOMIC DEVELOPMENT IN THE AMOUNT OF $500,000.00 FOR SAID PROJECT.
Mizkan, Inc. plans to significantly expand its food processing facility in Owensboro, Daviess County, and has requested Economic Development Funds (EDF) grant funds in the amount of Five Hundred Thousand Dollars ($500,000.00) to assist in said expansion. The City will act as a conduit for obtaining the funds from the Kentucky Economic Development Cabinet and disbursing them to Mizkan, Inc. for its use in accordance with an Agreement concerning said matter.

OPEN PUBLIC FORUM
Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda. Comments are limited to issues within the scope and responsibility of the Commission.
Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. The meetings are not intended to serve as public forums for candidates who are campaigning for political office. Political candidates will not be allowed to use the Commission meeting to promote his/her candidacy for public office.
At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized. Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less. Since the item is not on the agenda, no response is required from staff or the Board of Commissioners. The Mayor reserves the right to extend time to the speaker.
