Architectural Services Request for BG23-406, Chapman Career & Tech Upgrades

Rationale:
It is recommended that the Covington Board of Education accept as an informational item the request to advertise for architectural/engineering proposals through the legal ad process for BG 23-406, Chapman Career & Tech Upgrades.
When projects have a construction budget that is larger than $1,000,000, the BOE must solicit proposals for design services. The district may advertise in the local paper and then select firms to be reviewed more carefully or simply contact firms directly to solicit a least three (3) firms to be considered.

During the May 12, 2022 BOE Meeting, the BOE accepted the LAVEC Grant offer in the amount of $4,925,000 to be used for the renovation of our career & tech center. The BG1 was created through a collaborative effort with Chapman Career & Tech Staff Members.

Sixth Month Attendance Report

This is a monthly agenda item used to keep the Board and Administration up to date on attendance and enrollment figures. This report contains the membership and percentage of attendance for students by grade, by school and compares to the last five year’s sixth month enrollment figures.
VII.8.
Nutrition and Physical Activity Report
Ms. Taryn Stewart, Director of Nutrition Services
KRS 158.856 requires that an annual assessment of school nutrition in the district be conducted and that a written report of that assessment be issued to parents, local board members and site based council members. KDE recommends the School Health Index Module on Nutrition as an assessment tool.
The report must include:
• an evaluation of compliance with the school breakfast and lunch programs
• an evaluation of the availability of contracted fast foods
• a review of access to foods and beverages from vending machines, stores, etc.
• nutritional value of foods and beverages available to students
• recommendations for improving the school nutrition environment
The statute also requires that districts annually evaluate the physical activity environment within the district. KDE recommends the School Health Index Module on Physical Education and Other Physical Activity Programs as an assessment tool. The results of the evaluation must be reported to the public along with the report on the nutrition environment.

All money will come from the SkillsUSA budget.

NKCES Intent to Participate for the 2023-2024 School Year
Covington Independent Public Schools intends to participate in the following memberships and programs with the Northern Kentucky Cooperative Extension Services (NKCES) for the 2023-2024 School Year:
- NKCES Membership and Grants Consortium ($10,500 base plus ADA *.50)

Phoenix Program ($26,000 per slot)

Challenge Program ($52,500 per slot)
For the 2023-2024 the district will be requesting eight slots for the Phoenix Program and three spots for the Challenge Program. Funding sources for the NKCES Membership and NKCES Grants Program are district funded. The Phoenix Program and Challenge Program are funded through Special Education and IDEA-B funds.

Capital Funds Request FY23

Revised Capital Funds Request:
1. Lease payment amount to reflect correct amount (decrease of $4)
2. Reflect on CFR only one bus not two buses (decrease of $105,253)
3. Add $522,982 of old construction monies that had balances on BG5's (see lines 6-9 on CFR). This money will be used to make our current bond payments for FY23. This will then free up fund 320, building cash, to be used for future construction projects.

2023-2024 Salary Schedule

Pursuant to CIPS Policy 03.12 Certified Compensation of Benefits and 03.22 Classified Compensation of Benefits, annually the Board establishes salary and benefits for all personnel. Based on the recommendation of the finance committee, this is schedule reflects a 4% raise for all certified and classified employees and the regular step for each employee up to 27 years of service. Based on the recommendation of the equity committee again this year one step is added to those positions that do not include 27 steps. These steps appear in green on the salary schedule.
Please note, we are still conducting quality control reviews on any clerical errors prior to board approval.

Turnaround Vendor Approval for Holmes High School

Pursuant to 703 KAR 5:280, Section (6)(1), a local education agency (LEA) shall provide notice of its intent to utilize the Kentucky Department of Education (KDE) or another vendor from the Kentucky Board of Education's approved turnaround vendor list for the turnaround team. This notice shall be provided to KDE within fifteen (15) days after the Commissioner of Education notifies the school, district or governing board, and the charter authorizer of the audit findings, as described in 703 KAR 5:280, Section (5)(3).
At the last regular meeting on March 23, 2023 the Board approved the Kentucky Department of Education (KDE) as the Approved Turnaround Vendor for Holmes High School, contingent if fifteen days cannot be extended, if the request is extended the Board will table until there has been a further investigation into vendors. KDE approved the extension. Attached are the vendor details for consideration.
