This meeting will be conducted via video-teleconference pursuant to KRS 61.823 and KRS 61.826. The primary location for this meeting and where all members can be seen and heard by the public will be Stewart Auditorium in the VanHoose Education Center. Members of the Board are permitted to attend in-person or via video-teleconference pursuant to KRS 61.826. Members of the public may attend in-person or watch the live-stream.

Recommendation for Approval of Meeting Agenda
The Superintendent shall consult with the Board Chairperson to ensure that an agenda is prepared for all regular and special meetings of the Board. For special meetings, the Board shall consider only those matters which are listed on the agenda.

Recommendation for Approval of Minutes of Previous Meeting
The minutes of action taken at every meeting of the Board, setting forth an accurate record of votes and actions at such meetings, shall be promptly recorded, and submitted for approval at the next regularly scheduled meeting, and such records shall be open to public inspection at reasonable times after they have been approved by the Board.

Recommendation for Approval to Proceed with a Model Procurement Process for a Weapon Detection System to be Implemented in Middle and High Schools in the 2023-24 School Year
The District is committed to providing a safe, secure, and welcoming learning environment for students and staff. That goal requires a multi-faceted set of strategies, including adequate school security measures; improving school culture and climate; implementing effective and equitable student discipline; conducting ongoing threat assessments by trained staff; collaborating with community partners, identifying, and addressing root causes of school and community violence; hiring, training, and deployment of school safety officers; and security-related facilities improvements. As the school safety landscape changes, the District continues to research ways to improve school safety and security.
The Board received a report regarding weapon detection systems at the April 25, 2023, Board meeting. At that meeting, the Board approved a motion to direct the Superintendent to proceed with implementing the proposal that was presented, and include it on the May 9, 2023, special meeting agenda for further discussion and a vote, after time set aside for public comment.
The Superintendent recommends that the Board approve for the District to proceed with a model procurement process to identify a vendor for implementation of a weapon detection system in middle and high schools in the 2023-24 school year.

Discussion of Board Self-Evaluation Goals for 2023 Second Quarter
The Council of the Great City Schools has developed a Student Outcomes-Focused Governance (SOFG) Framework to support large urban school districts to adopt school board behaviors and practices that create the conditions necessary to improve student outcomes.
At the February 28, 2023, Board meeting, the Board approved a timeline for the Board to implement the Student Outcomes-Focused Governance Framework and approved a contract with the Council of the Great City Schools to support that implementation.
The Student Outcomes-Focused Governance Framework is built around six research-informed competencies that describe school board behaviors and the degree to which they create the conditions for improvements in student outcomes: Vision & Goals, Values & Guardrails, Monitoring & Accountability, Communication & Collaboration, Unity & Trust, and Continuous Improvement.
The timeline calls for a quarterly self-evaluation by the Board regarding how it is implementing the six competencies of the framework. This discussion of the self-evaluation for the second quarter of 2023.

Recommendation for Approval of Memorandum of Agreement with the University of Louisville
Since the approval of Option 9 as an offering for an alternative route to certification, JCPS has worked closely with the University of Louisville to create a viable option. This Memorandum of Agreement is the first step in launching another pathway to teaching careers in Jefferson County. If approved, the process will continue as the University of Louisville seeks approval of the Education Professional Standards Board.

Recommendation for Approval of Confidential Data Privacy Agreement with Imagine Learning Digital Support Platforms
Imagine Learning Digital Platforms (Illustrative Mathematics Digital Platform, EL Education Digital Platform, Imagine Math, Imagine Math Facts, Imagine Language and Literacy, Imagine Espanol, Robotify, and Edgenuity) provide equitable access for students and teachers to directly aligned tiered supports with the Illustrative Mathematics and EL Education curricula through integration of technology.
Imagine Learning’s focus on coherent progressions, balancing rigor, and instructional routines assist students with increasing student achievement by automatically adjusting instruction to meet the needs of individual students based on the standards currently being delivered in the classroom. These just in time supports allow teachers to maintain a student-centered approach to teaching while building on foundational skills to reach mastery of the standards.
The purpose of this agreement is to delineate the operational guidelines for sharing data between Imagine Learning Digital Support Platforms and JCPS and define the respective roles and responsibilities of each party. Data sharing will begin upon acceptance of this agreement. All procedures and processes will be FERPA compliant. Period, scope, and protections are also outlined in the attached agreement. There is no cost to the District for the data sharing agreement. This agreement supports Vision 2020 Goals 1.1.7.
