Rationale

During a special meeting on December 12, 2019, at which newly appointed members were sworn into office, the Kentucky Board of Education named Kevin C. Brown as Interim Commissioner of Education beginning December 18, 2019. The board also voted to authorize the Kentucky Department of Education (KDE) to issue a solicitation for a national search firm to begin a search for a permanent Commissioner of Education.

In accordance with the actions of the Kentucky Board of Education, KDE has requested that Kevin C. Brown, General Counsel for Jefferson County Public Schools, be released by the District under a Memorandum of Agreement, to serve as Interim Commissioner of Education from December 18, 2019, until a permanent Commissioner of Education is selected and takes office.

Recommended Motion

The recommendation passed with a motion by Mr. James Craig and a second by Mr. Chris Brady.

III. Work Session: School Safety
Rationale

Creating a safe, secure, and welcoming environment in schools is critical to student success. Over the course of the last several years, the District has undertaken a comprehensive review of its systems, processes and practices to improve the safety of students, faculty, and staff. That review has encompassed a wide array of issues that affect school safety, including school culture and climate, implementation of restorative practice, positive behavioral interventions and supports, trauma-informed practices, the role and training of school resource officers in schools, and the feasibility of establishing an internal and district-led school safety unit with school safety officers.

The planning for a district-led school safety unit remains ongoing. A district-led school safety unit supervising school-based safety officers would give the District full control of officer training, the establishment of district-wide officer expectations, and increased oversight and accountability of officers working directly with students. Further, a district-designed and led school safety unit, focused on developing positive student-officer relationships, would promote consistent and equitable resolutions.

In September 2019, the Board approved the creation of a temporary Project Manager position to develop a proposal regarding a JCPS school security unit for consideration by the Board. Since being hired, the Project Manager has worked closely with district leadership to develop a school safety proposal to implement a district school safety unit. At this work Session, Board members will receive a report regarding that proposal, and have the opportunity to provide feedback.
