Over the past two years, the District has undertaken a comprehensive review of its systems, processes, and practices to improve the safety of students, faculty, and staff. That review has encompassed a wide array of issues that affect school safety, including school culture and climate, implementation of restorative practice/positive behavioral interventions and supports, trauma informed practices, implicit bias training, building security technology and practices, the role and training of school resource officers, and an analysis of the feasibility of creating an internal SRO Program.

The landscape in which this comprehensive school safety work is being done has changed significantly over the past six months. In March of 2019, based on the many months of work of the Kentucky School Safety Working Group, the Kentucky General Assembly passed Senate Bill 1, AN ACT relating to school safety and declaring an emergency. Senate Bill 1 creates a framework and establishes requirements for school districts to use as they develop and implement school safety plans and systems. Additionally, Louisville Metro Police Department eliminated SROs from JCPS for the 2019-2020 school year.

Those major shifts in the current context have had a significant impact on the school safety planning work of the District, and have helped to shape the draft plan and its proposed roll-out. During this work session, the Board will receive a presentation and have the opportunity provide feedback regarding a draft school safety plan and the assignment of school resource officers in JCPS schools.

District leadership will use Board input to finalize the plan, which will be presented to the Board for approval at a later meeting.
