Rationale

The October 20, 2014 Regular Board Meeting of the Elizabethtown Board of Education is called to order.

III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendend shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

IV.A. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL                    DARIEN HUFF
The EHS student of the month for October is Darien Huff. Darien is a member of the EHS Pep Club and a member of FCA. Darien has been very active in Panther athletics for her 4 years at EHS. She has played for the EHS Lady Panther Basketball team since she was in 7th grade, playing Varsity for the last 4 years. Last year, she was named to the District All-Tournament team and the Region All-Tournament team. Along with basketball, Darien is also on our track team, competing in Triple Jump, Long Jump, and the High Jump. In the triple jump, Darien placed 5th overall in the state competition. Not only has Darien competed, she has also volunteered many hours as a coach for Little League Basketball. Mrs. Brangers, Darien's Child Development Services teacher, wanted to share a few comments: "This is the second time I have had Darien. I had her in 6th grade at TK in Arts & Humanities, and now I have her in Child Services and Lifeskills. She is a smart young woman, and has always had a kind soul for others. In 6th grade, she adoped a special needs girl in our class. She sat with her every day, and told her everything to write down on her paper. She continues this trend in my class even today - 6 years later. She has plenty of friends, but always amazes me with her friendliness to everyone. Darien is awesome!"

T.K. STONE MIDDLE SCHOOL                          ABBY RICH
Ms. Gregory, Abby's teacher wrote this about Abby:
I have known Abby Rich's grandparents and her father for many years but just met Abby at the beginning of school. In that short period of time I have quickly recognized that she is one of the most, goal-oriented, diligent, and responsible students I have ever taught. Abby has her priorities in order: family, church, education, and soccer. She dresses for the Lady Panthers JV team and hones her skills on a club team, many times changing clothes and doing her homework in the car to and from games and practices. Abby listens carefully but questions when she doesn't understand. She perseveres in and out of class and in doing so supports the PAWS creed: promote positivily, accept responsibility, work hard and show respect. Abby is a perfect honoree for TKS Student of the Month.

HELMWOOD HEIGHTS ELEMENTARY SCHOOL    MORGAN DOZER
Ms. Davis, Morgan's Teacher wrote this about Morgan:
Helpful, Kind and Encouraging.  These are just a few words we could use to describe our classmate, Morgan Dozer.  We are so excited that Morgan will represent our school as Helmwood's Student of the Month for Octover.  We all think Morgan is more than deserving of this award and some of us would like to share our personal reasons why!

MORNINGSIDE ELEMENTARY SCHOOL           BRADEN HARPER
Braden Harper is an exemplary student in all subject areas, and in all aspects of the classroom environment.  He is very eager and inquisitive-often asking questions and seeking new information on his own.  As a role model, a respectful and responsible student, and a caring friend to others, Braden exemplifies the characteristics we all desire of students at Morningside Elementary.  Throughout the school day, Braden is often seen working at his best performance level, listening intently, making connections from content to personal life, and setting high expectations for himself.  As teachers, we hear Braeden participating in class discussions and lessons, sharing something "school related" that he we did or noticed at home, and uplifting those around him with positive and encouraging words.  As a fourth grade team, we are so proud of Braden's qualities and characteristics as a student.  We look forward to observing what outstanding accomplishments he will achieve as a fourth grader, and as a lifelong learner in years to come.

PANTHER PLACE                                             LAINEY BRATCHER
Lainey attends Helmwood Heights Elementary Schoo and is in Mrs. Thomas' first grade class.  She was nominated by our first grade teacher, Ms. Hilary Skaggs, who wrote that Lainey serves as an excellent role model for other students.  She is helpful and polite to others, never complains and is always positive.  Lainey is advanced in reading and is an excellent student.  Because of her wonderful character, helpfulness to others, and her desire to be a good student, we are proud to name Lainey our October student of the month.

VALLEY VIEW EDUCATION CENTER                NEKEITA MCGAW
Nekeita is new to our district this year.  She has been a model student who others look up to.  She is a very respectful and hard working young lady.

Her teacher, Mrs. Kerr, says that Nekeita has been  very focused and dedicated in the classroom.  She is making great strides to complete her academic requirements while here at Valley View.  She is always willing tohelp be a mentor to the younger students.  I am very proud and excited for her to be the student of the month.

Her classmates shared with me that she is always on task and willing to help others.  She is friendly and fun to be around.

Thank you Nekeita for being a model student.

We are very proud to recognize the Elizabethtown Lady Panther Golf Team for their accomplishments in  winning the 5th Region Golf Championship as well as their accomplishments in the KHSAA Girls Golf State Tournament.

Rationale

Attached is a field trip request from Mrs. Beth Mather, Principal at T.K.Stone Middle School requesting approval for the attached field trip request and associated fees:
T.K. Stone Middle School Cheerleaders to travel to Orlando, Florida to participate in the National High School Cheer Competition February 6-9, 2015. The fee for this field trip is $400.00 per cheerleader. 

At the September Board Meeting the board approved an overnight field trip for the TKS Y-Club to travel to Louivsville for the annual Y-Club convention November 13-15, 2014.  The student payment amount was not available at that time.  The Student payment amount will be $230.00 per student for this field trip.

Rationale

Mrs. Beth Mather, Principal at T.K. Stone Middle School is requesting approval for the 8th grade students to travel to Washington, D.C. March 18-22, 2014 to participate in the 8th grade trip.  The student fee associated with this trip will be $393.00

Mr. Steve Smallwood, Principal at Elizabethtown High School, is requesting approval for the Junior class U.S. History  and American Government students to travel to Washington, D.C. June 15-17, 2015 as a way to gain perspective, knowledge, insight and culture through a pro-active learning experience they will have received through their experience as a student in United States History their junior year.  The student fees are expected to be approx $480-575

V.E. Approve Fund Raising Requests
Rationale

Pursuant to Board Policy 09.33 pertaining to Fund Raising Activities, the District Schools submitted their fundraising requests at the August 18, 2014 board meeting. 
At this time, Elizabethtown High School is requesting approval for additional fundraisers.

The EHS Football Team is requesting approval for $20.00 letter.  Each football player will send 10 letters requesting a $20.00 donation.  All donations received will go towards their football banquet, senior awards and any remaing funds going into the booster fund.

EHS Girls Basketball Team is requesting approval for Friends and Family Donations.  The members of the Girls Basketball team will mail letters to friends and family requesting donations.  All donations received will go towards the Lady Panther Basketball team expenses.

V.F. Approve Shortened School Day Waiver
Rationale

Mrs. Kristin Froedge, Director of Special Programs, is requesting approval for a Shortened School Day for a student that attends Panther Academy.
This student has been diagnosed with Autism and recieves outside therapy during the school day.  The ARC reviewed a request from this student's therapist to continue outside therapy since the school does not provide ABA therapy.  The ARC agreed that this student would greatly benefit from this therapy and agreed to a shortened school day so that this student can continue to receive these services. 
If approved, this student would be excused at 10:30 on Mondays, 1:45 on Tuesdays and Wednesdays.

Students with disabilities are expected to attend school for the entire school day.  However, when circumstances warrant, the Admissions and Release Committee (ARC) may determine it is in the student's best interest to shorten his or her school day and/or week.  Districts must meet the same requirements for granting a shortened school days as in previous years, including having a medical statement signed by a physician; documented determination by the student's ARC that a shortened school days is needed; an IEP that prescribes the length of the shortened day; and approval by the district's Board of Education that maintains the student's confidentiality.

V.G. Approve Authorization to Sign Non-Resident Student Contracts for the 2015-2016 School Year
Rationale

Annually, the board has approved and authorized the Chairman of the Board and the Superintendent to sign non-resident contracts with those Boards of Education who have students living in their districts but enrolled in the Elizabethtown Independent Schools, as well as sign Non-Resident Contracts for students who live in the Elizabethtown Independent School District and are enrolled in other school districts.
In 2005, the Kentucky Department of Education implemented the requirement for the submission of approved non-resident contracts prior to February 1 for the upcoming school year.  Proposed contracts for non-resident student contracts for the 2015-2015 school year are:

V.H. Approve the Kentucky Center for School Safety Safe Schools Allocation Report
Rationale

The school district has been fortunate to reap the benefits of funding made available through the Kentucky Center for Safe Schools (KCSS).  As required by the KCSS, an end-of-the-year financial summary for FY 2014 and program goals and objectives for FY 2014 are to be provided to their agency.
Attached is the KCSS report and financial summary.  The funding allocation for FY 2014 is $28,655 with the remaining costs supplemented with district funds.

Rationale

Annually, the Board of Education must officially authorize the Superintendent to file for Public Law 874 Impact Aid Funds.  Impact Aid provides funding for federally connected children, including those who have a parent on active duty in the uniformed services, live on or have a parents who work on federal property, or live in federally assisted low-rent housing.
