Rationale

Annexation request from Hunters Ridge Estates, LLC for property located at end of Hunters Ridge and Summer Valley Lane (Hunters Ridge Subdivision - Phase III) containing 55.578 acres. There will be an annexation incentive agreement.

Rationale

Mizkan, Inc. operates a food processing facility within the City containing approximately 56 acres and they have started an extensive expansion and the creation of additional full-time jobs. Mizkan, Inc. has requested that Lagoon Lane, which will serve as the new entrance for shipping and receiving to serve their facility, be renamed to Bertolli Way.

Consider Municipal Order 15-2026 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT WITH HUNTERS RIDGE ESTATES, LLC PROVIDING FOR THE CONSENSUAL ANNEXATION OF UNINCORPORATED PROPERTY LOCATED IN DAVIESS COUNTY AT THE END OF HUNTERS RIDGE AND SUMMER VALLEY LANE (HUNTERS RIDGE SUBDIVISION – PHASE III), CONTAINING A TOTAL OF 55.578 ACRES, MORE OR LESS; AND FURTHER PROVIDING THAT THE CITY SHALL REIMBURSE HUNTERS RIDGE ESTATES, LLC ONE HUNDRED PERCENT (100%) OF THE TOTAL AD VALOREM (EXCLUDING SCHOOL TAX), NET PROFITS, AND GENERAL FUND OCCUPATIONAL TAX REVENUES DERIVED FROM THE PROPERTY OVER DESIGNATED FIVE (5) YEAR PERIODS.
Rationale

The order authorizes an incentive agreement with Hunters Ridge Estates, LLC for annexation of property located at the end of Hunters Ridge and Summer Valley Lane (Hunters Ridge Subdivision - Phase III).

Rationale

The Citizens Advisory Committee has recommended that the Owensboro Board of Commissioners accept the 2026-2027 Annual Action Plan for Community Development Block Grant and HOME Funds in order to continue to address the need for housing and community development in the community.

Rationale

The Community Catalyst Grant Programs (CCGP) targeted for the Monarch Neighborhood Revitalization Strategy Area were presented and discussed at a previous Board of Commissioners meeting. The Owensboro Board of Commissioners supports the local funding of the Community Catalyst Grant Programs through the annual budget process in order to continue to address the need for housing, economic and community development in the city. Other eligible areas within the incorporated boundaries of the city may be considered for the CCGP, provided funding is available and all guidelines are met.

CONCERNING THE FUNDS.
Rationale

Volunteers of America Mid-States, Inc. desires to apply for funds in the amount of $750,000.00 from the United States Department of Justice (DOJ) to provide services for youth and families impacted by opioid and other substance use disorders. The City of Owensboro will act as a conduit for obtaining the funds from DOJ and disbursing them to Volunteers of America Mid-States, Inc. for its use in accordance with a Memorandum of Understanding concerning said matter.

Rationale

Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda.  Comments are limited to issues within the scope and responsibility of the Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

The meetings are not intended to serve as public forums for candidates who are campaigning for political office.  Political candidates will not be allowed to use the Commission meeting to promote his/her candidacy for public office.

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from staff or the Board of Commissioners.  The Mayor reserves the right to extend time to the speaker.
