Seven Hills Neighborhood Alliance – Appoint Wanda Cooper to a two-year term effective August 1, 2023

Property Maintenance Code Enforcement Board – Reappoint Lisa Fulkerson to a three-year term effective August 16, 2023

Senior Community Center of Owensboro-Daviess County Board – Appoint Calvin Williams to fill the remainder of an unexpired term which ends February 16, 2024 (replacing Nathan Godeke). Appoint Lora Wimsatt to fill the remainder of an unexpired term which ends December 31, 2024 (replacing Jennifer Allen).

6. ORDINANCES - 2nd READING
6.A. Consider Ordinance 18-2023 entitled AN ORDINANCE AMENDING CHAPTER 2, ARTICLE I, SECTION 2-4 OF THE OWENSBORO MUNICIPAL CODE TO UPDATE THE OPEN RECORDS POLICY.
Rationale

The State made changes to the statute related to open records.  Although the City has been adhering to the changes, they had not yet been made a part of the ordinance. Therefore, these changes are reflected, as well as general updating of the ordinance.

Rationale

The Owensboro Metropolitan Planning Commission met in regular session on July 13, 2023 and proposed amendments to the text of the Zoning Ordinance for the Cities of Owensboro and Whitesville, and Daviess County regarding revisions to Articles 3, 8, 10 and 17. The amendments are attached for consideration.

9. OPEN PUBLIC FORUM
Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
