Consider Ordinance 24-2019 entitled AN ORDINANCE AUTHORIZING AND DIRECTING THE REBATE OF ONE PERCENT (1.0%) OF ALL OCCUPATIONAL LICENSE FEES DUE AND PAYABLE TO THE CITY OF OWENSBORO, KENTUCKY, BY ORDINANCE, FROM THE SALARIES, WAGES AND OTHER COMPENSATION TO BE PAID TO NEW EMPLOYEES HIRED BY TRIFECTA STEEL, LLC, FORMERLY KENTUCKY BUILDING SYSTEMS, LLC, LOCATED AT 2911 MEDLEY ROAD, PROVIDED SAID COMPANY MEETS THE CRITERIA SET FORTH IN ITS APPLICATION FOR INCENTIVES UNDER THE KENTUCKY BUSINESS INVESTMENT PROGRAM.
Rationale

Trifecta Steel, LLC, formerly Kentucky Building Systems, LLC, has made application for certain benefits and incentives available to it under the Kentucky Business Investment Program (KBI) of the Kentucky Economic Development Finance Authority (KEDFA) as a result of its commitment to expand and create jobs and investments in Owensboro. As an incentive and an inducement for Trifecta Steel, LLC to improve and grow its facility in Owensboro, the City hereby agrees to rebate to the Company one percent (1.0%) of the total occupational license fee revenues otherwise derived by the City from salaries, wages and other compensation paid to the qualifying new company employees hired by Trifecta Steel, LLC at 2911 Medley Road, Owensboro, KY.

Rationale

The City and Riverpark Center (RPC)  entered into a Management and Lease (with option to purchase) agreement on September 1, 2011 and a First Addendum on July 15, 2013. Since that time, the International Bluegrass Music Museum has relocated to its own facility and the Riverpark is limited as to the types of entities to which it may sublease portions of the premises. This Second Addendum permits sublease of the premises to a third party if the usage complies with the requirements of the Article 21 Downtown Overlay District.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
