Discussion

After the (3) bids were opened, the Court decided to make a decision on awarding the bid on auditorium renovations during a "Special Call" meeting on Monday, September 19, at 3:15 p.m.

7. Sheriff David Thompson-2010 Unmined Coal, Sheriff's Settlement

Motion Passed:  Motion made for the Court to approve the Sheriff's 2010 Unmined Coal Settlement passed with a motion by Brandon Thomas and a second by Jason Bullock.

8. Susan Chinn-County to take in road at Ohio County Park
Actions Taken

Motion Passed:  Motion made for the Court to approve to take in approximately 0.13 miles of a road at the Ohio County Park, known as Soccer Field Lane passed with a motion by Michael McKenney and a second by Jason Bullock.

9. Committee Reports
Discussion

The Road Weight Limit Committee-will have a draft of the ordinance to present to the Court at the next regular meeting on September 27, 2011.

Magistrate Jason Bullock informed the Court and audience that there is a draft of the proposed Smoking Ordinance on-line on the County webpage. Magistrate Michael McKenney said he was aware that everyone does not have access to a computer so he had printed copies for anyone to pick up.

The Administrative Code Committee-is in the process of contacting KAco in order to get information on federal laws and how to incorporate the drug testing policy into the County administrative code.

The Jerusalem Ridge Foundation Committee-Attorney Greg Hill informed the Court that a temporary parking permit had been granted to Jerusalem Ridge by Hayward Spinks.

10. Declare Community Center-old lights as surplus and advertise for bids

Motion Passed:  Motion to authorize the County Judge Executive, David Johnston to execute a certain temporary license agreement between Hayward F. Spinks et.al. and the County for use of real property adjacent to the "Monroe Homeplace" from September 15 to October 15, 2011. Copy of same shall be recorded in County Clerk's Office passed with a motion by Kenny Autry and a second by Jason Bullock.

Motion Passed:  Motion made for the Court to approve to hire Jason Davis as a Part-Time Deputy Jailer at $9.00 per hour, effective date September 12, 2011 passed with a motion by David Johnston and a second by Larry Keown.

Motion Passed:  Motion made for the Court to recognize the resignation of Court Security Officer, David Coleman, effective August 22, 2011 and to hire as a replacement, Brittany Thompson as Full-Time Court Security, at $10.00 per hour, effective September 2, 2011 passed with a motion by David Johnston and a second by Brandon Thomas.

Motion Passed:  Motion made for the Court to approve to write a check for up to $1,500 to the City of Beaver Dam for a tile/ditching project on 8th Street and to authorize the County Treasurer Anne Melton to issue check passed with a motion by Jason Bullock and a second by Larry Keown.

Motion Passed:  Motion made for the Court to approve to give the Dundee Community Days Inc., a non-profit organization, funding from LGEA Account 04-5075-548-0, Coal Severance Money in the amount of $17,484.45 to purchase land for a Community Center passed with a motion by Larry Keown and a second by Kenny Autry.

Motion Passed:  Motion made for the Court to approve to make handicap accessible repairs to the Ohio County Veteran's Building located at the Ohio County Park, up to $5,000 passed with a motion by Kenny Autry and a second by Brandon Thomas.

Discussion

Ohio County Park Director, Susan Chinn discussed with the Court the need of extra space in order to accommodate campers that come for the Jerusalem Ridge Celebration. She told the Court how those campers are a great source of income to the Park and County and asked the Court to look into the matter. No action was taken.

Walt Beasley reported to the Court that citizens would now be able to get Rochester Ferry operation times by texting for more information. He said more information would be available and printed in the Times-Newspaper. Mr. Beasley mentioned to the Court about a waterline that needed to be added to Cotton Lane and no action was taken.

Magistrate Michael McKenney mentioned that he had handed out copies of the Smoking Ordinance because he knew that a lot of people did not have internet to view the ordinance on-line. He also stated he wanted everyone to be able to see the language that the Court would be voting on and that at this time he is not in favor of the ordinance the way it is written. He informed everyone that copies would be available for pick up at Tech 1 Connect and the Judge Executive's Office. Also, he asked everyone to participate in the Ohio County Fair September 22-24, 2011.

Citizen Teresa Lindsey told the Court that she thought the County needed more signs and markers for any event, historic site, cemetery, military/celebrity marker, etc.

Citizen Rex Gossett addressed the Court and said he thought it was an injustice and not right for the Sheriff's Department to get $5.00 raises and the rest of County employees only got .25 raises. Members of the Court explained to Mr. Gossett the $5.00 was not additional money but was in the Sheriff's budget for the fiscal year and that he simply moved funds around within his budget.
