Data on student participation, program growth, community partnerships, and engagement will demonstrate the reach of these programs and their role in supporting student success.

The Board of Education is required to approve a close estimate Working Budget for all funds by September 30th of each year.   Each of the funds is balanced with anticipated expenditures equaling anticipated revenue.  Special Revenue includes all new projects for FY2027.  School Activity Fund, Capital Outlay Fund, Building Fund, Debt Service Fund, Food Service Fund, and Daycare Fund are also presented in this Working Budget.

This is an informational item and will be brought back to the Board for approval on September 24, 2026.

VIII.1. Tax Rate for Fiscal Year 2027

Rationale

Director of Finance, Ms. Annette Burtschy discussed the tax rate options for fiscal year 2027 at the regular board meeting on August 27, 2026.  It is recommended that the board approve the 4% tax rate for fiscal year 2027.

 

Here is the information by law the district had to advertise.

The Covington Independent Board of Education is proposing a general fund tax levy of 86.7 cents on real property with a 0.10 exoneration for a grand total of 86.8 cents and 96.8 cents on personal property with a 0.10 exoneration for a grand total of 96.9 cents. 

The General Fund tax levied in fiscal year 2026 was 95.1 cents on real property and 96.8 cents on personal property produced revenue of $22,042,666.87.  The proposed General Fund tax rate of 86.8 cents on real property and 96.9 cents on personal property is expected to produce $23,499,235.39.  Of this amount $1,816,665.17 is from new and personal property.  The compensating tax for 2027 is 83.4 cents with a 0.10 exoneration for a grand total of 83.5 cents on real property and 96.8 cents with a 0.10 exoneration for a grand total of 96.9 cents on personal property and is expected to produce $22,667,531.76.

The proposed rate is expected to generate more revenue than received in the preceding year.  The general areas to which revenue of $1,456,568.52 above 2026 revenue is to be allocated are as follows: Cost of collections, $29,131.37; building fund, $160,222.54; instruction, $1,267,214.61.

This information is published pursuant to KRS 160.470.  The proposed tax rate is not subject to recall under KRS 132.017.

The General Assembly has required publication of this advertisement and information contacted herein.

Ms. Ball worked with our team last year through NKCES.  We would like to hire her as a consultant. Ms. Ball has been our thought partner and has been integral in connecting us with other high schools in KY who have transitioned to an Academy Model. With Ms. Ball at the table, we have completed steps towards planning and implementation for the 27-28 school year of the Academy Model. In addition, Ms. Ball has a vast knowledge of CTE programming, CTE pathways, and Perkins Funding.
