Transportation of students to KY School for the Deaf
Shanna Hale
New transportation procedure attached. I have consulted with Teresa Combs who agrees that when our district can't transport due to weather, etc. it is a liability and safety concern to then transport three students to another district. We also discussed if that is a denial of FAPE and she indicated that we are providing FAPE only when our school district is in session, not according to another district's schedule.
No change to cost or funding

10.C.
FY27 Student Accident Insurance
Amber Minor
Mercer County Schools has used Roberts Insurance in Richmond, Kentucky for our Student Accident coverage for well over ten years. They are very well known and utilized among Kentucky school districts.
The current plan covers up to a maximum benefit of $25,000 for each injury for a 26 week loss period, and medical charges within two years of injury. It also includes an accidental death benefit of $10,000 and catastrophic coverage up to $7,500,000.
Current plan:
Zurich Insurance Company - $78,574
Rate History:
2018-19 - $84,836
2019-20 - $80,969
2020-21 - $80,909
2021-22 - $78,574
2022-23 - $78,574
2023-24 - $78,574
2024-25 - $78,574
2025-26 - $78,574
2026-27 - $78,955
There is a slight increase of $381 to renew with Zurich.
10.D.
FY26 Audit Services
Amber Minor
We held a bid opening for Audit Services for the 2025-26 fiscal year. We did not receive any bids during that opening. We proceeded to contact our current auditor first to confirm they would not be able to provide the services any longer. After confirming that information with them, we reached out to Joe Montgomery with Montgomery & Company in Lebanon, KY, who was able to provide us with a price proposal of $25,000. We have paid $19,550 the past three years for audit services, and that price has increased less than $3,000 from 2009. Looking at other districts similar in size to ours, and with similar assets as ours, the $25,000 proposal seems reasonable.
