Motion Passed:  Bills, Claims, Payments and Transfers stand approved as presented passed with a motion by Jason Bullock and a second by Dale Beavin.

• Budget Amendment 2027-1

Motion Passed:  Approve Second Reading Ordinance 2027-1 – FY 26-27 Budget Amendment passed with a motion by Jason Bullock and a second by Michael McKenney.

• HB900 FY26-28 Resolution - County (002)

Motion Passed:  Approve Resolution 2027-4 – Authorizing the filing of a Kentucky House Bill (“HB”) 900 Project Grant Application passed with a motion by Larry Morphew and a second by Bo Bennett.

Two bids were received, and this item was tabled for more time to review the bids, as they are very detailed and need to be looked over carefully.

Jimmy Cantrell, Director of the ARCH department, gave the court an update on what the department was doing, and some statistics of the accomplishments.  He brought 2 individuals that ARCH had helped, who gave heart felt testimonies of how the program had changed their lives.

Motion Passed:  Motion to appointment Debora Phelps to the Ohio County Public Library Board Trustees, to a new 4-year term passed with a motion by David Johnston.

Motion Passed:  Motion to hire Johnnie Bryant, L2, seasonal at 19.74/hr passed with a motion by David Johnston.

Motion Passed:  Approved to enter into closed session under KRS 61.810 Chapter 1 Section C & F passed with a motion by Larry Morphew and a second by Dale Beavin.

Motion Passed:  Approved having returned from Closed Session passed with a motion by Larry Morphew and a second by Dale Beavin.

Motion Passed:  Motion to accept all bids, Martin Marietta and Caneyville Crushed Stone passed with a motion by Dale Beavin and a second by Larry Morphew.

Judge Johnston told the court that he had been informed that one of the companies, Caneyville Crushed Stone, that sent a bid for rock for the annual bids, had mailed it and it had gotten lost in the mail, after consulting with County Attorney, Justin Keown, and he was recommending that we accept all bids (2) Martin Marietta and Caneyville Crushed stone

Judge Johnston appointed a viewing committee for Autry Lane, with Tracy Beatty as the head and other members being Jason Burden and Larry Morphew

Motion Passed:  Motion to approve the Needs Assessment lists as approved, totaling $325,611.00 with the remainder going to the purchase of a truck and trailer for the Road Department. This includes a raise for the Deputy Coroners from $555/mo to $800/mo passed with a motion by Dale Beavin and a second by Larry Morphew.

Larry Morphew stated that the Green River Health Committee met on July 22nd, and the Health Department is in great shape financially and that the tax rate of 4.5 is not expected to increase.

Michael McKenney stated that he was excited that the river gauge was back in, it is by Charlie's Market.

Larry Morphew asked about complaints about weather sirens not going off, the Judge stated that he would ask Charlie Shields to check on that situation.

Patrick Rowe, Commander Amvets Post 117 thanked the court for their support of the Veterans Building.

Mr. Hamilton expressed concerns over dust hazards on Miller road due to the large trucks on it, he asked about blacktop.  Judge Johnston stated that he was expecting the Landfill Committee would report next month and that would be part of that.

Larry Morphew asked if he should bring up Cook Lane, he stated that there was a company, East Lilly Farms, wanting to sell lots on Cook Lane, they have said they would do the ditching, put in tiles and waterlines and rock the road to extend a couple of miles so the county can take the road in.

Joe Salamone of Republic Services addressed the court, expressing his appreciation of the 20 years of working with Ohio County, and to hopefully many more. He stated that effective August 1st the fee at the landfill will reduce to $33 to match Daviess Co. Dale Beavin asked him about a dumpster for the North end of the county as it is closer to the North end.  Mr. Salamone, stated they would talk to him about it.

Chris Basham spoke on behalf of the Cromwell Ballpark and Cromwell Development Board.  He said repairs were needed and they are working to find what information of what went on before they took over.  There is an upcoming fundraiser for the park.
