9.K. EM Designs Partnership for COPS & STOP Grants - Eric Allen
Rationale

We would like to procure the services of EM Designs, LLC to provide a detailed Threat, Vulnerability, and Risk Assessment along with an Investment Justification specifically crafted for application of the COPS-School Violence Prevention Program and the BJA Stop School Violence grants.  The COPS grant is a competitive federal grant that awards up to $500,000 with a 25% match over 3 years.  Deadline for application is June 17.  The STOP grant is also a federal competitive grant that awards up to $2,000,000 with no required match.  Deadline for application is June 20.  This funding would be used to upgrade district-wide surveillance, electronic door access for all classrooms, and other security measures such as weapon detectors and window coverings.  The cost of EM Designs services is $5000 for both grants.  This is a one-time fee and should we not be awarded the grant(s) this year they will provide the same service next year for no additional cost.  Our surveillance vendor, who has already completed the extensive work of mapping all of our buildings and provided us with a detailed overview of the project has agreed to rebate $5000 from the project to cover the cost of EM Designs services.

Communicare provides school based mental health counseling to specified students in our school district.  They also provide education consultation services to staff for children receiving services from Communicare. LaRue County Schools does not get billed for any of the services provided.  Contractual Services Agreement is attached.

Rationale

Due to the recently passed legislation related to truancy (HB 611) and demands of the School Safety and Resiliency Act (SB 1, 2019), the workload has increased exponentially for the Director of Student Services (DSS), who currently assumes the role of DPP and also serves as the district's School Safety Coordinator.

For these reasons, the job title and description of the DSS needs to be revised to reflect that of an additional Assistant Superintendent position with a comparable stipend.

The position Director of Student Services would be changed to Assistant Superintendent of Student Services. Stipends for DSS ($6500) and School Safety Coordinator ($4000) would be removed from the salary schedule and used to help fund the stipend for the Assistant Superintendent of Student Services.

ISSUE:  LaRue County Public Schools needs to surplus 15 cafeteria tables at Abraham Lincoln Elementary, 25 cafeteria tables at Hodgenville Elementary, and 30 cafeteria tables at LaRue County Middle School.

BACKGROUND:  We purchased new cafeteria tables that will be installed over the summer and we need to surplus the old ones, there are some departments within the school system who would like some. We will be offering some to other school districts as well. The list of fixed asset tables is attached.
