9.I. Continuation Grant for Regional Collaboratives - Karen Ward
Rationale

Request to submit the 2024-2026 Continuation Grant for Regional Collaboratives. 

Background: In 2019, the Early Childhood Advisory Council voted to merge the community early childhood councils to form Regional Collaboratives. These regional partnerships are based upon geographic location and align with Kentucky’s 10 workforce areas. Collectively, the Regional Collaboratives are referred to as the Kentucky Network of Regional Collaboratives, which is led by the Governor’s Office of Early Childhood. 

Community Early Childhood Councils are being referred to as Regional Collaboratives in the application and the terms are interchangeable. There was an evaluation study completed that identified benefits for the regional model, which included:

  • Leverage new funding

  • Cross-sector engagement

  • Peer-to-peer support opportunities

  • Training and Technical Assistance

  • Evidence-Based Family Engagement Models

  • Data Collection and Analysis and General Data Literacy

  • Having the opportunity to move from one day activities to long-term behavior change. 



Regional Collaboratives are tasked with uniting organizations in local communities to address needs during the critical early years of a child’s life. The Kentucky Regional Collaborative Network: 

1. Aligns birth-5 programs and strategies, reduces duplication, and leverages additional resources to ensure children in their community have a strong start. 

2. Collaborates with the Kentucky Center for Statistics (KYSTATS) on Early Childhood Profiles to connect prevention services along the birth-5 pathway to increase access and opportunity. 

3. Invests in data-driven solutions through local innovation and decision-making to grow Kentucky’s Bright Spots. 

4. Effects change to make measurable progress toward locally defined community-wide goals.

 

The award range is up to $26,000 for July 1, 2024 – June 30, 2026. Funding will be released incrementally throughout the two-year grant cycle as determined by the Governor’s Office of Early Childhood based and set forth in the contract with the Regional Collaborative grant recipient.

Rationale

Operation Round up grants are generally awarded to non-profit, civic or community-based organizations that demonstrate a commitment to enhance the quality of life in Hardin, LaRue and surrounding counties. Grant funding will not exceed $10,000 annually to any group or organization. The special education department at LaRue County Schools would like to apply for a grant through Operation Round Up to fund more inclusive playground equipment at Hodgenville Elementary School. This will allow our students with disabilities to play with their non-disabled peers in a meaningful way. Specifically, we would like to purchase playground equipment which meets our students' sensory regulation needs.

9.K. Memorandum of Agreement with Elizabethtown Schools-Project SEARCH - Savannah Boone
Rationale

Project SEARCH is an optional 5th year program in which students with an IEP can go to a job site and receive instruction in work related skills and life skills. Our local Project SEARCH site is located at Baptist Health Hardin. This agreement would allow LaRue County students to participate in this program alongside students from Elizabethtown High School. The specific details of the agreement are outlined in the attached MOA. 

 

LaRue County Schools and Elizabethtown Independent Schools would like to enter into an agreement to send students to work as interns at Baptist Health Hardin through the Project SEARCH program. The attached MOA would apply to the 24-25 school year and would be re-evaluated annually.

Magnolia Bank's original contract was a two-year contract for the LaRue County Board of Education's bank depository which expired on June 30, 2023.  The contract has the option to renew if mutually agreed upon by both parties for an additional two, one year terms.  Magnolia Bank's current contract is for +37 Basis Points difference in the 91-day T-bill interest rate with a guaranteed interest rate of .61%.

Magnolia Bank has agreed to renew the current agreement for another two, one year terms with no changes.
