9.E. Heartland Community Early Childhood Council Grant
Rationale

The LaRue County School system has been offered the opportunity to submit a grant to the Kentucky Governor’s Office of Early Childhood to reinstate the early childhood council. The grant is for two years at $14,400 each year. In previous years, the grants have funded community events and professional development for employees of early childcare facilities. Funds have also been used to purchase kindergarten readiness materials for children.

Rationale

Background: Each year, Central Kentucky Head Start requests the LaRue County Board of Education approve a memorandum of agreement for the provision of special education services to students with identified disabilities enrolled at the LaRue County Head Start Center. Special education services such as occupational therapy, physical therapy and speech/language therapy are provided to qualifying students.

Rationale

The attached lists of books have been replaced with new versions.  These books are no longer needed for instructional purposes.  The majority of these items are the old Journeys reading books and materials used at the elementary schools that have been replaced with the new HMH series purchased with relief funds.  In accordance with KAR 45A425 (Surplus or Excess Property), I am requesting these materials be declared as surplus so they may be disposed.  They will either be sold or recycled.  I have already searched for a buyer, but none could be found.

We started catering meals for Head Start in the 2017-2018 School Year. They have always paid us in a timely manner. Nicole Burchell, Nutrition Coordinator for Head Start, has requested that we cater meals for them again for the 2022-2023 School Year.

9.S. Bus Driver Positions During Summer Learning
Rationale

Due to the impact of Covid-19, an expanded summer learning program is needed to help bridge gaps for students. The District will be providing transportation during eight days of the summer learning programs. In order to recruit needed busing staff, the District is recommending for summer 2022 (only) that summer drivers (for the eight days of summer learning only) are paid at their regular hourly rate instead of the summer driving rate of $13.

9.X. Cyber Liability Insurance
Rationale

Houchens Insurance Group has been working with the Cyber Liability insurer to secure at least two options for FY2023.   Attached is a comparison that outlines the options with additional terms for each underneath the chart.  As cyber claims continue to increase, insurers are looking to implement additional controls for access to their program.  The controls directly stem from the type of losses they are seeing, and the new requirements are becoming commonplace across the industry, no matter the type of business.

Option #1 is renewing with CFC Underwriting, and it mirrors exactly what is included in the policy now.  Houchens considers this to be the most comprehensive Cyber program available to school districts in Kentucky.  However, after further review of the controls in place within the district, they will ask that either of the following be implemented:

  • Non-cloud backups (e.g., data center, tape etc) that are ‘offline’/disconnected from the insured’s network, or:
  • Cloud backups that are secured with MFA.
  • If renewing with CFC, the above items must be satisfied by September 1, 2022, to avoid a reduction in coverage.  If these items are not completed in that timeframe, the policy will be altered as follows:
    • The Ransomware limit will be reduced from $1,000,000 to $250,000, subject to a $20,000 deductible and 50% coinsurance for any loss.  This change in terms would remain on the policy until the items were complete. Once completed, coverage would be restored back to where it was prior to 9/1.

    Option #2 with Cowbell.   They do not require any additional controls, nor does it have a coinsurance, but terms are not as robust as CFC.   Mainly, the max ransomware limit is $500,0000 and the deductible is $25,000 (in lieu of $10,000 with CFC).  The premium is slightly higher and various coverage sublimits do apply.

    9.Y. Commercial Insurance Package for 2022-2023
    Rationale

    Curneal Hignite Insurance submitted the following 2023 Insurance Renewal Comparison that includes the following policies:

    • Liberty Mutual Package
    • Liberty Mutual Auto
    • Liberty Mutual Umbrella
    • ClearPath Mutual Workers Compensation (Optional Reduced Work Comp Pricing)
    • CFC/HIG Cyber Liability

    The rising cost of construction over the past few years and the recent tornado events across the state have caused more closely examination of the replacement cost estimates of physical property.  To help offer some savings to the district last year, Liberty offered an option utilizing property appraisals that more accurately estimated the true replacement cost for all school buildings.  This year, Liberty Insurance is offering two separate options on the property:

    • Option #1 – Increasing the blanket limit from $89,620,107 to $109,458,878 (22% increase) with a $5,000 deductible or,
    • Option #2 – Increasing the blanket limit from $89,620,107 to $109,458,878 with a $10,000 deductible

    Additional notes on the program:

    • Both the School Leaders E&O Liability and the Umbrella premiums have increased (again), this increase is being applied across the country to all school districts.  Many judgements are resulting in increased payouts with several Districts now getting into Umbrella limits.  In order for school insurers, like Liberty Mutual, to continue with ensuring this key part of the District's program, the need is there for an increase in premiums and deductibles.    
    • The overall increase in premium for the District's program this year is as follows:
      • Option #1 – 3.7 %
      • Option #2 - 1.7%

    Rationale

    Consideration of a resolution concerning the levy of a ten-cent equivalent property tax.   The LaRue County Clerk has certified the petition for the proposed tax levy.  The Board must determine to either resend the proposed tax levy, place the tax on the ballot of a special election, or place the tax on the ballot of a general election.

    School Boards are required to present a Summative Superintendent Evaluation Annually.

    The LaRue County Board of Education has met several times in closed session developing and discussing our Superintendent’s job performance.  The Summative Evaluation is the culmination of those discussions.

    Mr. Raleigh’s current contract expires 06/30/2022.

    Mr. Raleigh was hired July 1, 2018 and the LaRue County Board of Education approved a four year contract that Mr. Raleigh accepted.  The term of the current contract is nearing its end and a new contract will need to be granted to retain Mr. Raleigh as our superintendent
