3. Upgrade Fire Alarm Dialers
Rationale

Consider upgrade to fire alarm dialers to adapt to cellular technology at HES, ALES, LCMS, LCHS.  Also, consider Fire Alarm panel upgrade at Pre School on College Street/ Central Office and conversion to cellular technology for that dialer.

The Fire Alarm panels at each of the above noted locations use a phone dialer to notify school authorities and local Fire Departments that there is a problem at the school.

In an effort by Mr. Newby to reduce our number of land lines and their associated costs, he has found that we can convert to cellular technology at the four schools, central office/POCS and also upgrade the Fire Panel at Central Office /POCS while paying for all of it with the savings obtained from eliminating the land lines. There is an initial investment and it will take about 4 years to pay it off before receiving the reduction from the budget. The Costs are as follows:

5. HB 678 Resolution
Rationale

House Bill 678 was enacted during the 2022 Regular Session of the Kentucky General Assembly. HB 678 provides flexibilities to local boards of education relating to the funding, financing, design, construction, renovation, or modification of the district's facilities and other facilities-related matters through June 30, 2024.

Should a local board of education elect to elect to undertake its facility-related projects under the terms of HB 678, it would be required to provide notice to KDE. A copy of a resolution created by KSBA, which would serve as notice, has been approved by our board attorney, Tom Claycomb, and attached for your review. 

6. JAG (Jobs for American Graduates) Specialist Position
Rationale

LCHS has been approached about becoming a JAG KY school. In order to do so, the Board would have to create a JAG KY Specialist Position. A portion of the position will be funded through a grant from JAG KY. The remainder would be paid by the Board.

The specialist would be responsible for implementing JAG's competency-based curriculum to educate students in areas of career development, job attainment and retention, leadership, financial literacy and numerous other life skills, all of which enhance a student’s employability and likelihood of success upon graduation. The specialist will also be responsible for developing partnerships with community and business leaders that could lead to on-site opportunities for LCHS students.

7. Revision to the Athletic Handbook
Rationale

The proposed revision is to modify the athletic handbook to require student athletes to be passing five out of six classes in weekly grade checks to be eligible for practice/play.  The previous language only required students to be passing four out of six to be eligible for practice/play (four out of six is the KHSAA minimum).

A copy of the revised athlete handbook is attached for review.

8. Rad Behavior Solutions - MOA
Rationale

Rad Behavior Solutions provides behavior analytic services to students who have been referred from third-party partners and only with parent/guardian consent.  Rad B.S. will provide services in the classroom and will collaborate with LC personnel to identify needs of referred students.  The LaRue County School district will not be billed for any services provided by Rad Behavior Solutions.

9. Communicare Agreement
Rationale

Communicare provides school based mental health counseling to specified students in our school district.  They also provide education consultation services to staff for children receiving services from Communicare. LaRue County Schools does not get billed for any of the services provided.  Contractual Services Agreement is attached.

10. Pepsi Beverage Agreement Amendment
Rationale

The current Agreement with Pepsi expires June 30, 2022. The Renewal Term is contingent upon mutual written consent. "If either party wants to renew the Agreement, that party shall give a written request to renew to the other party at least sixty (60) days before the expiration of the Term of the Agreement."  

Attached is a two-year extension of the agreement between LaRue County Schools and the Pepsi Beverage Company. The amendment to the existing agreement expires June 30, 2024.

Also attached is a copy of the original agreement and a list of products provided by Pepsi to LaRue County Schools.

11. SRO Agreement for SY2022-23
Rationale

For your review, attached is the School Resource Officer (SRO) memorandum of agreement between LaRue County Schools and the City of Hodgenville Police Department for the 2022-23 school year. The agreement has been reviewed and agreed upon by Mayor Jim Phelps, Police Chief James Richardson, and school Board attorney, Tom Claycomb.  The agreement will go into effect July 1, 2022.

12. Policy 09.22 - Student Health and Safety
Rationale

Jennifer Price, HES counselor, has requested the use of a therapy dog for HES students. Our existing Student Health & Safety policy (09.22) does not address the use of a therapy dog. The new policy, provided by KSBA, includes a section regarding the use of a therapy dog with students.

A copy of the new policy is attached for your review.

This is the first reading of Policy 09.22. This policy will include accompanying procedure 09.22 AP.1.

13. Procedure 09.22 AP.1 Therapy Dogs
Rationale

Procedure 09.22 AP.1 accompanies Policy 09.22 as it relates to therapy dogs. This procedure was provided by KSBA

14. GRREC Deeper Learning Grant
Rationale

To further the goal of deeper learning initiatives throughout the state, the Kentucky Association of Educational Cooperatives (KAEC) has been awarded $24.5 million from KDE ARP ESSER state set-aside funds. Funds have been offered proportionately to each KY school district towards growing their deeper learning work. The offer for LaRue County Schools is $44,041.

"Deeper Learning" describes the higher-order thinking skills, learning dispositions, and collaboration skills needed for students to succeed in 21st century work and civic life. Deeper Learning competencies promote the ability to transfer learning and apply it to new and complex situations in an ever-changing global environment. The four pillars of deeper learning include accountability & assessment, instructional design, community partnerships, and equitable systems. Districts have flexibility to choose one or more areas of focus among the 4 pillars and will work with GRREC to determine how Deeper Learning can amplify the district's vision. It is not a one-size-fits-all approach. It is customized to meet each district's vision.

At least 2/3 of the funds must be used to provide stipends to create a Deeper Learning Team with remaining funds used for professional development and materials to build human capacity for deeper learning. Stipends are set by the grant at $1500 year 1, $1500 year 2, and $2000 year 3. The Deeper Learning Team must commit to participating in deeper learning work organized by GRREC throughout the duration of the grant, and complete annual evaluation reports to review progress on deeper learning goals.

Participating districts may apply for additional mini-grants ranging from $25,000 - $50,000.

 

15. SBDM FY22 Section 6 Funds
Rationale

Approval for each School Based Decision Making Council to carry unexpended FY22 Budget amounts forward to FY2023 SBDM Budgets.  Maximum amount to carry forward will be 20% of the original FY22 Budget.

Rationale

Update the Accounts Payable Specialist, Payroll Specialist, and Administrative Secretary of Supervision and Instruction job descriptions.
