8.E. Consider RTA Proposal for KFICS and DFP Services
Rationale

The LaRue County Schools District Facility Plan (DFP) is due for review by the Kentucky Board of Education June of 2021.  Part of the DFP process is to ensure all our facilities have been audited using the Kentucky Facilities Inventory and Classification System (KFICS).  KFICS assesses the physical condition of K-12 public school buildings across Kentucky, but specifically in our district. 

The Kentucky School Facilities Planning Manual (702 KAR 4:180) also requires we enlist the services of an architectural/engineering consultant for the development of our DFP.

Since Ross Tarrant Architects has completed our past two KFICS audits (LCMS and LCHS) and are familiar with our buildings, I propose we allow them to conduct the remainder of our facility audits and serve as our consultant for the upcoming DFP. A copy of the proposal is attached for your review.

8.F. School Safety Grant Opportunity
Rationale

The Community Oriented Policing Service (COPS) School Violence Prevention Program is offering federal grants for school districts in need of technological and other improvements to their safety and security procedures.  The grant is a 3 year grant that offers 75% of the total cost of the improvements needed and requires a 25% commitment from the district.  This grant could provide much assistance in achieving the safety goals on our strategic plan such as putting cameras on every bus in our fleet as well as the window coverings needed at our schools.  The total cost of the camera installation will be $53,340.00.  I don't have an exact quote on the window coverings yet but I have gotten an estimate that the total cost would be around $10,000.00 to get the coverage throughout the district that we need.  With these total costs spread out over a 3 year period as the grant requires, the 25% commitment will be covered by budgeting Safe Schools moneys.  Corbin Ind. School District was awarded this same grant last year to outfit their bus fleet with cameras.

8.H. Grow Rural Education Grant Approval
Rationale

The Grow Rural Education program, sponsored by the Bayer Fund (Monsanto), allows eligible farmers to nominate their local public school district for grants to help enhance STEM education. Once nominated, school districts submit applications to compete for $15,000 grants to fund projects that focus on increasing interest or improving instruction or learning in science, technology, engineering and/or math. Project options include:

  • Equipment or Materials (non-technology focused) to Enhance Learning or Instruction
  • Technology Equipment or Materials to Innovatively Enhance Learning or Instruction
  • Support for Extracurricular Activities to Apply Learning (Science Fairs, Science/Math Competitions)
  • Curriculum Improvement (Enhancement or Adaptation)
  • Professional Development for Teachers or School Leaders to Enhance Learning or Instructions
  • Establishment / Enhancement of a Professional Learning Community in Math or Science Teachers

Winners will be announced by August 15, 2020 with funds being used during the 20-21 school year. The grant does not require any matching funds.

8.I. Consider approval for Student Accident/Athletic Insurance
Rationale

The Kentucky High School Athletic Association (KHSAA) eligibility rules state that participating schools must have in place medical insurance with coverage limits up to the deductible of the KHSAA catastrophic insurance program and such insurance shall remain in force throughout participation.  It is the responsibility of each member school to ensure and certify that each student has insurance coverage throughout the year. 

For the past several years the board has chosen to insure all students with an accident policy.  Insuring all students with an accident policy gives the board coverage if an accident were to occur on school property or at a school sponsored event.  The patient’s insurance (or student’s insurance) is primary, this policy is supplemental.  If the student does not have insurance, this policy becomes primary. 

Last year our cost for covering approximately 2100 (P-12) students was $44,620.90 for the basic accident coverage ($0-$25,000) and for catastrophic accident coverage ($25,000-$7,500,000).

Our agent, Roberts Insurance, submitted three quotes for rates based on a two-year claims history and loss runs.  The quotes are attached for your review.

8.K. 19-20 Emergency Non-Traditional Instructional Day Application
Rationale

In response to widespread concern regarding Novel Coronavirus Disease (COVID-19) and the potential need to close school facilities upon recommendations of public health officials, the Kentucky Department of Education has made available an application and waiver opportunity for certain sections of the Non-Traditional Instruction (NTI) Program administrative regulation, 701 KAR 5:150. This opportunity will allow school districts like ours who are not currently approved for the program to apply for participation for the balance of the 2019-2020 school year. This special application and waiver is only applicable for the balance of the 2019-2020 school year.
