4. Notice of Shortened School Day and/or Week Waiver
Rationale

Issue: Notice of Shortened School Day and/or Week waivers are completed for students whose IEPs require a shortened school day and/or week due to a medical condition diagnosed and documented by a physician.

 

Background: The Kentucky Department of Education requires that Notice of Shortened School Day and/or Week waivers be submitted for approval by the board of education. Students who are approved become eligible for full ADA funding.

 

Recommendation: Approve 2019-2020 KDE Notice of Shortened School Day and/or Week waiver for a student at Hodgenville Elementary School.

Rationale

Issue: The Kentucky Educational Collaborative for State Agency Children Memorandum of Agreement (KECSAC).

 

Background: Each year KECSAC requires the LaRue County School District to renew the memorandum of agreement to provide educational services to students who attend The Life Connection (TLC).

 

Recommendation: Approve the 2019-2020 Kentucky Educational Collaborative for State Agency Children Memorandum of Agreement.

6. Application for Adjunct Teacher Certification
Rationale

The district may employ a part-time teacher on an adjunct teaching license if they meet the following criteria:

  1. They are the best person available as determined by the factors of academic preparation, prior teaching experience or related educational work, exceptional work experience, and personal attributes compatible with the demands of the teaching profession.
  2. They will not displace a full-time employee already employed in the district.
  3. The position is part time.
  4. They sustain good moral character and are at least 18 years of age.
  5. They clear the criminal records check.

Abraham Lincoln Elementary School is recommending Linda Miracle for employment as a part-time intervention teacher under the adjunct certification option. Ms. Miracle is a retired teacher who meets all qualifications for the position, however, since she has been retired for a few years she has a substitute license rather than a full teaching license. She meets the requirements to apply for an adjunct elementary teaching certificate. School board approval is required for the application.

7. Tax rates for FY2019-20
Rationale

The highest rate we may levy without being subject to recall is the 4% increase amount, which calculates to be 51.0 cents on Real Estate and 51.0 cents on Tangible Property.

The Compensating Tax Rate may be levied with no hearing required and no recall (KRS 160.470(2)).  The rate including allowance for exonerations is 49.1 cents on Real Estate and 49.1 cents on Tangible Personal Property. 

5.9 cents of the rate is required to produce the 5 cent equivalent tax necessary for participation in the SFCC and FSPK programs.  This portion is restricted for Building Fund.

The Motor Vehicle tax rate is frozen at 55.2 cents and the Utility tax is 3%.

Approve the tax levy as follows:

• Real Estate – 51.0 (4% increase)
• Tangibles – 51.0 (4% increase)
• Motor Vehicle – 55.2
• Utility – 3%
