Rationale

Each year we try to hold a surplus property school to rid the district of unused/ unwanted items that have no use. We have accumulated many items such as shelves, a file safe,10815 copier, chairs, tables, desks, old appliances, printers, scanners, laminator, cabinets carts, compressors, books, air conditioners and numerous miscellaneous items to sell.

Lee Realty is available to auction on September 7th at 10 am and will auction with a 10% buyer’s premium. LCS will be responsible for advertising unless the County and City join with us.


Recommended Motion

It is the recommendation of the Director of Maintenance to hold a surplus auction at the school bus garage on September 7th and invite the City and County to participate.

8.I. Shortened School Week and/or Waivers
Rationale

Issue: Notice of Shortened School Day and/or Week waivers are completed for students whose IEPs require a shortened school day and/or week due to a medical condition diagnosed and documented by a physician.

 

Background: The Kentucky Department of Education requires that Notice of Shortened School Day and/or Week waivers be submitted for approval by the board of education. Students who are approved become eligible for full ADA funding.

 

Recommendation: Approve 2019-2020 KDE Notice of Shortened School Day and/or Week waivers for a student at Abraham Lincoln Elementary School and a student at Hodgenville Elementary School.

Rationale

 ISSUE:  Renew the agreement between LaRue County Schools Foodservice and LaRue County Head Start.

BACKGROUND:  We started catering meals for Head Start in the 2017-2018 School Year; we have had no issues and they have always paid us in a timely manner. Janet Sheckles, Health/Nutrition Manager for Head Start has asked me to cater meals for them again for the 2019-2020 School Year.

RECOMMENDATION:   The Board approve renewing the agreement between LaRue County Head Start and LaRue County Schools Foodservice.

9.B. Full-Time Bus Substitute Driver
Rationale

With the increasing difficulty of recruiting Bus Drivers,

Many districts are recruiting their full time drivers from a full time sub pool. These drivers are hired in at 0 years experience and substitute pay with benefits. This does not alleviate the shortage but helps fill openings when change of employment occurs abruptly. The District ideally would have someone in this position to slide in to that open spot without trying to cram the training into a few days. Background checks are often delayed as well. This individual will report each shift and be the 1st sub to drive when an opening occurs.

Rationale

A committee is being formed to solicit donations to replace the LCHS football field grass with artificial turf. 

 

We also are receiving a monthly check from the Spirit Pump for LCHS.

9.D. GASB 54 Fund Balance Reporting for FY20
Rationale

GASB 54 modified the definitions of and the types of resources reported in governmental funds.  GASB 54 defines fund balance classifications as: 

  • Nonspendable Fund Balance

  • Restricted Fund Balance

  • Committed Fund Balance

  • Assigned Fund Balance

  • Unassigned Fund Balance

     

    We currently have $250,000 set aside for Future Construction.  This can                                        be moved or reclassified with Board action. 

     

    To provide up to $400,000 to match the funds raised by the Turf Committee, the Board will need to set aside additional funds.  If we reclassify the $250,000 and set aside an additional $150,000, the Board will have committed the $400,000 match.

9.E. Permission to Apply for ITEST Grant
Rationale

PIMSER is applying for a consortium grant with the University of Kentucky and local school districts to foster student success by creating an authentic learning environment with competency-based assessments for use in CTE pathways, specifically the new Digital Gaming Career Pathway. Emphasis is on authentic out-of-classroom job-embedded and enrichment experiences in collaboration with post-secondary and industry, then developing innovative assessment methods to measure the impact on learning. LaRue County is one of several school districts invited to join in this application. If awarded, the grant will run Spring 2020 - Spring 2023. There is no matching expense. 

LCHS opened the Digital Gaming Career Pathway last year. PIMSER applied for this grant last year and it was not awarded. They are applying for the same grant again this year. Mr. Venegas, our teacher for the pathway, is interested in collaborating with other teachers on further developing this new pathway including curriculum, assessment, resources, work-based learning, and partnerships with post-secondary and industry.

Rationale

The Governmental Accounting Standards Board issued GASB Statement #84 on Fiduciary Activities.  KDE has informed Finance that effective with the Annual Financial Report for 2019-2020, school activity funds must be incorporated into MUNIS and reported on the AFR.  A coding system must be set up in EPES (the school activity accounting software) to download into MUNIS.

I would like to establish a stipend of $500 to be paid at the end of the FY20 school year for a head bookkeeper.  The head bookkeeper will be responsible for working with the four schools to set up the codes needed in EPES and to be trained and then train the other bookkeepers. 

The head bookkeeper would also be the go to person for any troubleshooting with EPES and would train any new bookkeepers hired this school year.
