Rationale

KRS 160.570 and 702 KAR 3:090 require each local board of education-designated depository to execute bond for the faithful performance of its duties.  The bond shall be approved by the local board of education and the Commissioner of Education.  The penal sum of the Bond of Depository must be determined by July 1 of each year.  Attached is the Penal Sum Calculation Worksheet along with the required depository bond form.

Rationale

Per KRS 160.560 and 702 KAR 3:080, it is the duty of each local board of education to bond their board treasurer and any other school employee who is responsible for board of education funds.

8.A. Telecommunication Device Policy 09.4261
Rationale

A committee was composed to review LaRue County Schools’ current Telecommunication Device policy and determine possible revisions that would eliminate the loss of instructional time due to the abundance of cell phone infractions at LCHS. The committee also reviewed policies from other school districts in Kentucky and compared them to what we currently have in place. 

The committee met several times over the course of the school year and drafted multiple drafts for consideration.  The final draft was sent to KSBA, where their legal counsel reviewed the proposed policy and sent it back with feedback for recommendations.  Those suggestions were incorporated into the draft, then sent to Tom Claycomb and Dana Collins for review and opinion.  After getting input from Dana and Tom, the draft policy was sent back to KSBA, so the final recommendations could be included. 

A first reading of revised policy 09.4261 was conducted during the May 20, 2019 regular scheduled BOE meeting.

Attached for your review is the final draft version of policy 09.4261.

8.H. GASB 54 Fund Balance Reporting for FY19
Rationale

GASB 54 modifies the definitions of and the types of resources reported in governmental funds.  GASB 54 defines fund balance classifications as: 

  • Nonspendable Fund Balance

  • Restricted Fund Balance

  • Committed Fund Balance

  • Assigned Fund Balance

  • Unassigned Fund Balance

     

    We currently have $250,000 set aside for Future Construction.  This can                                        be moved or reclassified with Board action. 

     

    We also have $298,542.40 committed to Laptops. ($504,000 less $205,457.60 spent this year)

     

    Based on calculations provided by Freddie Newby, the Board must set aside $250,000 every year moving forward to fund the District Technology Plan.

Our Asbestos Abatement program (AHERA) is administered by Air Source Technology. They performed building assessments and testing on materials throughout the district when the program was first required. They came up with an abatement plan which met EPA requirements and have been great as trainers for our staff and recommending which areas to abate during different projects.

A part of this program is the Re-inspection component every 6 months and providing training for new employees. Although their proposal represents an increase, it is a fair price for the quantity and quality of services they provide.

If the Board chooses to bid the Asbestos Abatement Program, a portion of that would be that our buildings would have to be re-assessed and materials already identified as asbestos must be re-tested if a new vendor were chosen. This would cost the Board an additional seven to ten thousand dollars. We would not have to pay this if we keep our current provider.
