II. Approval of Collective Bargaining Agreement Between the Jefferson County Board of Education and the Jefferson County Teachers Association
Rationale

Significant language includes:

  • Hiring for Best Fit: 
    • All principals will have more choice in hiring teachers who are requesting transfers;
  • Assigning for Best Fit: 
    • All principals will be able to assign teachers based on several equally weighted criteria, including certification, preference, measurable employee capabilities, needs of the educational program, seniority, and balance of workload;
  • Priority School Autonomy/Incentives: 
    • Principals at Priority Schools continue to have complete autonomy in hiring;
    • Pursuant to state law, the provisions of the collective bargaining agreement will not supersede the statutory requirements for Priority Schools;
    • Incentives are being developed to retain and recruit teachers to Priority Schools;
  • Parental Engagement/Awareness: 
    • All parents will have the opportunity to access grades and attendance online via the Parent Portal;
    • Principals may alter the normal scheduled work day start time to better accommodate parents for conferences;
  • Interventions: 
    • Schools can now schedule interventions to focus on student needs. Interventions are not considered a preparation to be limited by a preparation maximum;
  • Association Leave: 
    • No members will have unlimited association leave, and the total number of leave days has been reduced.

Order #2013-132 - Motion Passed:  Superintendent Donna Hargens recommends that the Board of Education approve the attached collective bargaining agreement for 2013-18 between the Jefferson County Board of Education and the Jefferson County Teachers Association. The recommendation passed with a motion by Mr. Chris Brady and a second by Mrs. Carol Ann Haddad.

III. Approval of Memorandum of Agreement Between the Jefferson County Board of Education and the Jefferson County School Nutrition Association
Rationale

The Board's representatives have negotiated a Memorandum of Agreement with the Jefferson County School Nutrition Association (JCSNA). 

Approval of this recommendation will authorize staff to extend the applicable contract to all employees in the district effective July 1, 2013.

The bargaining unit will receive a compensation percentage increase equal to the percentage increase applied to the Jefferson County Teachers Association teachers' salary schedule, not to include any other compensation modifications to any other bargaining agreements, for the 2013–14 school year.

Rationale

The Board's representatives have negotiated a Memorandum of Agreement with the Service Employees International Union (SEIU) Local 320.

Approval of this recommendation will authorize staff to extend the applicable contract to all employees in the district effective July 1, 2013.

The bargaining unit will receive a compensation percentage increase equal to the percentage increase applied to the Jefferson County Teachers Association teachers' salary schedule, not to include any other compensation modifications to any other bargaining agreements, for the 2013–14 school year.

The Board's representatives have negotiated a Memorandum of Agreement with Teamsters Local 783.

Approval of this recommendation will authorize staff to extend the applicable contract to all employees in the district effective July 1, 2013.

The bargaining unit will receive a compensation percentage increase equal to the percentage increase applied to the Jefferson County Teachers Association teachers' salary schedule, not to include any other compensation modifications to any other bargaining agreements, for the 2013–14 school year.

Rationale

The Board's representatives have negotiated a Memorandum of Agreement with the Jefferson County Educational Support Personnel/American Federation of State County and Municipal Employees (JCAESP/AFSCME) Local 4011.

Approval of this recommendation will authorize staff to extend the applicable contract to all employees in the district effective July 1, 2013.

The bargaining unit will receive a compensation percentage increase equal to the percentage increase applied to the Jefferson  County Teachers Association teachers' salary schedule, not to include any other compensation modifications to any other bargaining agreements, for the 2013–14 school year. Therefore, the 2012–13 Salary Schedule 1A including step increases, longevity pay, and shift differential will remain in effect for the 2013–14 school year.

VII. Approval of Salary Schedules for the 2013–14 School Year
Rationale

The attached salary schedules are recommended for approval to establish the district's salary schedules for the 2013–14 school year. This recommendation pertains to salary schedules for JCTA, JCAESP/AFSCME, SEIU, JCSNA, Teamsters, and JCPS administrators.

The salary schedules will remain unchanged from the 2012–13 school year, but include step increases for each employee group. 

Per the JCTA contract negotiations, the tutoring rate has increased from $13.26 to $15.00.

Approval of this recommendation will authorize staff to extend the applicable salary schedules to all employees in the district effective July 1, 2013.
