V.B. Approval of Certified Leaves of Absence
Rationale

Pursuant to Kentucky Revised Statutes, leaves of absence must be recommended by the superintendent and approved by the Board of Education.

V.C. Approval of Job Descriptions
Rationale

To continue to support effective and efficient operations of the district, the following new job descriptions are submitted for approval:

  • Director of Strategy—Position will report to the superintendent and provide support as needed in various areas including providing legislative support and project management communication on senior leaders’ project status. 
  • Principal Special Programs TAPP Schools—Provides for on-site principal leadership, ensuring accountability, and student achievement within the Teenage Parent Program (TAPP) schools. This principal position is consistent with the leadership provided all other schools. 

The following job descriptions are submitted for changes in job title, salary schedule and grade, reporting relationship, and performance responsibilities. Additional job responsibilities have been added to these positions. 

  • Chief of Data Management, Planning and Program Evaluation; and
  • Supervisor Graphic Arts/Printing. 

The following positions are recommended for deletion as a result of the recommended reorganization:

  • Coordinator Food Procurement/Menus;
  • Coordinator TAPP Programs;
  • Director Materials Production;
  • Executive Director Alternative Schools, Pupil Personnel and Safety;

Diversity, Equity, and Poverty Programs Division

Financial Services Division

Rationale

This project will provide a security enclosure for the central courtyard.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

This project shall include, but not be limited to, complete replacement of the HVAC system, new sprinkler system, upgraded security system, media center addition, ceilings and lights, painting, and replacement of some floor finishes. The entire roof will also be replaced.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

On March 25, 2013, the Board of Education approved K. Norman Berry Associates Architects PLLC to prepare plans and specifications for Project 590-13033.

The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.

The Fresh Fruit and Vegetable Program is designed to increase elementary school children’s consumption of fresh fruits and vegetables, expose those students to new fruits and vegetables,  improve healthy eating habits, and help elementary schools create healthier school food environments.

Eligible elementary schools must have 50 percent or more of their students qualify for free/reduced price meals. A list of recipient schools and their award amounts is attached.

V.Q.2. Acceptance of FY14 Title I School Improvement Funds, Section 1003(g), Project 4603
Rationale

The Kentucky Department of Education has awarded School Improvement Grants (SIG) to the following schools:

  • Doss High School—$612,000 
  • Fairdale High School—$612,000 
  • Iroquois High School—$612,000 
  • Knight Middle School—$612,000 
  • Seneca High School—$612,000 
  • Southern High School—$612,000
  • Waggener High School—$612,000
The original SIG application for each school remains in place as an approved document. Annual budgets are approved on a year-to-year basis allowing for changes to the plan based on analysis of new data, programming, and possible new personnel.

The district must submit quarterly progress reports to the KDE. This is the third and final year for this grant. These funds must be spent or encumbered by September 30, 2014.

Through an Art Meets Activism grant, funding in the amount of $6,305 will support local artists working with students in the South Park Teenage Parent Program to create a collaborative quilt and theatrical production based upon stories from local Kentucky women elders.

The mission of the Kentucky Foundation for Women is to promote positive social change by supporting varied feminist expression in the arts. The Art Meets Activism grant supports feminist artists and organizations in Kentucky to engage individuals and communities in art-making that directly advances positive social change.

The YMCA Summer Learning Loss Prevention Program will focus specifically on 46 first- and second-grade students from Wheatley and Wellington elementary schools, who have been identified as reading below grade level by school administration.

The six week, four-day-a-week program will work to increase literacy levels using JCPS certified teachers.

This program aligns with the JCPS Vision 2015, specifically in Focus Area 1 (Increased Learning) and Focus Area 3 (Increased Stakeholder Involvement and Engagement).

Federal reimbursement from the USDA to cover the costs of preparing and serving meals that meet the program requirements will be claimed for those programs.

The attached addenda items are required by Kentucky Department of Education (KDE) in order to complete the Application and Agreement and participate in the NSLP and SBP for the 2013-14 school year.

V.V. Revision of Board Policy: Attendance Requirements and Approval of KDE Compulsory Attendance Age Grant Application/Certifications
Rationale

The proposed revisions to the attached Attendance Requirements policy are a result of the comprehensive policy review conducted in conjunction with Kentucky School Boards Association's Policy Service ("KSBA") and were reviewed and recommended by the Policy Development Committee.

These policy revisions include raising the compulsory attendance age from sixteen (16) to eighteen (18) effective beginning with the 2015–16 school year, as permitted by SB 97 (2013). In addition, the Kentucky Department of Education is offering grants of $10,000 to districts adopting or revising their compulsory attendance policies in response to SB 97.  

Approval of the Application/Certification certifies that the Board has, or will have in place, programs in compliance with SB 97 and other applicable legal requirements to meet the needs of potential dropouts no later than the beginning of the 2015-2016 school year. The grant funds, if awarded, must be expended to support the types of dropout prevention programs and strategies outlined in state law and regulation.

V.W. Approval of Request to Name the Courtroom at Seneca High School the Judge Ellen B. Ewing Courtroom
Rationale

In addition to being a proud graduate of Seneca High School, Judge Ellen B. Ewing was the first woman to sit on Kentucky's former juvenile court bench. She worked as a probation officer before obtaining her law degree in 1972.

Upon graduation from the University of Louisville School of Law, she became a staff attorney for the Kentucky Commission on Human Rights. In 1975, she was appointed a part-time trial commissioner with Jefferson County Juvenile Court, and five months later she became a full-time judge. Judge Ewing was elected to Jefferson Circuit Court in 1983 and was one of only three women to have served in that court when she retired in 1998. She worked as a mediator until her death in 2004.

In 1985, Judge Ewing received the Brandeis Distinguished Alumni Award, and in 1990 the Louisville Bar Association named her Judge of the Year. She was the 2003 Member of the Year of the Women Lawyers Association. Seneca High School honors her long-standing commitment to public service.

Therefore, in accordance with Board Policy 05.11 School Property—Naming Facilities and Alterations, it is appropriate that the Seneca High School Courtroom be named the Judge Ellen B. Ewing Courtroom.

V.X. Approval of Request to Name the Youth Services Center at Seneca High School the Nancy Mulheirn Youth Services Center
Rationale

For more than 12 years, Nancy Mulheirn breathed life into Seneca High School's Youth Services Center as she served as the Home/School Coordinator. Whether it was collecting uniforms for less fortunate students, sponsoring programs that promoted the safety and well-being of the students, or training peer mediators to help resolve student conflicts, Nancy worked tirelessly to make Seneca High School a safe and accepting place for every student.

Nancy Mulheirn’s unexpected death last year affected the Seneca High School community deeply. Naming the Youth Services Center in her memory is a fitting way to honor such an incredibly giving woman. She will long be remembered for her love, dedication, and support of students and staff.

Therefore, in accordance with Board Policy 05.11 School Property—Naming Facilities and Alterations, it is appropriate that the Youth Services Center at Seneca High School be named the Nancy Mulheirn Youth Services Center.

Jefferson County Public Schools establishes uniform standard procedures for grading, progression, and promotion of students in the elementary, middle, and high school levels. These procedures are reviewed annually by the Jefferson County Board of Education.

A broad-based committee of teachers, counselors, principals, evaluation and transition coordinators, content specialists, and assistant superintendents reviewed the procedures outlined in the 2013-14 Student Progression Promotion, and Grading Handbooks for the elementary, middle, and high schools.

General revisions reflect points of clarification and changes from the Kentucky Department of Education.

VI.A. Approval to Name the New Early Childhood Learning Center the George Unseld Early Childhood Learning Center
Rationale

The Office of Early Childhood and the 2012–13 Head Start Policy Council recommends that the new early childhood facility located in the Newburg neighborhood be named the George Unseld Early Childhood Learning Center in honor of former JCPS Administrator and Louisville Metro Councilman George Unseld.

George Dorsey Unseld grew up in the Newburg neighborhood, and he and his family were actively involved in the Newburg community for many years. He was a star athlete at Seneca High School and led the Kansas Jayhawks in scoring in 1963 and 1964. He earned a bachelor’s degree from the University of Kansas and a master's degree from Western Kentucky University.

Unseld made history in 1967 as Kentucky's first African-American coach at a predominantly white high school when he was named basketball coach at his alma mater, Seneca High School. He served the Jefferson County Public School District for many years as a teacher and administrator—including Director of Academics, Activities, and Athletics.

First elected to represent the 10th Ward on the Louisville Board of Alderman in 1998, he was elected to represent District 6 on the newly-formed Louisville Metro Council in 2002, after the merger of the old City of Louisville and Jefferson County governments. He was re-elected in 2004 and 2008 and served until his death in June 2010. 

Unseld was an influential leader who devoted his time and energy to making the city a better place for his constituents. He advocated for long-standing issues facing the city such as civilian review of police actions, a living wage for metro government employees, and the Fairness Ordinance. As owner of the Unseld Child Care and Development Center, he was committed to early childhood education and had a great passion for nurturing children.

Unseld was a former director of the NAACP and the Salvation Army Newburg Boys and Girls Club and was a member of the National Conference of Christians & Jews and the Greater Louisville Alliance of Black School Educators. He served on the boards of the Presbyterian Community Center and Plymouth Community Renewal Center.

He was the recipient of many awards including the Dr. Martin Luther King Jr. Award for outstanding community service from the Louisville chapter of P.U.S.H. in 1991, the Newburg Achiever Award in 1992, and the Lincoln Foundation Community Service Award in 1996.

Therefore, in accordance with Board of Education Policy 05.11—Naming Facilities and Alterations, it is appropriate that the new Early Childhood Learning Center be named the George Unseld Early Childhood Learning Center.
